issued a permit to the City of Lake Elmo establishing the conditions for discharging storm water to
the waters of the state under the National Pollutant Discharge Elimination System/State Disposal

The ordinance formalizes the applicability, responsibilities, discharge prohibitions, watercourse
protection, industrial or construction activity discharges, best management practices, and
notification of spills and enforcement that have been implemented by the City.
