PRESENT: Mayor Mike Pearson, Council Members Wally Nelson and Anne Smith NOT PRESENT: Council Members Justin Bloyer and Mike Reeves. Also Present: City Administrator Zuleger, Finance Director Bendel, and City Clerk Bell. Library Director Linda Orsted, Library Board President Sarah Linder, Library Board Members Paul Ryberg, Steve DeLapp, Marjorie Williams, and Board Treasurer Ann Bucheck. Washington County Sheriff Bill Hutton and Deputy Commander Cheri Dexter I. Focus of the Workshop: Building Community -Dean Zuleger City Administrator Zuleger explained the purpose of the workshop. II. Lake Elmo Library Annual Presentation – Linda Orsted, Librarian a. Programming Library Director Linda Orsted provided overview of the library and the programs it offers. Ms. Orsted explained the multiple goals that the library has identified for 2015. Nelson asked what number of hours would be ideal. Orsted explained that some Sunday hours and some additional evening hours totaling about 12. b. 2015 Budget / Maintenance of Effort Board Treasurer Ann Bucheck provided overview of the proposed 2015 library budget including the anticipated expenses and revenue. Much of the expenses will go towards property maintenance and collection expansion. Pearson asked about collection expansion. It was explained that the library does not purchase every item requested, but most. Old and rare or expensive items are not purchased. Mayor suggested that the library perhaps look at some expenditures be done over extended years. Nelson asked about the fund balance. It was explained that the… Bendel said she would revise the budget sheet to reflect the proper cashflows. Discussion of cashflows. Pearson would like a more austere approach. Smith likes the collection policy. Asked if younger volunteers for night hours. Williams explained that they have tried, but have not had much success. Those students are very busy already. DeLapp spoke about the budget in regards to the exterior work that needs to be done. He asked that council take lead in some of the direction of the physical improvements. Bucheck suggested that the library is an asset to the community and a community gathering place. III. Public Safety – Policing – Sheriff Bill Hutton, Washington County a. Lake Elmo Statistics Sheriff Bill Hutton provided overview of the SO and the organization. He summarized the 2013 accomplishments and services offered. b. Gun permits are increasing and crimes/complaints are decreasing. Discussion of the future ability to incorporate increased analytics and make public data more available. Discussion of the cost per capita vs cities with police departments. Pearson asked how the growth will affect the demand for service. Hutton stated that the growth will require increased manhours. Smith asked about the drug issue. Prescription drugs are the gateway drug. The SO tries to get involved as soon as possible by using diversion programs such as the YSB. IV. Quality of Life Programming a. Youth Service Bureau Mary Planton-Krell, Executive Director of the Stillwater Youth Services Bureau (YSB) spoke about the diversion program and the work the organization does in the area. The Council was very supportive of the work and b. Family Means Get name of lady from dean. Jennifer spoke about the FM expansion planned at Cimarron. Currently serving about half of the 250 K-12 youth in the park. The programs and the events held were explained. Group has done community service. Washco workforce It was mentioned that the older kids in the program would stay active longer if there was more space. The new addition will hopefully accomplish this. Programs are free for youth and able for drop-in. many parent use it for childcare. First quarter of 2015 expect to be in new building c. Disabled Housing Project Teresa Vanderbent provided overview of concept of independent housing for people with intellectual and developmental disabilities. Susan Kane spoke about how this issue impacts Lake Elmo and its residents. Daughter Hannah is 19 and just graduated. Chris cove son has autism. Children need supervision, but not 24 a day. They simply need to be close to support. It was explained that Paul carlin works at fury motors. Lives in Mahtomedi. Commute is difficult. Takes bus because cannot drive. Wants to live closer to work. Colette haley. Son luke still lives at home. On autism spectrum. Many parents are facing this dilemma. Spoke on communities of belonging. Commended city on the SYP project. Ms. Vanderbent spoke on how the city can implement various types of housing options that are friendly to IDD individuals. Price point is the main issue. Pearson asked about funding source. It was explained that there are multiple sources. There are tax credits available and state and federal funding. Nelson asked about the types of services used. According to WashCo, demand is 365 residents in county who are good candidates to move out of home to serve as pilot program. Community Engagement Survey Zuleger provided overview of the community engagement survey. Younger residents want more in LE. Older want is to stay the same. Over 65 do not expect to stay in LE due to no senior housing. Community reads the newsletters and uses the parks, but not much else. Not a place to retire or work.
