I. Call to Order - Acting Mayor Bloyer 6:32 PM
Present: Bloyer, Nelson, Reeves, and Pearson (6:34pm). Absent: Smith Staff:
County Reps: Andy Gitzlaff, Jane Lucke, Beth Jeanne Witzig, Commissioners Weik, Bearth, and Kreisel.
II. Gateway Corridor Bus Rapid Transit 6:35 PM
City Administrator Zuleger conducted introductions and provided brief overview of how this project came
to Lake Elmo. It was noted that Le original position was to affirm the retention of the Guardian Angels.
Met Council needs a resolution by October 7.
a. Background
Andy presented… the benefits the project will provide for the area, the purpose & need for the
project. Explained the current status of the project. The project is in the corridor planning phase.
The draft EIS is about to begin. Explained the gateway corridor alternative alignments [see map].
Described the transit modes considered: Bus rapid transit in a dedicated guideway, light rail
transit, and BRT in a managed lane. Explained scoping decision vs Locally Preferred Alternative.
Provided summary of the economic development potential near BRT. The costs and funding were
discussed.
b. Draft Environmental Impact Statement (EIS)

Beth further explained the various BRT alternatives under consideration for LPA. The preferred
alternative is A-B-C-D2-E2 for long term benefits. There was a LPA public hearing. That results of that
meeting were described. It was noted that the Stillwater “express” route would be retained.
The council went over the draft resolution template and discussed the Lake Elmo needs.
