Call to Order - Mayor Pearson Present: pearson, fliflet, bloyer, lundgren Absent: Smith Pearson move B ahead of A 4-0 II. City Administration Transition Plan Pearson explained reason for mtg. A. Appointment of Interim City Administrator pearson contact LMC/Kevin Frazell. Have them suggest some interim admins. 6 mo contract at least and then look for permanent replacement. Council will submit qualifications/qualities. Staff will send to league. Fliflet would like some more input over the league narrowing. The various options and timing were discussed. How the council will narrow the list was discussed. Council consensus is to use an interim. Bill Miller, 9240 55th st, asked what the League was. Bell explained. Barbara Miller, 9240 55th st, asked that the cause for staff departure be addressed prior to replacing just one person. City needs to make sure the next person can be successful. Bell explained purpose of interim. The duration of the interim period was discussed. Bloyer wants the interim to be in place until after next election. 6 mos to 18 months Fliflet and lundgren are not comfortable with 18 mos. Lundgren and fliflet. Fill as soon as appropriate. Get council member smith’s opinion. B. Use of Executive Search Firm Whether to use a firm was discussed. Bell explained the process and the timing and the cost of using a firm. Council does not need to decide immediately. Fliflet moved to appoint city atty dave snyder as data practices responsible authority Effective June last day of bell. lundgren seconded. 4-0 Paul Pallmeyer 8989 Lake Jane Trail wants the council identify what the specific qualifications the previous admin did not possess that the council now wants. The council Dale Dorschner 3150 Lake Elmo Ave disappointed resident. Being in this position shows lack of leadership. Council does not understand cost of turnover. Council needs to self-reflect. … asked that council be a little more transparent with reasons staff is leaving. Bill Miller, 9240 55th St wants the council to determine why there have been so many admins in the last decade. Pearson acknowledged how LE has had difficulties and been Bloyer wants to see the city type changed. Council should serve as a board and not involved in the day to day stuff. pearson noted that the springsted report suggested that there have been council-staff conflicts in past. Lundgren noted that the council driven workshop was an attempt to help council work together. Unfortunately, the third-party was not able to facilitate. Dale Dorschner spoke about how many citizens have become involved in the city politics. Questioned the council’s listening. Spoke about the need for civility Mara Crombie 11090 32nd St alleged that the council has not listened to the residents. Asked for a specific plan to stop the mass exodus of employees. Clerk Bell thanked the residents. Bloyer thanked bell. Wally Nelson 4582 Lilac lane, asked council to heal the city. The people speaking out are neighbors and friends. The decisions that are being made are about people. Try and move forward. Urged council to listen. Council members represent everyone. Lundgren spoke about the emails she receives.
