CITY COUNCIL SPECIAL MEETING MINUTES
JULY 5, 2016
CALL TO ORDER
Mayor Pearson called the meeting to order at 6:00 p.m.
PRESENT: Mayor Mike Pearson and Councilmembers Justin Bloyer, Julie Fliflet, Anne Smith, and
Jill Lundgren.
Staff present: Administrator Handt, City Attorney Sonsalla, and City Clerk Johnson.
Mayor Pearson, seconded by Councilmember Lundgren, moved TO ENTER CLOSED SESSION.
Motion passed 5 – 0.
Councilmember Fliflet, seconded by Mayor Pearson, moved TO RETURN TO OPEN SESSION AT
6:35 P.M. Motion passed 5 – 0.
Administrator Handt stated for the record that the performance and proposed raises for the Building
Inspector, Finance Director and City Clerk were discussed during the closed session.
The City Council received information from Administrator Handt regarding the performance review of
the Fire Chief in open session. Chief Malmquist provided input to the City Council as well.
Councilmember Bloyer, seconded by Mayor Pearson, moved TO APPROVE PAY INCREASES
RECOMMENDED BY THE CITY ADMINISTRATOR.
Councilmember Fliflet, seconded by Councilmember Lundgren, moved A SUBSTITUTE MOTION
TO CHANGE THE PROPOSED RAISES FOR THREE STAFF MEMB ERS (FINANCE
DIRECTOR – 5.5%; CITY CLERK – 4%; BUILDING INSPECTOR – 4%) AND UPHOLD THE
CITY ADMINISTRATOR’S RECOMMENDATION FOR THE FIRE CHIEF. Motion passed 3 –
0 – 2. (Pearson, Bloyer – present/not voting)
Primary motion as substituted passed 3 – 0 – 2. (Pearson, Bloyer – present/not voting)
Meeting adjourned at 6:55 p.m.
