City Council Meeting Minutes
December 20, 2011
Mayor Johnston called the meeting to order at 3:25 p.m.
PRESENT: Mayor Johnston and Council Members Emmons, Park, Pearson, and Smith
Also Present: Interim Administrator Dawson, Interim City Clerk Luczak
APPROVAL OF AGENDA:
MOTION: Mayor Johnston moved to approve the City Council Agenda. Council
Member Park seconded the motion. The motion passed 5-0.
ACCEPTED MINUTES:
MOTION: Council Member Park moved to continue consideration of the December 6,
2011, Council minutes until the January 3, 2012, City Council meeting. Council Member
Smith seconded the motion. The motion passed 5-0.
PUBLIC COMMENTS: None
CONSENT AGENDA:
Approve Payment of Disbursements in the Amount of $101,247.91.
Interim City Administrator Dawson explained the American Legal Publishing
Corporation amount.
Council Member Smith requested clarification of amount on the MFRA invoice.
Discussion ensued and the Council directed Staff to provide an itemized copy of the
invoice.
MOTION: Council Member Pearson moved to approve the Consent Agenda. Council
Member Smith seconded the motion. The motion passed 5-0.
Council Member Smith excused herself from the meeting at 3:30 p.m.

REGULAR AGENDA:
Library Update
Council Member Pearson confirmed that the City had a Lease Agreement signed by
owner of the present Library location. It awaited action by the Library Board.
The City Council and Library Board discussed leasing versus purchasing options.
Library Board President DeLapp presented plans for review if the City determined that
the “Clock” building was another option. The building is currently for sale and it would
also assist in promoting the revitalization of the Old Village.
The City Council indicated its support of the Library Board obtaining a physical and
structural assessment report of the building, and exploring purchase options if the report
was favorable.
The City Council adjourned the meeting at 4:45 p.m.
