Special City Council Meeting Minutes
December 29, 2011
Mayor Johnston called the meeting to order at 9:14 a.m.
PRESENT: Mayor Johnston and Council Members Emmons, Park, Pearson, and Smith
Also Present: Interim City Administrator Dawson (arrived at 10:00 a.m.), Interim City
Clerk Luczak
AGENDA:
Employment of a City Administrator
City Council discussed the candidates. They stated that the second interviews with the
two candidates made their decision very difficult as they were both well-qualified and
had much to offer.
Council requested that the City Council Human Resources committee review a proposed
contract with Attorney Snyder, and extend an offer to Dean Zuleger with terms to be
defined no later than January 3, 2012.
MOTION: Council Member Pearson moved to extend an offer of employment to Dean
Zuleger the City Administrator position. Council Member Park seconded the motion.
The Motion passed 5-0.
Council Members Park and Emmons requested a meeting with the new Administrator be
scheduled shortly after he begins.
Council recessed at 9:53 a.m.
The meeting reconvened at 10:00 a.m.
Library
Interim City Administrator Dawson presented the various issues regarding the potential
purchase of a property available in the Old Village that could be used to house the Lake
Elmo Public Library.

Council members discussed “due diligence”, being fiscally responsible, the Library
budget, transition, current opportunities and moving forward.
Council Member Park departed at 10:10 a.m.
Eric Lipman, 8249 Deer Pond Ct. N., stated he was angry and disappointed with the
library services he will now receive, and believed his current County library card to be
valuable as it provided him access to 12 locations, 1.3 million volumes and a rite of
passage for children.
Library Board President DeLapp stated that the City will reimburse one card per
household and the benefits and services will continue.
Council Member Pearson confirmed that no one is being cut off from the library system,
but the City was not getting value from Washington County.
Council Member Emmons departed at 10:36 a.m.
Mr. Lipman reiterated that the decision made by the City to not be a part of the
Washington County Library System is a degradation of services to the residents.
Mayor Johnston informed the audience that the inter-library loan program implemented
through the County had been denied by the County Board to the City of Lake Elmo.
The City Council adjourned the meeting at 10:49 a.m.
