MINUTES APPROVED: January 22, 2008 <br />City of Lake Elmo <br />City Council Meeting Minutes <br />January 8, 2008 <br /> <br />Mayor Johnston called the meeting to order at 7:20 p.m. <br /> <br />PRESENT: Mayor Johnston, Council Members DeLapp, Johnson, Park and Smith <br /> <br />Also Present: City Administrator Hoyt, Finance Director Bouthilet, City Attorney Filla, <br />City Planner Klatt, Planner Matzek, Assistant City Engineer Stempski and City Clerk <br />Lumby <br /> <br />Approval of Agenda: <br />MOTION: Council Member Johnson moved approval of the January 8, 2008 agenda as <br />amended by changing the order of agenda items 10, 11 and 9. Council Member Smith <br />seconded the motion. The motion passed unanimously <br /> <br />ORDER OF BUSINESS: Mayor Johnston reviewed the order of business. <br /> <br />Receive approval for future uses in Sunfish Lake Park with consideration of placing the <br />park in a conservation easement with the MN Land Trust <br /> <br />Park Chair David Steele summarized the history and the substance of the Park <br />Commission Report on a plan to put conservation easements in place over Sunfish Lake <br />Park with the Minnesota Land Trust. He explained that the Park Commission is <br />interested in getting the City Council’s reaction and comments on the Sunfish Lake <br />Report before it proceeds to a legal description of the areas under conservation <br />easements. <br /> <br />Commissioner Steele explained the value of the park as open space and natural area for <br />now and the future. He described the three areas that were included in the Sunfish Lake <br />Park area. The first area is a more natural area with woodlands; the second area is rolling <br />hills and prairie and the third area is the site of the Washington County Landfill, which is <br />controlled by the MPCA. <br /> <br />Council Members responded with individual comments on the report that included: 1) a <br />general support for the concept of using the two areas of Sunfish Lake Park as described <br />in the report for open space; 2) a request for more specificity in the defined uses to be <br />allowed for the future; 3) an interest in seeing some family activity allowed in Area 2 (for <br />example, a playground) and 4) to be sure that there is adequate area for playing fields in <br />the comprehensive park plan in other areas of the City so that Area 2 is not using up <br />available land for future active recreation area.
