I I I-Em ami rilem"I CALLING HEARING ON IMPROVEMENT, AND ORDERING ADVERTISEMENT FOR BIDS FOR THE INWOOD TRUNK WATERMAIN IMPROVEMENTS WHEREAS, pursuant to City Council authorization, adopted oil August 6, 2013, a feasibility report was -pre-pared by FOCUS Engineering, Inc. for a booster station and improvements of trunk waterniam facilities along Inwood Avenue N, from 26'r Street to Eagle Point Business Park in order to provide access to the municipal water system; and WHEREAS, the feasibility report recommends that connection service stabs be installed to properties located adjacent to the waterinain improvements and recommends that a portion of the cost of the improvements be assessed pursuant to the City's Special Assessment Policy and Minnesota Statutes, Chapter 429-, and WHEREAS, the feasibility report provides information regarding whether the proposed improvement is necessary, cost-effective, mid feasible; whether it should best be made as proposed or in connection with some other improvement; the estimated cost of the improvements as recommended; and a description of the methodology used to calculate individual assessments for affected parcels; and WHEREAS, a public hearing was previously held on these proposed improvements on January 21, 2014 at which the City Council provided direction to eliminate the scope of improvements identified in the report to extend water service into Parkview Estates; and WHEREAS, pursuant to a resolution passed by the City Council on the 21st day of January 2014, the City Engineer, together with MSA Professional Services, Inc. has prepared plans and specifications for the Inwood Trunk Watermain Improvements and has presented such plans and specifications to the Council for approval; and WHEREAS, the public improvement hearing must be re -held since more than 12 months have passed. 111 711 111 iI 1[ 1151111 Ii: us VII 1111 11 1 I . Such plans and specifications, a copy of which is on file at Lake Elmo City Hall, and made a part hereof, are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and posted online with Quest Construction Data Network (QuestCDN,com) an advertisement for bids upon the making of such improvements under such approved plans and specifications, The advertisement shall be published for at least 21 days, shall specify the Resolution No. 2016-04 work to be done, and shall state that sealed bids provided to the City Clerk prior to the specified bid date and time and accornpanied by a bid bond or cashier's check, made payable to the City of Lake Elmo in an amount not less than 5% of the amount of such bid will be considered. 3. That the City Council will consider the improvements in accordance with the report and the assessments of the abutting properties for all or a portion of the cost of the improvements pursuant to Minnesota Statues, Chapter 429 at an estimated total project cost of $2,000,000. 4. A public hearing shall be held on such proposed improvements on the I st day of March, 2016, in the council chambers of the City Hall at or approximately after 7:00 P.M. and the clerk shall give mailed and published notice of such hearing and in-1provement as required by law.
