RESOLUTION OF THE CITY OF LAKE ELMO,
WASHINGTON COUNTY, MINNESOTA, CENSURING OF
COUNCILMEMBER JUSTIN BLOYER
WHEREAS recent behavior by Councilmember Justin Bloyer has created great concern by the
other Councilmembers regarding his leadership, handling of private confidential information, and ability
to interact with City staff; and
WHEREAS, these concerns include the following:
1. Repeated unauthorized release of protected, confidential information to the press/others which
puts the city at great risk.
2. Public hostility towards city staff members at city council meetings along with disparaging
remarks about their work product that are known to be false.
3. Publicly announcing at a council meeting that he has taped every conversation he has had with
city staff, which has created an unhealthy, unfriendly, uncomfortable, and intolerable
environment for our city staff.
WHEREAS, the City Council believes it has an affirmative duty to maintain security surrounding
its private, confidential records and to provide a healthy, safe workplace free of the kind of behaviors
Councilmember Bloyer has exhibited.
WHEREAS, the City Council has determined that Councilmember Bloyer’s conduct is
unbecoming of the office of Councilmember of the City of Lake Elmo.
NOW, THEREFORE, be it resolved that by the City Council of the City of Lake Elmo,
Washington County, Minnesota as follows:
1. A formal censure of Councilmember Bloyer is hereby issued by the City Council for
inappropriate conduct.
2. The City Council is also recommending that:
a. Councilmember Bloyer participate in training on the handling of confidential
information including the importance of not releasing private, confidential information,
not taping of Executive Sessions, and not sharing information that was discussed in
closed executive sessions of the city council.
b. Councilmember Bloyer not interact with any member of the city staff without another
councilmember present, that Councilmember Bloyer direct all questions during city
council meetings to the Chair, and that Councilmember Bloyer not call city staff
members, but instead use email to communicate with city staff members.
It is our understanding that these recommendations are not legally enforceable and would
be voluntary on the part of Councilmember Bloyer. Recognition of the need to improve
behavior and interactions, and respecting and abiding by these recommended parameters
will be Councilmember Bloyer’s choice.
3. This Resolution rescinds the motion passed on October 10th, 2015 and Resolution No. 2016-60
passed on July 5th, 2016
This resolution was adopted by the City Council of the City of Lake Elmo on this 2nd day of
August, 2016.
