Dennis, Roy Dornfeld, Lloyd Ebne and Donald 141ehsikomer. Meeting called to order by Mayor Urtel at 8:15PM. Erick Scheel, Building Inspector, recently attended a convention regarding fallout shelters. He gave us general description and a copy of a print on the ideal shelter. The print would be kept on file in the clerks office for use by any village citizen. Clerk was instructed to get a zoning map for the ,_building inspactor. Bill Banister., Village Engineer, was on hand to dlscusi�th pro- cedure regarding publication of notice for bid on Village ell. Robert Dennisintroduced and moved the adoption of the following resolution: RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORD* eying ADVERTISEMENT FOR BIDS. WHEREAS,the village enginners,, Banister Engineering Co.,have prepared plans and specifications for the well,.designated as Pro- ject No. 1, included within the water improvvement ordered by re- solution dated June 15, 1961, and have presented such plans and specifications to the council for approval; THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF LAKE ELMO, MINNESOTA . 1, Such plans and specifications, copies of which are attached hereto, and made a part thereof, are hereby approved. Said improve- ment, ordered June 15, 19619 is hereby designated " Water Improve- ment No.111. 2. The village clerk shall prepare and cause to be inserted in the Stillwater weekly Gazette, the official paper, and.in the Construction Bulletin an advertisement for bids for the construct- ion of said Project No.19Water Improvement No.1 under such approv- edplans and specifications. The advertisement shall be published as required by law, shall specify the work to be done, shall call for the bids upom the basis of a cash payment for such work, shall. call that bids will be opened and considered by the council at 7:30PM on January 21 1962 in the Fire Hall in said.village, that no bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit or certified check or bidders bondpayable to the clerk for five peroent(5%) of the amount of such bid and that the advertisement shall state a completiondate of March 15, 1962. The motion for the adoption of the foregoing resolution was ±kx duly seconded by Roy Dornfeld, and upon vote being taken the following voted in favor: Robert Dennis, Roy Dornfeld,: Lloyd Ebne, and Don Mehsikomer. and the following voted against: None. Ray Anderson and Barry McKnight requested permission from the council to buy residential property and the move in a gara6e which would be used to manufacture truck bodies. The council explain- ed that this ar ea was 100% residential and could not be changed to industrial. They also expained that the residents in the area under consideration had voiced disapproval of such approval. After discussion it was decided to try and get timers on the lights for the Christmass Decorations so that they would be on from dusk until 10:OOPM rather than being tied in with the street lights and staying on all night. Bruce Abercrombie was reappointed to the area planning commission. Clerk Meheikomer requested a load of gravel be dumped on.North Shore Drive for allow drivers to take sand to enable them to keep traffic moving east on North Shore Drive up the incline from Rose to Kalmia. Clerk made motion to issue cigarette licenses to the following: Morrie's Superette Lake Elmo 0il Co. Elmo Inn Brockman Motor Sales Inc, Hagberg's Grocery Twin Point Tavern Lake Elmo VFW Post 5725 Motion seconded by Roy Dornfeld. Carried 4-0 Motion by Lloyd Ebne second by Roy Dornfeld to issue a 3.2 "ON" sale license to VFW Post 5725 at the rate of $10.00. Motion carried 4-0. Clerk was instructed to submit a snowplowing conttact to Carl Olinger. and Sons for signature. Due to :tk death of the Health. Officer it was decided to contact Dr. Van Mier to determine if and under what conditions he would take the position. Police and Sa_f�et Committee: Trustee Dennis reported that the fire aepartment has three-way radio which is to be installed in two trucks and at the fire hall. Report of a breakin at the VFW Hall on Dec. 3, 1961. One fire due to an electrical shortk on Lake Elmo Road in Village. Streets: Trustee Ebne reported that the North Shore Drive had been cleaned where the bank on the north side of road had washed in. Request to have the street light on Rose street moved further South around the bend was submitted. Trustee Ebne was to have this carried out at the expense of the village. Recreation: The hockey rink has now been completely installed and we now await cold weather to enable flooding of the rinks. Respectfully Submitted Donald Mehsikomer Village Clerk The Meeting of the bake Elmo Village Council and East Oakdale Township was called to order at °8:45 by Mayor Louis Urtel. Those present at the meeting were Louis Urtel,8oy Dornfeld,and Lloyd Ebne. It was decided that money for running the Fire Department was to be paid quarterly and in advance, It was also decided that the manpower is sufficient. Specification on jeep or scout will depend on the firemen.Prioe on unit truck and tanker is ap- roximately 15000dollars.
