Minutes of Council Meeting.
Present: Louis Urtel,Lloyd Ebne, Roy Dornfeld, Randolph
Carlson, and Donald Mehsikomer.
Meeting called to order at 7:3OPM by Mayor Urtel.
Clerk Mehsikomer administered the Oath of Office to the new-
ly elected Mayor, Louis Urtel and to the newly elected coun-
oilman Randolph Carlson.
Mayor Urtel then presided over the meeting.
As published in the Gazette and the Construction.Magazine the
bids were opened for the well as part of the Village Water
System.
1. E.H. Renner and Sons $12*400
Bid bond enclosed with completion by March 15, 1962.
2.Keys Well Drilling Co. 10,895
Bid bond enclosed but asked for 100 days completion.
3.MoCarthey Well Drilling Co. 12,525
Bid bond enclosed with March 15,1962 completion.
4.Bergerson-Casiveel 13,465
Bid bond enclosed with March 15, 1962 completion.
5.L�yne Minnesota Co. 11,395
( Bid bond enclosed with completion in 90days.
6.Tri-State Drilling 13,860
Bid bond enclosed with March.15, 1962 completion.
Village Engineer, Bill Banister, at this point requested a
delay in a decision on the bid so that he and his assistant
could tabulate the bids and offer a recommendation.
Request granted.
Clerk reported that the cash on hand in the various accounts
as of January 1, 1962 was as follows:
Village $4,778.07 Fire Department $69.38
Fire Sinking $2,599.91
Committee reports: Streets Trustee Lloyd Ebne.
During and after the snow the streets had been plowed and
sanded as. needed.
Christmaw Tree lights had been disconnected and would be
taken down.
Clerk was requested to write Northern States requesting the
move of the street light on Rose Street.
Recreation: Trustee Roy Dornfeld.
The door on the warming house has as yet not been replaced.
Norm Wendt has plowed the skating rink and the small rink
is now flooded.
Mrs. Cheny will supervise the rinks from 6-9 PM at $2./day.
Flooding has been done by the fire department.
Light to be turned so that the small rink has more light.

Raakaxaadx Police and Safety: Report by Constable Al Haseley.
Request to have NO PARKING signs installed on Lake Elmo Road
from Gorman's to R. Durands.
Motion by Clerk Mehsikomer second by Roy Dornfeld to have
signs marked NO,PARKING AT ANY TIME installed. Carried 4-0.
After discussion on new siren a motion was made by Roy Dorn-
feld second by Clerk Mehsikomer to purchase a new 12 volt
siren for Constable W. Eder and to have the 6 volt system now
assigned to W.. Eder transferred to Constable Haseley. Carried
4-0.
One fire, a chimney fire at Poppenberger's, was reported this
month.
Bill Banister requested to review the bids on.a well at this
time. Two bids did not comply with the bid requirements on
completion dates. One of those in error was the low bidder;
a representative was on hand and stated this was an oversight
and that his firm would meet the required March 15, deadline.
Clerk Mehsikomer introduced and moved the adoption of the
following resolution: RESOLUTION ACCEPTING BID FOR PROJECT NO.
1 WATER IMPROVEMENT NO. 1. Whereas pursuant to advertisement
for bids for Water Improvement No.1, Project No.1 according to
the plans and specificationsthereof on file in the office of t
the clerk.of said Village, said bids were received on January
2, 1962 at 7:30 PM opened and tabulated according to law and r
the following bids were received complying with the advertise
ment: Keys $C109895, McCarthy $1295259 Renner & Sons $&12,400
Tri-State $13,8609 Bergerson-Caswell $613,465, and Layne -Minn
$11, 395.
Whereas it appears that Keys Rikk.Well Drilling Co. of Saint
Paul, Minnesota is the lowest responsible bidder, at the tab-
ulated price of 010,895.
Now therefore be it resolved by the village council of
the Village of Lake Elmo, Minnesota: 1.The Mayor and Clerk
are hereby authorized and directed to enter into a contract
with Keys Well Drilling Co. for $g10,895. in the name of the
Village of Lake Elmo for Water Improvement No.1, Project #1,
according -to the Aland and specifications thereof heretofore
approved by the Village Council and on file in the office of
the Village Clerk. 2.The Village Clerk is hereby authorized
and directed to return forthwith to all bidders the deposits
made with their bids except the deposit of the successful
bidder and the next lowest bidder shall be retained until a
} contract has been signed.
The motion was seconded by Roy Dornfeld and upon vote being
taken theron, the following voted in favor thereof, Roy
Dornfeld, Don Mehsikomer, Lloyd Ebne, and Randolph Carlson.
and the following voted against None. aadxapmx whereupon.
said resolution was declared duly passed and adopted.

labor rate for 1962 was set at $1.75/hr.
Clerk was assigned to handle the duties of assessor for the
1962 personal property assessment.

Clerk instructed to get minimum order of new traffic tickets.
Motion by Roy Dornfeld second by Lloyd Ebne to permit clerk
to purchase additional office equipment. Carried 4-0.
After some discussion it was decided to attempt to obtain
acoess to the well sight from 7th St. as this would be much
more acceptable for moving equipment etc. Mayor Urtel would
follow through on this.
Meeting adjourned at 10:55 PM.
