Minutes of Meeting August 6, 1962
Present: Dornfeld, Urtel, Carlson, and Mehsikomer.
Also G.Dyball, Jack Mueller and Maynard Eder from East
J.Peers, $.Prederich, L.Catlin, and R. Madson from the
Meeting called to order at 7:35 PM.
Oakdale and
fire dept.
After considerable conversation regarding what are the ground rules
for a new contract between East Oakdale and the Village of Lake Elmo
for fire protection a decision was reached that this should be work-
ed out by a three man committee. Mr. Muellere indicated that he was
the representative for East Oakdale. The Clerk of Lake Elmo suggested
the representative for the Eillage be appo Inted at the next regular
meeting on August• 7, The Village representative would get in touch
with Mr . Mueller at SP 7 5675.

The Village of Lake Elmo does ordain:
Section 1. Sate P1� Tai $ CCde t d. The Minnesota Plumbing Code of Mini-
mum Standards end Requirements as adopted by the Minnesota State Board of Health
July 20, 1937, as amended May 9, 19391 January 149 1947, and October 16, 19510 is
hereby adopted and shall be in full force and effect in this Village insofar as
applicable to plumbing and building construction therein, except that the Water -
Service Pips shall be Type X ( soft) copper tubing only, and except that the use
of bituminous fiber pipe for the building sewer (Article X, Section 125 (a) ) is
prohibited„ All work done hereafter in this Village shall be done in accordance
with the provisions thereof.
Section 2• Cvbaits of Cede to LO Ji l,td. Three copies of the above code as afore-
said shall be filed by the Village Clark in his office for inspection and use of
the public, and shall be marked by the Clerk with the words "Village of Lake Elmo -
Official Copy". This Ordinance shall bacoma effective upon such filing slid upon

or Plumbing inspectors, designated 'by the council to enforce the provisions of this
Ordinance. All plumbing work hereafter constructed shall be inspected, and if
found not to be in accordance with the said code shall be corrected, If after
written notice to the person installing work requiring, correction thereof such
Person neglects or refuses to conform to such order, the Village or any duly ap-

as applicable to plumbing and building construction therein. All work done here.

aforesaid shall be filed by the city (village) clerk in his office for inspection

Section 3. Enforcement — Penalty, It shall be the duty of the city (village)
engineer (or the building or plumbing inspectors designated by the council) to
enforce the provisions of this ordinance. All plumbing work hereafter constructed
shall be inspected, and if found not to be in accordance with the said code shall
be corrected. If after written notice to the person installing work requiring
correction thereof such person neglects- or refuses to conform to such order, the
city (village) or any duly appointed inspector.may remove such work and charge the
cost thereof to the person installing the same. Any person covering work without
its being duly inspected or refusing to correct work when so ordered by the city
(village) engineer shall be guilty of a misdemeanor, and upon conviction thereof

Village of Lake ,lmo
Minutes of Council Meeting August 7, 1962
Present:Urtel,Carlson, Dornfeld,Ebne, and Mehsikomer.
Meeting called to order at 7:15P.M.
Minutes of the July 12 meeting read and approved. After adding the
reair of the hydrant in front of Heuars by putting in a 1ft. exten-
sion the minutes of the July 30th meeting were approved.
Clerk advised that $190.401,11 was received from sale of the Village
Water Improvement Bonds. Since this amount was not needed for immed-
iate use Gov't tax certificates were purchased. $30,000 to mature
in 30 days;•$40,000 to .mature in 60 days ; and $60,000 to mature in
90 days and finally $15,000 to mature July 1963. The village would
realize $19176.78 as a result of this purchase.
Committee Reports, Recreation -Basketball standards are up. Clerk
instructed to write letter to Lake Elmo Lions Club extending thanks
for their egntributt&n to the village playgroung.
Streets- Still waiting the completion,of digging so that the streets
can be put into proper condition.
Police and Safety: Roy Dornfeld was appointed to represent the village
on the three man fire board. Roy would arrange to meet with Mr. Muel-
ler on a new contract.
Trustee Dornfeld reported that Mr. Henry Fals had considered and
would accept the position of Water Inspector if it were offered.
't After considerable discussion it was agreed that the Council would
take bids on water meters rather than to contract individually.
Motion by R. Dornfeld second by L.Ebne to adopt a Plumbing Ordinance
(NO 29),copy attached with the addition that the inspector fee be
$3.00. Carried 4-0. Clerk to contact Rod Lawson regarding the
necessary paperwork -to enforce this ordinance.
Motion by R.Dornfeld second by R. Carlson that water meters be
leased to the property owners with ownership retained by the village.
Carried 4-0.
Motion by R. Carlson second by L. Ebne that we take bids on water
meters. Carried 4-0. Meeting has been scheduled for Wed. Aug..29,1962.
at 7:30PM.
Henry Ellman requested information on whether he could annex to the
village and if he could tie into the village water system. Mr. H.
Ellman was going to have the property surveyed and check into annex-
ation.
Motion by Roy Dornfeld second byLloyd Ebne that the Village resch-
edule date of election to coincide with the State Election. 4-0.
Gene Lindholm advised that the water hydrant on Sixth and Lake Elmo
Road was 3 feet on the private property. It was recommended that
the owner(Sohmidt Brewery) be contacted and an easement obtained
so that this would not create a problem at some later date.
