VILLAGE OF LAKE ELMO <br />5/ <br />September 27,, 1962 <br />Minutes of council meeting. <br />Present:Urtel, Carlson,, Dornfeld, Ebne, and Meheikomer. <br />Banister Engineering represented by Bill Banister, Lundholm,Lund. <br />Meeting called to order at 7:3OPM. <br />Clerk Mehsikomer presented the proposed assessment roll for Water <br />Improvement No.1, as prepared by him with the assistance of the <br />consulting engineers heretofore employed in connection with said <br />improvement, and in acoordande withthe instructions of the council. <br />The assessment roll was examined and considered and directed to be <br />placed on file and open to public inspection in the office of the <br />Village Clerk. <br />Lloyd Ebne then introduced the following resolution and moved its <br />adoption"RESOLUTION PROVIDING FOR HEARING ON ASSESSMENTS FOR WATER <br />IMPROVEMENT NO.111. Be it resolved by the Village Council of the <br />Village of Lake elmo, Minnesota as follows: <br />1.The assessment roll heretofore prepared by the Clerk and <br />engineers for Water Improvement No.1 which is now on file in the <br />office of the Village Clerk, is hereby approved as the proposed. <br />assessment for said improvement, and this Council shall meet at the <br />time and pladeindicated in the notice set forth in Paragraph 2 here- <br />of for the purpose of passing upon the individual assessments set <br />forth in the roll and hearing all objections thereto. <br />2. The Clerk is hereby authorized and directed to cause notice of <br />said meeting to be published in the Stillwater Weekly Gazette, the <br />official newspaper of the village, at least two(2) weeks before the <br />date of the meeting, which notice shall be substantially in the fol- <br />lowing form: <br />NOTICE OF HEARING ON ASSESSMENTS FOR WATER IMPROVEMENT NO 1. <br />VILLAGE OF LAKE ELMO, WASHINGTON COUNTY, MINNESOTA <br />NOTICE IS HEREBY GIVEN that the Council of the Village: of Lake Elmo <br />Minnesota will meet at the VFW Buildingin the Village on Monday <br />October 22.;1 1962 at 8:OOPM to heart consider and pass upon any and <br />all written or oral objections which may be offered with respect <br />to the proposed special assessments for Water Improvement No.1. <br />The proposed assessment roll is now on file and open to public <br />inspection by all persons interested, in the office of the Village <br />Clerk.The entire amount assessed against each parcel of land will <br />be payable, unless prepaid, in twenty(20) equal consecutive annual <br />installments, the first of such installments to bepayable with <br />general taxes for the year 19629 collectible with such taxes during <br />the year 1963. The first installment will be payable with interest <br />at the rate of five(5) percentper annum on the entire assessment <br />from the date of the resolution levying the same to December 31, <br />19639 and eacheubsequent installment will be payable with one years <br />interest at said rate on all unpaid installments, excepts that no <br />interest will be charged if the entire assessment as to any parcel <br />is paid at the office of the treasurer within thirty(30) days from <br />the date of the adoption df the assessment rollm. <br />The general nature of Water Improvement No.1 is the construction <br />of a municipal water system including mains, valves,hydrante,service <br />V <br />
