Minutes of council meeting.
Present:Urtel, Carlson,, Dornfeld, Ebne, and Meheikomer.
Banister Engineering represented by Bill Banister, Lundholm,Lund.
Meeting called to order at 7:3OPM.
Clerk Mehsikomer presented the proposed assessment roll for Water
Improvement No.1, as prepared by him with the assistance of the
consulting engineers heretofore employed in connection with said
improvement, and in acoordande withthe instructions of the council.
The assessment roll was examined and considered and directed to be
placed on file and open to public inspection in the office of the
Village Clerk.
Lloyd Ebne then introduced the following resolution and moved its
adoption"RESOLUTION PROVIDING FOR HEARING ON ASSESSMENTS FOR WATER
IMPROVEMENT NO.111. Be it resolved by the Village Council of the
Village of Lake elmo, Minnesota as follows:
1.The assessment roll heretofore prepared by the Clerk and
engineers for Water Improvement No.1 which is now on file in the
office of the Village Clerk, is hereby approved as the proposed.
assessment for said improvement, and this Council shall meet at the
time and pladeindicated in the notice set forth in Paragraph 2 here-
of for the purpose of passing upon the individual assessments set
forth in the roll and hearing all objections thereto.
2. The Clerk is hereby authorized and directed to cause notice of
said meeting to be published in the Stillwater Weekly Gazette, the
official newspaper of the village, at least two(2) weeks before the
date of the meeting, which notice shall be substantially in the fol-
lowing form:
NOTICE OF HEARING ON ASSESSMENTS FOR WATER IMPROVEMENT NO 1.
VILLAGE OF LAKE ELMO, WASHINGTON COUNTY, MINNESOTA
NOTICE IS HEREBY GIVEN that the Council of the Village: of Lake Elmo
Minnesota will meet at the VFW Buildingin the Village on Monday
October 22.;1 1962 at 8:OOPM to heart consider and pass upon any and
all written or oral objections which may be offered with respect
to the proposed special assessments for Water Improvement No.1.
The proposed assessment roll is now on file and open to public
inspection by all persons interested, in the office of the Village
Clerk.The entire amount assessed against each parcel of land will
be payable, unless prepaid, in twenty(20) equal consecutive annual
installments, the first of such installments to bepayable with
general taxes for the year 19629 collectible with such taxes during
the year 1963. The first installment will be payable with interest
at the rate of five(5) percentper annum on the entire assessment
from the date of the resolution levying the same to December 31,
19639 and eacheubsequent installment will be payable with one years
interest at said rate on all unpaid installments, excepts that no
interest will be charged if the entire assessment as to any parcel
is paid at the office of the treasurer within thirty(30) days from
the date of the adoption df the assessment rollm.
The general nature of Water Improvement No.1 is the construction
of a municipal water system including mains, valves,hydrante,service

connections, wells, pumpa,reservoirs, tanks, treatment plants and other
necessary appurtenances to serve substantially all properties within
the corporate limit of the village..
The area proposed to be assessed for said improvement includes
all properties within the corporate limits of the village.
Dated September 27, 1962.
3.Each and all of the terms and provisions of said form of Notice
are hereby adopted as the terms ant the conditions by which this
Council shall be governed in hearing and pass&ng upon objections
to said assessments, as fully as though the same were separately set
forehand resolved herein.
The motion for the adoption of the foregoing resolution was duly
seconded by Roy Dornfeld, and upon vote being taken the following
voted in favors Carlson, Dornfeld,, Ebne, and Mehsikomer.
And the following voted against: NONE.
whereupon said resolution was declared duly passed and adopted.

At the Council meeoing on August the 7th of this yaar the
council introduced and passed a resolution for a plumbing
ordinates for the Village of lake 41mo. The sttaohad oopy

and cover, costs.

council has been all ;over my back for not getting this to
you sooner so I would appreoiate anything that you can do
to .expedite publioation.
