Minutes of council meeting September 4, 1962.
t Present: Urtel, Carlson, Dornfeld, Ebne, and Mehsikomer..
Meeting called to order by Mayor Urtel at & 7:3OPM.
Committee reports: Police and Safety. East Oakdale eager to get
bids going on new equipment. Council advised that the Township
is still in arrears on 1962 budget. New contract for both groups
to finalize and approve not completed.
The quonset house that is ust3tged as a warming hose during the
winter season was the scene of a fire.
Police have received complaints of cars racing around the gas
pumps at the filling station on Lake Elmo Road and Hwy 212.
Streets: Gene Lindholm of Banister Engineering was on hand and
advised that the excess dirt that was piled on North Shore Drive
shold be removed. Also that all excess dirt on.the main streets
be removed so that action can be taken to get gravel on these
areas before winter sets in. The Culvekt at the Pomath Road
should be opened and the hole along the road filled to allow
proper drainage.
Recreation: Since the warming house has been damaged by fire it
is the recommendation of the recreation trustee that the facil-
ities are not repaired. A rink but no warming house would be
available this winter,
Clerk requested permission to purchase a three stall voting booth.
Motion by Dornfeld second by Carlson that purchase 'as approved.
Cost $76.95. Carried 4-0.

Motion by Dornfeld second by Ebne that kills be ordered paid.
Carried 4-0.
A discussion was held regarding proposed assessments for Water
Improvement No. 1. Roy Dornfeld introduced the following res-
olution and moved its adoption. RESOLUTION DECLARING COSTS TO
BE ASSESSED AND ORDERING PREPARATION OF PROPOSED ASSESSMENT
Whereas, contracts have been let for Water Improvement No 1
of the village of Lake "lmo, in the area described in the legal
notice thereofand the resolution thereto, and the contract
prices and all expenses incurred or to be incurred in the making
of said improvement amount to $190,000 so that the total cost of
the improvement will be $190,000 and of this akaas cost the Vil
lage will pay$71,021.80 as its share of the cost.

NOW THEREFORE RE IT RESOLVED by the Village Council of the Village
of Lake Elmo, Minnesota, as follows:
1.'The cost of such improvement to be specially assessed is
hereby declared to be $118,978.20.
2.The village clerk, with the assistance of th# village eng-
ineers, Banister Engineering Company, shall forthwith calculate the
proper amount to be specially assessed for such improvement against
every assessable lot, piece or parcel of land within the district
affected, without regard to cash valuation, as provided by law, and
he shall file a copy of such proposed assessment in his office for
public inspection.
3.The clerk shall, upon completion of such proposed assessment
notify the council thereof, and the clerk and the engineer are here-
by directed to have the tentative assessment roll prOpared and re-
turned to the council by Sept. 27 for the further action in calling
a public hearing thereon,
The motion for the adoption of the foregoing resolution was
duly seconded by Carlson and upon vote being taken thereon, the
following voted in favor thereof:
Carlson, Dornfeld, Ebne, and Mehsikomer
and the following voted ±x against same: NONE
Whereupon said resolution was declared fully passed and adopted.
