Meeting called to order at: 7:30PM by Mayor Brookman..
:Present-.Breokman,Watson,Abercrembie,Shervheim,Priedrich and Mehsikomer,
( Absents Park.
Councilman Watson introduced the following resolution and moved its a-
doption: RESOLUTION CALLING PUBLIC HEARING ON STREET IMPROVEMNENTS.
BE IT RESOLVED by the Village Council of the Village of Lake Elmo, Minn.
as follows:
1.The Village Council deems it necessary and expedient that the Vil.
lage of Lake Elmo, Minnesota, conduct certain street improvements, all as
ore particularly described in and accordance with preliminary plans
more
specifications and report prepared by its consulting engineers, Beae
stroa,Rosene, A.nderlik & Associates, Inc.
2.The Council hasbeen advised by the consulting engineers that the
proposed improvements are feasible and. should best be made as proposed
and the consulting engineers' report to this effect has heretofore been
received by the council.
3.A public hearing will be held in the Village of Lake :Elmo, Minn.,
in.the Village IIall on the 12th day of May0970 at (7-:00 o'olock PM to
consider the improvements described in the Notice of Hearing hereinafter
set forth.
4.The nature of the improvements, are estimated cost thereof, and
the areas proposed to be assessed -therefor are described in the form
of Notice of Bearing hereinafter set forth.
5.The notice of said public hearing shall be in substantially the
following form.
A.At 7.00PM 11th Street West of Airport Read.
B:.At 7:30PM Old T.H. 212 in Section 14 westerly from Eagle
Point Road to terminous with new T.H.212.
C.At 8:OOPM Eagle Point Read from T.H. 212 northerly 1850'..
D.At 8:30PM Lake Shore Drive,
E.At 9:OOPIVI Lake Jane Drive northeast of Lake Jane Road.
E`.At 9:30PM Lake: Jane Read. from Olson Lake Drive easterly
along present alignment for 8,800' to point just beyond
Lake Jane Drive.
6.The Village Clerk is hereby authorized and directed to cause
n0ticeof said hearing to be given two publications in the Official news—
paper - Said publications shall be one week apart, and at least three
drays shall elapse between the last publication and the hearing. Not less
thanten days before the hearing, the Clerk shall mail notice of the hear—
ing to the owner of such parcel of land within thearea.s proposed to be
assessed.
The motion for the adoption of the foregoing resolution was duly seconded
by Councilman Abercrombie and upon a tote being taken thereon, the
following voted in favor thereof: UNANIMOUS.
Against: NO Nil,".
( 'Wherdupon said resolution was declared duly passed and adopted.
Richard Johnson,.Donald Meyer,Howard Springborn came to the meeting at
the request of the Council and agreed to serve on a study committee
relative to refuse and waste pickup in the Village of Lake Elmo. The
Council briefed the committee on the overall problem and requested that
they conduct a study of the situation as it applies to the area and
come up with a proposal for an ordinance within 2 months. The Mayer
advised the committee that if the time was not adequate he would rather
have them take a little more time and come up with a good eomprehehsive
report. Tom Schwartz was not at the meeting but agreed to serve on the
committee.

Councilman Abercrombie was appointed to chair the discussion on wages
for the maintenance employees.
Mayor Br.cokman reported. that Stillwater has three steps. Laborer $3.33,
next step $3.60 and head operator and mechanic $4.00..
Councilman Watson .reported on Oakdale. Labor rate which includes running
equipment is $$3.80 and head operator and mechanic $4.000
Councilman Fi.redri.ch reported on Woodbury.. Roadgrader operator and truck
drive $695/m®nth. Waterman $660/month. Supervisor and head operator 8765
per month. Also one laborer at ,$2.50/hour.
Councilman Shervheim reported on North St. Paul. Overall supt $5.20/hour.
Equipment operator $$4.25/hr with a starting salary of $3.20/hr.
Councilman Abercrombie reported on Cottage Grove. Truck driver $$3.80/hr.
Working Forman makes $4.25/hr.
Councilman Friedrich reported on Washington County. Class "I laborer
$2.92/hr. Class 2 Laborer 3.69 and class 3 laborer(grader operator and
truck- driver) $4.20/hr. Mechanic and maintenance man $$4.32/hr.
Based on the 'Lake Elmo salary of $4.44/hr for mecanic operator and $3.50
for the assistant Mayer Brookman moved and Councilman Shervheim seconded
the motion that the Village salaries remain as they are with a review
scheduled for thB December meeting. Carried 4-00

HELD: APRIL 27, 1970
Pursuant to due call and notice thereof, a
meeting of the Village Council of the Village of Lake Elmo,
Washington County, Minnesota, was duly held at the Village
Hall in said Village on the 27th day of April, 1970, at

STREET IMPROVEMENTS
TO WHOM IT MAY CONCERN:
TIME AND PLACE: Notice is hereby given that the
Village Council of the Village
of Lake Elmo, Minnesota, will
meet at the Village Hall in the
Village of Lake Elmo, Minnesota,
at 7:00 o'clock P.M. on Tuesday,
May 12, 1970, to conduct a hearing
on construction of 'street improve-
ments to be considered in the
following sequence:
1. At 7:00 P.M. - llth Street
West of Airport Road.
✓ 2. At 7:30 P.M. - Old T.H. 212
in Section 14 westerly from
Eagle Point Road to terminous
with new T.H. 212.
3. At 8:00 o'clock P.M. - Eagle
Point Road from T.H. 212 north-
erly 1,850 feet.
4. At 8:30 P.M. - Lake Shore Drive.
5. At 9:00 P.M. - Lake Jane Drive
northeast of Lake Jane Road.
✓ 6. At 9:30 P.M. - Lake Jane Road
from Lake Olson Drive easterly
along present alinement for
8,800 feet to point just beyond
Lake Jane Drive.
ESTIMATED COST: The estimated cost of said improve-
ments is $112,600.
TO BE ASSESSED: The area proposed to be assessed
for such improvements is every
lot, piece or parcel of land with-
in the Village abutting the streets
on which said improvements are
located, based on benefits received,
without regard to cash valuation.
AUTHORITY: The Council proposes to proceed
under the authority granted by
Chapter 429 M.S.A.
Such persons as desire to be heard
with reference to the proposed
improvements will be heard at this
meeting.
