They feel this necessary, to help discourage vandalism and burglary. Mr. Walter Solseth of 4000 Parkland is representing them as spokesman, but is unable to attend the Council meeting on Tuesday. The Planning Commission invites members of the Council to attend the meeting of August 24th, at 7:30 pm. Mr. Carl Dale will be there for the review of the Comprehensive Plan. Mr. Jim Olson of J'uran & Moody made a presentation to the Council. an where (J'aey stood relative to banded indebtednss, as it applies to parks and _ecreation facilities. for and in the Village of lake Elme. Special Use Permits: 3,K- Clerk advised to recommend that 3M obtain Letters of consent from the adjacent property owners ( Mr. Emerson and Mr,Friedrich) and that such approval would clear the way for the Council to issue the Special Use Permit for a trap range on the 3M property. letters of approval have now been received from all the neighbors of the Arensents and clerk instructed to advise the applicants that they can submit their permit fee of $20..00 and the permit will be issued.. Mr, Jim Del0ng and Mr.GGerdon Grundeen appeared before the Council relative to a driveway problem that affected both parties but from different points of view. Mr. Grundeen had been given approval to, place his driveway 1 ft. from the property line. According to Mr. :belong this was contrary to tWe zoning; ordinance for the areas Bath Mr, Delong and Mr. Grundden asked the: Council for a .ruling. Mayor Brookman requested that since their was still adequate daylight and the Village Engineer had some time before coming up �n tho agenda that he view the problem and see if he could make a r5commend— ( ion suitable to both parties. Wausau Homers were represented by Mr,. Ressez,, Mr. Ressez had appeared before the Planning Commission on June 14r 1970, Mayor Brookman read the results from the minutes of that 22xiumi Commission Meeting, Wausau Homes had a model home located at 510 East Counxty Read D in little Canadao Mayor Brookman made the recommendation that the Building Inspector and some. members, of the Village Council inspect the madel home before the next Council Meeting on August 4th and come back with their recemmendati.en, Mr. Richard Johnsen xfc Chairman of the Sanitation and Waste Committee was on hand to distribute copies of the results of the work that was performed by his committee:. The report was reviewed and because of -the time and the number of items still an the agenda action was tabled until the: August 4, 1970 meeting. The Council commended the Committee for the fine job they had done, in the preparation of this report. Dean Hedberg cmae before the Council relative to a building permit on lest 5, Oaee Acres, Third Addition. Mr.. I3:edberg said that he realized that the �aperty was low but that he intended to haul in the required fill, The ratio or basement level would be at 930ft or above and that the house level would be at 934ft, or above. The plan was shown to have no plumbing or water system on the basemtn level. This particular piece of land requires an. easement for a culvert for drainage,af The. easement to be 10ft. temp ®vary and 5ft. permanent. Meeting of July 21, 1970 for D E Village, Engineer Bonestreo reports& that the 6 bids for the 1970 Read Improve- ment program had been examined with the following results. Alexander Construction 1039089.40 Bituminous Surface Treating Go. 103,538.70 Tower Asphalt Corp;. 103,681.70 Shafer Contracting Co. 104,875.70 T A Schifsky & Sons 107,942.00 Ashbach Construction 113097.00 B.onestreo advised that Alexander was a reputable company and recommend-. red the bid be awarded to the low bidder. Motion by Councilman Abercrombie i2nd by Councilman Watson that the award be made to Alexander Construct — Ion at the bid price of $103,0890 % The following voted in favors Brookman,Watson,Friedrich,Shervheim and Abercrombie.. Against none* Motion carried 5-0. Engineer BonestN e reported that he had examined the driveway between belong and Grundeen and suggested that the driveway be moved in ten f't, from the property line and that the area between the driveway and the Delong property be tapered gradually. Suggestion was acceptable to both Mr. Delong and to Mr. Grundeen. Motion -by CoYun.cilman Shervheim 2nd by Councilman Friedrich that the ordinance relative to driveways show that they should be restricted to a minimum of 10ft. from the property line.. The Planning Commission was to be notified of this Council action. Carried 5—Oo A request for a Sewer Installers License was received: from.Mr.. George Lue,cken. Motion by Councilman. Watson 2nd by Councilman Friedrich that application be approved. Carried 5-^0. Mr. Zueeken to be advised that he can obtain his permit at, the Village Clerk's, Office. Village received a request for street lights in the Tablyn Park area. A Mr. Walter Solseth was to represent the citizens but was unable to attend, Clerk instructed to have Mr. Solseth prepare a petition and obtain sig— natures of the interested people in the area affected. Clerk also inst— ructed to ask Northern States Power to prepare an estimate and a recom— mendation on.the service needed in the area involved. The insurance Committee is tentatively set to appear at the Council. Meeting on August 4, 1970 and the Police Committee at the meeting on Aug.18,1970. There is a possibility that the Insurance Gommittee may have a timing problem and prefer the later meeting. Clerk to cheek with the Insurance Committee and if they would prefer the August 1'8 date the schedule would be changed to acaomodat:e them. A Special use permit should be issued to Dale Breokman.fer his simming pool. The fee is $20.00 for the balance of this year and then 85.00/yr toyrenew. The permit should show that there will be a 5ft non climbable lfeace, and the edge of the apron would be setback 8R from the property line. Motion.by Councilman Watson second by Councilman Abercrombie that the building inspector be instructed to ±xsxaxxxyxxm1± police the x±mmix swimming pool in Panasew Acres and get a permit issued. A letter was received from Ed Whitman, President, Valley Watershed District. Mr. Whitman suggested a meeting: between the Village, Femtom, r 'Washington county Officials, The Watershed District and anyone else that ` may have an interest in common problems. The Council advised the clerk -to inform Mr'. Whitman that they could be available at his convaenience and if he wanted to set -up the meeting it could be anytime just so it did not fall an regular meeting nights which are the let & 3rd Tues,. The Lake Blue Lions have donated the new radio equipment to be used an the fire engines. Motion by Councilman Shervheim 2nd by Councilman Abercrombie that we officially aecep,t the generous gift in behalf" of the Fire Department:, Carried 5--0. Fire Chief Ijorkman advised that he had three new application for the lake Elmo Volunteer Fire Department. Names are Wayne lyn Yereson, James Earl Eder and Wm George Sartholmy. Motion by Councilman Watson 2nd by Councilman. Abercrombie that the new member candidates be accepted. On a vote of the Council it carried 5-0. Motion by Councilman Watson 2nd by Councilman Abercrombie that the village purchawe tape recorders:, microphones and anther such equipment to. update our method of. reporting minutes etc. Mayor Brookman appointed Mr. Watson to investigate the Oakdale setup,, and report back at the August 4, 1970 meeting what: is involved. Motion.by Councilman Watson 2nd by Councilman Shervheim that the Vil-. lage election be set up to concur with the State and National election this year and to adept the first. Tuesday after the first Monday in November as the official election date in the future.
