Present.Brookman,Watson,Shervheim,Friedrieh,Park & Mehsikomer. &bsent:Abercrombie. Motion by Councilman Watson 2nd by Councilman Shervheim that the minutes of the June 16, 1970 meeting be approved as written. Carried 4-0. Elmer Richert discussed the items that he felt should be considered and taken care of in the Village of Lake Elmo. Grader is in need of complete overhall. Probable cost in the area of 810,000. New equipment cost in the 336,000 area. Signs: Suggested NO Parking sign on 6th St. on the South side and East of Lake Elmo Road. YIELD Signs for 7th, 10th, Rose,North Share Drive, Total 9 signs. LEFT & RIGHT TURN signs on Lake Jane Road. STOP Signs for North Shore Dr. & Nepeta, and for the inter section of 11t:h and Geranium. EXXMINN)PERMITS REQUIRED AND EN— FORCED. 40 signs. Elmer was advised to discuss this with Councilman Friedrich and then have the Village Office request quotes for the signs that are actually needed and approved. WEEDS: Several locations in the Village are in need of weed control ( immediately. Elmer advised to give the names of the parties that are in violation of the County Weed Ordinance xxt to Edna Beers of the Clerk's Office and she should send letters advising them of the action that is required of them and the deadline for corrective action.. Elmer haw talked to the railroad and they hope that in 1971 they will be able to improve the crossing on Rose Ave to include hard. surface bituminous tha same as at Lake Elme Road. Graveling on Rose St. should begin. Water department needs several gate valve boxes replaced. Roof on.the well pumphouse is leaking and in need of repair. Landscaping at the Village Hall has not been started.. Suggest we consider a second truck for snowplowing. Possibly a one ton, four wheel drive pickup with a plow. Signs should be obtained shanging the nomes on the side of the equipment so that it shows Village of Lake Elmo not East Oakdale. Case tractor needs 2 new front tires.. Quote of $102.50/pr.. Village in need of a wider and air compressor. Robert Wier Hospitalization. It: was suggested that Elmer have Bob maintain his present plan until the Village Insurance plan .has been received and accepted and Bob is covered. The Village will. reimburse Bob for the period that he maintained his own coverage. Motion by Councilman Shervheim 2nd by Councilman Watson that Ordinance #115 regarding care and keeping of dogs be accepted as written nd passed.. Motion carried 4/0. Ordinance would go into effect an Aug. 6, 1970 which is approx. 30 days after publication. B & E'Patrol have been. ckntracted with and they will conduct periodic surveilance and will be deputized to issue tickets for unlicensed dogs. If the dog is not claimed it becomes the property of B & E Patrol and the dog will be *turned over to the Univ. of Minn. for their lab use. Dog owners may obtain their dog license by presenting their fee of'$2, for a male or spayed female or $$ 4 for a female along with a certificate showing that dog has received rabies shots within the :last. year. -to the Village Clerk or his staff at the Village Office. A United States Flag which had 'been flown from the USS St. Paul* a heavy cruiser, was presented by Commander of the VFW Post 5725� Bill Henning, to to Mayor Calvin Brockman, This flag will be retian.ed and used for the flag raising ceremonies of the newx flag pole. The new prole is to be a lift of the Lake :Elmo Lions Club. The council agreed that the most.ap> propriate location its at the Southeast corner of the Village Hall. Legal Counsel Donald Raleigh pointed out that Special use permits required the Planning Commission to have a hearing of all affected people within 250 ft. of the area affected by the permit, After it is determined that t.herd are no: objections then the P C makes their recommendation for ap>- proval to the council. Matters pertaining to the 3M Gun Range and the Aronson Bueaty Parlor referred back to the P.C, for necessary action, Motion by Councilman Shervheim second by Councilman Friedrich that Edna Beers be appointed ax Cammissioner of Voter Registration to assist the Village Clerk in Venter Registrations in the Village of Lake Elmo for as long as she is a member of the Village Clerk's Staff'. Carried 4-0. Councilman Shervheim moved and Councilman Watson seconded the motion.that When a new hospitalization policy has been set up for the Village Employ- ees that, Robert Wier be reimbursed for the period that he was not pre• vously covered.Carried 4-0.. 1 Pemtem.Inc. had submitted a letter requesting that certain bends that they are required. to carry for work completion be dropped since -the work or certain portions thereof had been completed. Decision to withhold any action. until we receive a report from Mr. Grover of Bonestroo & Assoc,, Councilman Watson and Councilman. Shervheim seconded the motion that the Village Engineer be authorized to proceed with and complete a comprehen- sive sewer plan for the Village of Lake :Elmo at a cost of $5g700.00. Motion carried 4-0. Motion by Councilman Watson second by Councilman Shervheim that the Certified check from Mr. Houle be returned. Carried 4--0., Motion bybCouncilman Watson second by Councilman Friedrich that we have Jim Olson Village Fiscal Agent at the Meeting July 219 1970 to discuss the ac:quisiti.on of property by -the E Village. Ordinance were distributed and Council asked to review and give some consideration to persons who may qualify for the position of Village Forester., The requests that were presented to the Board of Review far consideration an June 30, 1970 were reviewed by the whole council with the following decisions,. Mr. Davis request to have the value of the property established at K OOO instead of $G69000 was approved on a motion by Councilman Friedrich and a second by Councilman. Watson. Carried 4-0. Clerk instructed to advise the interested parties of the Council Action. Quest:ion.of acquisition of a copier for the Village discussed. Clerk was advised that if the financial status of the Village will warrant that he be approved to acquire a used9 renovated 209 unit. If financitx al. situation did not warrant at the present time that clerk could proceed as soon as the situation was corrected.
