Questions for Engineer.-- Should we be thinking about Sewer Lines being
installed before Highway 9h goes in.
What Pay are we considering for Forester ---
Should we consider extra Snow Plow Equiptpent-- Possibly a Contract Plower
to take care of old Village and a standby in case of breakdown of Village
equiprnent.
Regarding Speaker System for Village Hall-- Team Electronics did not
believe a speaker systan would work. They suggested that steps be taken to
deaden sound in building by:A.lower ceiling and installing acoustical tile,
B. Carpet Floor C. Hang Drapes on Sections of wall.
Plumbing Inspector:
Curt Johnson-- After having Edna check with Fr-aley Plumbing and Rueben Anderson
Plumbingand also State and City Records of his status, I
would have to conclude that Curt Johnson talks a better game
than he plays and would question his capabilities to be a
plumbing inspector.
Why don't we change zoning in Sec. 32 - 36- to High Business or Limited industry.
Members of Council invited to meeting of Planning Commission, on Monday, Aug. 24th.,
at 7:30 PM. Mr. Carl Dale will be there for the review of the Comprehensive Plan.
EXTRACT OF MINUTES OF THE
VILLAGE OF LAKE ELMO COUNCIL
MEETING HELD ON AUGUST 18, 1970.
A regular meeting of the Village Council of the Village of Lake
Elmo was held at the Village Hall at 7:30 P.M. on August 18, 1970.
The following members were present: Brookman, Watson, Abercrombie,
(1 and Friedrich and Councilman Shervheim was absent.
The Mayor raised the question of the percentage of the cost to be
assessed for the Street Improvements of 1970; after discussion Council-
man Watson moved the adoption of the following resolution:
RESOLUTION DETERMINING THE PORTION OF THE COST
TO BE ASSESSED FOR THE STREET IMPROVEMENTS OF 1970
BE IT RESOLVED by the Village Council of the Village of Lake Elmo
that the following percentages of the cost of the 1970 Street Improve-
ments shall be assessed for the amount indicated with respect to each
improvements
1. 7th Street between Lake Elmo Road and Rose Avenue - 204J
per front foot.
2. llth Street West of Airport Road - 75% undeveloped; 90% residential.
3. Eagle Point Road from T.H. 212 northerly 1,850 feet - 100%.
9. Lake Shore Drive - 100%.
5. Lake Jane Drive northeast of Lake Jane Road - 100%.
6. Lake Jane Road - 100%.
The motion for adoption of the foregoing resolution was duly seconded
by Councilman Abercrombie and upon a vote being taken thereon the follow-
ing voted in favors Brockman, Watson, Abercrombie, and Friedrich and
there were no votes against the same.
Whereupon said resolution was declared duly passed and adopted.

and held on the date therein indicated, so far as the same minutes relate
to the levy of assessments for an improvement of said municipality.

Minutes of the August 40970 meeting read and corrected as followst
The property referred to as that of Fransis Eder should be amended to
read Carlson's Meadow First Subdivision.
Motion by Councilman Watson 2nd by Councilman Abercrombie that the
assessment hearing be rescheduled from Tuesday September 22, 1970 to
WmAx2t!xX Thursday October 89, 1970 at 7 0OPM at the Village Hall.
Motion by Councilman Watson 2nd by Councilman Abercrombie -that the
minutes be approved with. -these changes. Carried 4--0n
Motion by Councilman Watson 2nd by Councilman Friedrich that the Clerk
be instructed to release the bond of Fischer, Carried 4-O,
Motiorn by Councilman 'Watson 2nd by Councilman Abercrombie that the
following assessment percentages be established for the 1970 Road Im-
provement Projects.
11th St. Residential 90% undeveloped (no road aoces,$) 75%.
Lake Jane Drive,Shore Drive & Cohn addition 100%,.
Lake Jane Rd. & :Eagle Point. Rd. :122 `1=4a�. q(
7th St, to be assessed at S*20 per ft, Motion carried 4-0..
Village Attorney Raleigh advised the P'anasow oourtcase was scheduled
-to be heard August 28, 1970 in Stillwater before Judge Wm, Johnadn
Motion by Councilman Abercrombie 2nd by Councilman Watson that the
Special Use Permit for a swimming pool by Don Plloris be approved subject
to the: conditions set forth by the Planning Commission in their minutes
of their meeting of August 11, 1970. Carried t* 4-0.
d Fee of use permit is 20.00; it is renewable each year but the fee for
each subsequent year is waived.
Clerk to• contact Mr, Frank Graham of NS;P and ask -that he attend the
meeting an September 1% 1970 to discuss the requested lighting in
T'ablyn Park and on McNeely Road,
Rich Peterson 1323 East 22nd St.. Minneapolis (335 6270) 55404 applied
for the position of Forester for the Village. Pie has a BS in Forestry
from the U of Minnesota. Worked for the state for 1 year and was Dist,
Forester at Cook Park. Currently -taking graduate: studies in business
at the U of Minn. would be available as required for at least the: next
3 years. Asked for $5.00/hour plus mileage.
Ken Streiff 1290 6th St. Lake Elmo also applied for Forester position,
His application list the following facts. Age 40. Korean.Veteran.
Readily available as he is presently unemployed. Lifelong resident of
Lake Elmo. Outdoorsman. Claims to be able to distinguish if a tree: has
a disease, has been poisoned or roots have been damaged,
Two other names were mentioned but no information had been supplied,
The names are :Eugene Karel a graduate Forester presently looking and
Walter Jensen.,
Riohard Johnson- Sanitary Study Committee discussed the matter in detail
with the Council so they were better informed. A motion by Councilman
Abercrombie found no 2nd and -the Village Attorneg Don Raleigh was in.
streted to write up an ordinance and distribute to the Council_ for study,
( Jess Mottaz was invited by the Council to reactivate the Park and Open
Space Committee. After a lengthy- discussion Mr. Mottaz advised the
Council that it would be better if they looked elsewhere for someone
-to head up this Committee,

Counsel Raleigh instructed to write u.p, a resolution covering the acq-
uisition of the state owned gravel pit in Lake E"lmoo
Clerk instructed to write to Mr. Merritt of the. Highway Department and
ask for a timetable of developments on Highway 94 so that we can eon.
solidate any plans for sewer uovera:ge.
Councilman Watson advised. that he had been contacted by Mrs. Norton relative
to the evaluation placed onher property. Mrs:. Norton had presented her
story to the Board of Egauliza,tion. She was asked by the assessor if
she requested him.to make a special visit and reassess her property.
She said yes: knowing that such a review could effect the value either
up or down depending on the finding of the assessor, The assessor along
with a representative of the County Assessor Staff made the call and de.
termined that the value was riot overestimated. A visit by Mr. Watson to
the Norton property left the same impression as presented by the assessor
that the property was not overaasessed or over evaluated.,
Motion by Councilman Abercrombie 2nd by Councilman Watson that a Beer
License be issued to the Fake Elmo Lions Club for Sunday August 23, 1970
for their Old Time Threshing; Party.. Carried 4-0.
