Absent :'Watson. Meeting called to order at 7:35PM by Mayor BO-ookman, Minutes of the January 5,1971meeting amended to show that Councilman Shervheim was in attendance.. Motion by Councilman Abercrombie 2nd by Councilman Shervheim that the minutes be approved as amended. Carried 4-0a Motion by Councilman Shervheim 2nd by Councilman Abercrombie that Dr. Van Meier be appointed as the Health Officer for the Village of lake Elmo. Carried 4-0, Reading of correspondence: Clerk read letter from legal counsel that the contract .for police protection had been approved by the county and a copy of the completed contract is on file in the cle-rkts office. Effective date of contract is February 1, 1971. Letter from the State of Minnesota, Department of Health, covering the report on the inspection of the Village Water Department. We received a rating of 91 and with recommended shanges could get a reading of 97. Fetter from Donn Pepper, County Surveyor, requesting Village coop» er ation in the procedure used Q the approval.pf plats, Change requested is that the final plat be submitted to the surveyors office :for approval before members of the council: approve the :final draft. This is done to assure the Village that the final plat has been proof checked and that the plats are as correct as they can be in accordance with State Law Chapter 505 and 505.03. Clerk instruc*ed to acknowledge in the affirmative. Members of the fi..rm, planning the Lake Jane Hills Development had a number Of questions. After acknowledging that they would require 1350 Sq. ft, of living space exclizsane of garage and breezeway visitors were referred to the village attorney in separate quarters who advised them of the steps that had to be taken regarding the proposed development. Mr. Erwin Beutel and Mr. David Zinchlag members of the Committee on the insurance program for the village were on hand to present the final pro- posal along with quotations from their respective agencies. Mr. Deutel represented bake Elmo Insuarance Agency and Q. Paul Fire and Marine. Mr. Zinchlag represented Auto Owners Insurance Company. Both concerns are reliable and have an AAAAA rating. Auto Owners bid was $3940.10 and the bid from St. Paul Fire & Marine was $5699.02. Council was informed that present ¢overage would be through :February 16 so both representatives were informed that the council would review the quotations and render a decision at the Febraury 2, 1971 meeting.. Clerk to include on agenda, Motion by Councilman Shervheim 2nd by Councilman Abercrombie that the Special use Permit for Kamish to remove 20,000 yds of gravel from the Pierson Pit be approved subject to the .restrictions established by the ( village attorney. Motion carried 4-0. Donald Raleigh, Village Counsel requested to meet with the Planning Commission regarding procedures for handling permits and requests that are channeled through them and advise them of decisions and actions that they are expected to amke. The wage committee for. the Village of Lake Elmo, consisting of members r of thi Council, made the following recommendations for a wage schedule and benefits for the year 1971: Minutes of the Fake :Elmo Village Council January 19, 1971. Page 2 Base pay for #1 Maintenance man $4.80 Base pay for #2 Maintenance man 3.90 Wages effective January 3, 1971. Office Clerk 2.00 All employees r6ceive prepaid hospitalization coverage an themselves. Additional family coverage also available on payroll deduction if so desired by the employee. Full time employees riceive 2 weeks vacation after one year of continuous employment. 'Three weeks is given to employees with 10 years of continuous service. Sick leave is given at the rate of one day per month of employment yp:to 100 hours. Sick leave is active on the first day of illness. Sick leave is available only to full time employees. The following eight holidays are given in addition to vacation time: New Yeasts Day Labor Day Washington--Li.n.coln.B'day Veterans Day Memorial Day Thanksgiving Independence Day Christmas Motion by Councilman Shervheim 2nd. by Councilman Abercrombie that the recommendations of the wage committee be accepted is the schedule for 1971. Carried 4-0. Because a quorum could not be reached in the matter of the 3M gun range (2 members abstaining) matter was held over until the February 2 mtg. Motion by Councilman Abercrombie 2nd by Councilman Friedrich that in the matter of Pecha.n-Driscpll that they be allowed to include the extra road area in determining the lot sizes on this 6 acne tract of land. Carried 4-0, Councilman Shervheeim proposed and moved for the adoption of the following resolution; R 71--001. 6'irl: ERE.&S, the Council of the Village of Lake Elmo has approved entering into a contract for police protection in the Village with the Sheriff of Washington County, and consistent therewith desires to rescind any previous delegation of police responsibilities to the Constables or any other individuals heretofore made, and to provide for the orderly discontinxn uance of the office of Constable, it is there- fore RESOLVED, that the duties of Constable of the Village of Lake Elmo shall, until further action is taken by this Council, be limited to those duties set forth and described for such office in the publication of the Minnesota League of Municipalities and shall not.include any police or law enforcement responsibilities; and RESOLVED FURTHER, that any delegation previously made by this Council or its predecessor governing bodies of any police power or responsibility to any office or individual other than con- templated under the contract approved January 59 1971 with the Sheriff of Washington County, be and they are hereby rescinded, and the individuals affected are hereby requested to .restore to the custody of the Village Clerk or the Village Fire Chief ang and all flashers, sirens,or other equipment previoulxsly ent5usted to them to facilitate law enforeement activities; and RESOLVED FURTIIER that the Fire Chief be and he hereby is authorized to appoint such individual or individuals as he in his dis- cretion may choose and to provide them with flashers and such other equip- ment as may be necessary to facilitate the control of traffic during fir calls and other emergencies; and Meeting of the lake Elmo Village Council January 19, 1971 Page 3. RESOLVED FURTHER, that the office of Constable of this Village be abolished effective at the expiration of the terms of the incumbant Constables, or upon their resignation, and that the Village Attorney be asked to draw up an ordinance therefore to be presented to the Coun.ail for adoption. Approved 4--0* Motion by Councilman Abercrombie 2nd by Councilman Shervheim that the Village of lake Elmo adopt the area street naming street numbering program presented by County Surveyor, Donn Peppery and a Committee of three citizens (Robert Mordick,Chtarles Taylor and Mrs. Milton Klueni_n) to be contacted to work together and with the xxx surveyor on the program. Carried 4-0, Councilman Friedrich asked for permission to purchase a ten ton jack at $490; a battery charger at $175 to $6200; torch equipment and tanks at $6200 plus monthly rental of $68.50 for as 2 year contract; an air compressor at $139.50; and a -10drill at $49.00. Motion by Councilman Shervheim 2nd by Councilman Abercrombie that purchase of the equipment be approved. Carried 4-0, Motion by Councilman Shervheim that claims 036 thru o46 be approved for payment (list attached). Carried 4-0.
