HomeMy WebLinkAbout10-12-71 CCMMINUTES OF THE LAKE ELMO VILLAGE; COUNCIL - October 12, 1971 Meeting of 10-5-71 was reconvened by Vice Mayor Watson on 10-12-71 at 7:30 P.M., in the Village Office, Present were: Councilmen Friedrich, Watson, and Shervheim; Counsel Raleigh, Engineer Bonestroo, and deputy clerk, Park. Engineer Bonestroo read and reported on the bid received for advertised village truck. Only bid received was from International dealer Bahls of Hastings, Minnesota, with 3 different dump box options. On the motion of C. Friedrich, seconded by C. Shervheim, and passed unanimously, the bid was awarded to I.H.-Bahls for the amount of $9189.00 including a Gar -Wood dump -box and hoist. Mayor Brockman arrived and assumed the chair of the meeting. A resolution was introduced by C. Watson, seconded by C. Shervheim, ordering the street Improvement in Dawei.n Acres. Council was polled as follows: Watson, yes; Friedrich, yes; Shervheim, yes; Brockman, ,yes; Abercrombie, absent. Resolution declared passed. Engineer Bonestroo reported on bids received in regard to Dawcin Acres street improvement. They were as follows: Tower Asphalt --- $129020.00 Bituminous Surface -- 120769.25 Alexander Const. Co.- 13,957.00 On recommendation of the Village Engineer, C, Friedrich moved and C. Shervheim seconded that the award for the project be given to lower bidder, Tower Asphalt. Motion passed unanimously. Motion was made by C. Watson, seconded by C. Shervheim, that advertisement for Bids be made for the 1971 -Sewer Improvement Project --Crosstown site. Bids to be called for on 1.1-1-71. Engineer Bonestroo to take necessary steps for bidding. Motion passed unanimously, On the motion of C. Watson, seconded by 0. Friedrich, the Village ordered engineer to proceed with the corrective street improvement on Marigold Ave., from the water tower to 7th, street with funding for the project coming from the water fund. Passed unanimously. Building Inspector Friedrich present the request of R. Lambert, owner of the Animal Inn on Hi -way 212, for a building permit to construct a pole type building in connection with his present business. C. Watson moved and C. Shervheim seconded to grant request. Motion passed unanimously. Assessor Park presented and recommended granting of request for reduction of assessed valuation on the following: Plate ##24027-P -- H. Revoir -- from $26205 to $25755. C. Friedrich moved, C. Watson seconded, to grant approval. Passed unanimously. Mayor Brockman read the letter from the county board regarding the question of the boundary between Lake Elmo and Oakdale dated 10-6-71. Vi'll.ape Clerk was instructed to K2ply that the Village of Lake Elmo does not plan to take any court action as per sF99 on this question. Meeting adjourned on motion by C. Watson, seconded by C, Shervheim. Passed unanimously. Note: Otto took truck & street bids with him. Ile's to send clerk copies. Minutes of hearing of October 5, 1971 regarding Daweln Acres Road. Veering was opened at 7:OO15M by Mayor Brookman. All Council members, treasurer, clerk, counsel and engineer were present. Also attending were 30 interested landowners in the area. Clerk read the notice of publication and advised that the notice had been published and proper notices sent out to interested parties. Engineer explained the proposal after which the Mayor asked for comments or Questions from the floor. Janet Berschens,4440 Lake Jane Road expressed the opinion that she would be taxed for about 50% of the road and they had no need for such a road. Agnes Berschens agreed and said that if she were to develop the property that this road would not be a good. location for a road either from North to South or from 'Past to West. (Her proposed assessment 9461.) Mrs. Phillippi: why the difference between Lake Jane Drive estimate of $2.75 and an estimate of $5,00 for this project. Engineer pointed out size of the project had something to do with price. Oar Schmidt: How would a corner lot be assessed? Engineer advised that the proposal calls for all of the frontage + I of the side of the lot. Onno Van Demmeltraadt asked about the water flow. Engineer explained that water would be run along the proposed blacktop and would be banked to alleviate some of the erosion along the roadway and thence across through a culvert Into Lake Jane, Make Settler asked what it would cost to run a swelled gutter from the road to the lake. Engineer advised that this would add on quite a bit to the per ft. amount and -that this was not really part of this request. Janet Berschens asked why they don't make the man that developed the lots pay for the cost of the improvement. Mr. Panasaw advised that he did not promise to blacktop the road and has attempted to keep gravel on the road and make it useable. Charles Gifford, 25140 Lake Jane Drive asked about the grading and the shaping of the road which was explained by the engineer. Agnes Berschen's again reiterated that if she developed any of her property this would not be the area and the cost would be unfair to her. William Park asked the intent of the 661 easement split. out of Outlot A. Mr.Pana.sow advised that it had no intended use and a road would not be put through this outlot. This lot serves only as a barrier. Robert Watson asked about the cul de sac which is contiguous to lot 5, overall size is 120 feet with 801 blacktopped. Mrs. Fillippi, if blacktop is not put in, who will plow the road? Mr. Panasaw advised that he had done At in the past and It would be his responsibility, Mayor asked if anyone else wished to be heard three times. The County Board respectfully requests an..answer to this question before their next board meeting on October 18, 1971.
