Present were: Brookman, Abercrombie,, Friedrich, Shervheim and Park

Counsel Raleigh was also in attendance
Motion by C. Shervheim, seconded by Abercrombie, to approve the minutes of January 18, 1972
as written - Carried 4-0
Acting clerk read current correspondence which was then ordered filed:
Wm. Lundquist appeared on behalf of the Planning Commission in regard to road side signs
along Hwy. #36. A request has been received to erect two signs directing traffic to a new
sub -division in the Township of Stillwater. It was suggested that this be handled by a
special use permit. C. Shervheim. moved, C. Abercrombie seconded, a motion that the council.
will follow any reasonable recommendation of the Planning Board regarding the placement of
gigns along road ways.
y' It was again requested that the local police officer canvas the Village and list all current
t` ,/aigns/ their location, owners and owners of the land.

C. Abercrombie reported on negotiations of renewal of the Police Contract with the County
and the Sheriff's office. There would be no changes except for costs of Officer's wage
,increase of 0% 0700.00). It additional charges for maintenance or operations expense.
n behalf of the Village he requested that a. daily report be filed, that the officer attend
a( e meeting per month, to which the sheriff agreed. C. Abercrombie then submitted a yearly
sport of local and sheriff's office activities within the Village during 1971. C. Shervheim
moved and C. Abercrombie seconded a motion to renew the police protection contract with the
i County Sheriff's office with a $700.00 yearly increase after review by the Village legal

Don Relsigh reported on the Lake Elmo -Oakdale boundary case. There is no decision at this
time.
ACouncil directed. the clerk to write a letter of thanks to the N.W. Bell Telephone Co. of.
Stillwater and Mr. A. Haseleyand others for the handling of the Christmas tree lights.
C. Shervheim moved, C. Abercrombie seconded, to allow a 25% reduction in the full and true
assessed value of the land of Frank Hoffman as listed under plate #24221-B; also, henceforth
any lot which has been indicated as substandard be abated at 75% of its appraised value.

Richard Johnson reported on his meeting with the County CommJssioners on the Landfill
operation in the Village (see Attached)
Council directed the clerk to write the County Engineer in regard to County Road #17
P`,e Curb over a culvert near Lake Elmo Heating. .Also suggest that guard rails of some sort be
a^ placed there also because of no shoulder and narrowness of the road.

i Uter a discussion and review of the Solid Waste Ordinance and slight revisions of the
draft, C. Abercrombie' C. Friedrich, seconded, a motion be adopt the Ordinance as revised.
Carried 4-0.
C. Shervheim reported on meeting with the Tri Lakes Park Committee and the review of ideas
for development of a park in that area. He suggests the appointment of either Mr. Swanland
or Mr. D. Morgan as representatives to the Village Park Committee.
A� C. Abercrombie moved, C. Friedrich seconded.' a motion to join the American Water Works Assoc.
for a year. Carried 4-0
Motion by C. Abercrombie, seconded by C. Shervheim to approve payment of bills including
the Blacktop billing of $2400.00. Carried 4-0
C. Shervheim. moved, 0. Abercrombie seconded,, a motion to accept a mortgage of lots in
Oace's Fifth Addition in place of a bond for street improvements required within the plat
Carried 14-O.
C. Shervheim moved, C. Abercrombie seconded, a motion to pass Res6lution
closing out the WOTE Sewer District Carried 4-O
Motion by C. Shervheim, seconded by C. Friedrich to adjourn at 10:10 P.M. carried 5-0
