Meeting called to order at 7:32PM by Mayor B.rookman. Present: Brookman,Fri.edrich,Watson ,Abercrombie, Park & Mehsikomer. Absent:Shervheim. Also present: Counsel Raleigh, Engineer Bonestroo. Motion by C. Abercrombie 2nd by C. Friedrich that the minutes of the April. 18, 1972 meeting be apnroved as submitted. Carried 4-0. C. Watson presented Resolution R 72 11 covering the transfer of certain land to adjacent land owners after vacation of the old town road for a fee of 4210.00 and asked :for its approval. Second by C. Friedrich and resolution passed by a vote of 4-0 with C. Shervheim absent. Request from Earl Goerss for the change of location, the addition and the removal of oil storage tanks discussed and r of erred to the Planning Zoning Commission for a recommendation. Clerk advised that the notice from the Washington County Assessor had been received setting the time of the meeting of the Board of Review for June 19 1972 at the Village Hall from 9:30AM to 4:30PM. Council reminded that a quorum is required. Washington County Surveyor requested the name or names of the individuals that would assign street numbers for the Village of Lake Elmo. Mayor Brookman acpointed the clerk's office in cooperation with the building inspector as the numbering agents. Requests were received for variations in the hours of opening and serving of liquor -in the Village of Lake Elmo. TImo Inn wants to open early and Twin Point would like 'to stay open one hour later, Mayor referred the matter to the Village Development Committee for a recommendation. Meeting recessed at 8:00PM. Meeting reconvened at 8:08PM. Motion by C. Watson 2nd by C. Friedrich that the request to extend the water main on 30th St. N. 1275, to the East of the present main. Carried 4-0. Clerk instructed to check with Bill Hagberg to determine what, means he plans to use to obtain water. Discussion regarding option for. 5 acres as a site for a future water reservoir. C. Friedrich advised that possibly another site could be obtained at $2,500„per acre for 5-6 acres. Engineer would investigate the merits of the proposed site. Question was raised relative to local police patrolling traffic on the streets in Cimarron. Council decision is that this is private roads and as such are not covered. C. Abercrombie to relate to local police. Letter from Ben Hlaas relative to damage to blacktop on Hill Trail North. Matter 'turned over to engineer to determine the cost of repair and to the Village attorney to write trucking company that damaged the road,regarding cost & payment. Motion by C. Watson 2nd by C. Abercrombie to approve $300 for sod & to move dirt on the ballfield at Pebble Park. Carried 4-0. Clerk advised to write .letter to Hedberg's regarding drainage problem and setting a May 20, 1972 deadline to have matter taken care of. Engineer advised a new suggested layout for the Coppersmith property since there will not be individual access to 30th St. N...it will only be permitted from a collector street. Matter 'to be sent back to pZC. MTNUTES OF THE LAKE ELMO VILLAGE COUNCIL MEETING MAY 2, 1972 pg.2 Motion by C. Watson 2nd by C. Friedrich that bills submitted be approved for payment. Carried 4-0. Quotations were received from Carl Olinger & Sons and from T.A. Schifsky & Sons for gravel. Motion by C. Watson 2nd by C. Abercrombie to accept the bid of Carl Olinger &. Sons to supply gravel to the Village of Lake Elmo for the 1972 season. C5 gravel crushed, loaded & hauled 0 $1.50/ton. Pit run gravel at $1.20/ton. Gravel C5 picked up by Village truck @$.90 and pit run at 0 65/ton. Carried 4-0. Council approve purchase of a new typewriter for the Village Office. Meeting of the Development Guide Committee is scheduled for May 4, 1972 Engineer Bonestroo requested to attend for the Village. C.Abererombie presented resolution R 72 12 regarding an Interchange on loth St. and asked for its approval. Second by C. ?Watson & carried 4-0, Motion by C. Watson 2nd by C. Friedrich Ordinance 123 which is a nuisance ordinance be passed. It was by a vote of 4-0. Building Inspector advised to check the situation on the Landru garage which was supposed to be moved and placed on a permanent foundation and brought up to code by May to 1972. Motion by C. Watson 2nd by C.Abercrombie that the VFW be issued a beer license for their festivities on Loyalty Day May 6, 1972. Carried 4-0. Abatement request of Lucy Bell Estate Plate 37200-2500 & 2550 for reduction from $5,000 to $$2,500. Motion for approval by C. Abercrombie 2nd by C. Watson and carried 4-0. Abatement request for J. Bowen plate 37245-2400 from 8'700 to 0. Motion for approval. from C. Abercrombie 2nd by C. Watson and carried 4-0. Abatement request of Ray Herold Plate 37003-2350 to reduce from $U3,000 to $$750. Motion by C. Abercrombie 2nd by C. Watson to approve & carried 4-0. Abatement request from Marvin R. Anderson Plate 37027-2200. Request change in market value from 09,165 to $$6,250. Motion by C. Watson 2nd by C. Friedrich to approve. Carried 4-0. Motion by C. Matson 2nd by C. Abercrombie to adjourn at 10:55PM. Carried 4-0.
