(Be 3 8:30 P.M. Mrs. John McNamara---. Mahtomedi. Minn. -- Mrs. McNamara has expressed her appreciation if the Council Mernbers could read the attached material on the "Mahtomedi Par Group", in its entirety, before the council meeting, so they would he familiar with the proposal when it is discussed with her on Tuesday evening. ITPMS FOR D7SrUSSION MINUTES OF THE LAKE' ELMO VILLAGE COUNCIL MEETING JULY 1P, 1972 pg. 1 Meeting called to order. at 7:35 PM by Mayor Brookman, Present: Brockman, Shervheim, Watson, Abercrombie & Mehsikomer. Absent: Friedrich & Park. Also present: Counsel Raleigh, Engineer Bonestroo & Bldg. Insp. Friedrich. The minutes of the June 20, 1972 meeting were amended in paragraph 2 page 2 so that second sentence read, "Village attorney to review road agreement between both part:i.es and then present to council". Motion by C. Shervheim 2nd by C. Watson to approve minutes as amended. Carried 3-0. Motion by C. Watson 2nd by C. Sher.-vheim that the minutes of the June 6, 1972 meeting be approved as submitted. Carried 3-0. Motion by C. Shervheim 2nd by C. Abercrombie that the minutes of the June 28, 1972 meeting be approved as submitted. Carried 3-0. Letter from Mrs. Hedberg relative to the sewer problem and use of a non licensed installer. Clerk to write to Mrs. Hedberg and explain that there were several reasons for Luecken Excavating not having a 'license; among than the very problem which exists in her case where the work was done and covered up without a proper inspection. Luecken Excavating can pursue the matter with the Village Council if they so desire. Council directed Inspector Robert Wier to ask State Health to check on the sewer problem as it relates to Mr. Panasow. Motion by C. Shervheim 2nd by C. Abercrombie that when the sewer inspector sees or is made aware of a violation that he immediately contact the village attorney a nd file a complaint. Carried 3-0. Clerk i.nstxnicted to check with office and determine if McCullough & Sons have taken out the required permits for the two wells they installed in the village. If negative then John Mueller should be asked to file a complaint thru the village attorney. (Permits have been taken out.) Motion by C. Abercrombie 2nd by C. Watson that council approve the Special Use Permit for North Country Inc. for a ski & sport shop at 8990 Hudson Boulevard, Carried 3-0. Building inspector to be advised. to issue permit. Council was asked :if they would reconsider the decision that the village police officer be permitted to patrol. in Cimarron. Council decided that because of the limited coverage that we have that reply was still negative. Council will be, at some later date' considering the possible expansion of coverage. If Cimarron is receptive to the idea of sharing the cost of additional coverage it may expedite the expansion and give them coverage. Letter from Bonestroo relative -to alignment of Conrad Adam's driveway with Washington County 17 was discussed. Council concurred with the decision of the engineer and the highway department and clerk instructed to send letter -be Mr. Adams .recommending that driveway be as far to the East as possible. Letter from Otto Bonestroo relative to 1973 Road Improvement program discussed. Motion by C. Shervheim 2nd by C. Watson that we proceed with the program at a cost of $10,020. Carried 3-.0, Motion by C. Watson 2nd by C. Shervheim that counsel be instructed to direct a letter to the watershed district requesting that action be taken relative -to culvert and drainage on Beer Pond Trail at road intersection. Carried 3-0. MIT,TUTrS OF TIT LAKE ELMO VILLAGE COUNCIL MR-TING JULY 18 1972 cont'd. ng. 2 Mrs. John McNamara and Mrs. Snow from the Ma.htomedi. School District gave the background story on a program they choose to`cM PAR( Parents are Responsible). Motion by C. Shervheim 2nd by C. Abercrombie that the Lake Elmo Viilane Council go on record as supporting the program. Lake Elmo would help support the program proportionately the lst. ,year. Carried 3-0. Clerk instructed to direct a letter confirming this to Mr. Bill. Matthews % the Mahtomedi School. Motion by C. Shervheim 2nd by C. Watson that the plan for a sewer system suggested . by Inspector Wier for Don Caldwell be approved. It is noted that the system as is is bad and this plan seems to be the only reasonable approach other than a ceptral sewer system. Carried 3-0. Motion by C. Shervheim 2nd by C. Watson that the Hammes Special Use Pormit for a gravel pit be approved with the revision that the limit :for any mining would be 9201. When mining goes below 935' Hammes must furnish a bond to guarantee restoration of property to the 9351 level. Carried 3-0. C. Watson recommended that the PZC be asked 'to make up a map of the Village with a11. village property' color coded. C. Shervheim presented Resolution R 72-16 regarding Flood Plain Regulations and asked for its approval. Second by C. Watson. Carried 3-0 vrith C. Friedrich absent. Dick Neville to advise the owners of the motorized tricycles that they are prohibited on roadway. Council requesting the PZC to .review the 7% of property in a plat and the cash substitute to see if it is in line with todays values. Motion by C. Shervheim 2nd by C. 'Matson that a. regular program of waste collection be set up with a truck to be to ated at a different location once a month. Mayor Brockman to set up locations and Clerk to arrange for information releases. Carried 3-0. Motion by C. Abercrombie 2nd by C. Watson that Janet Sovereign be appointed to the PZC to fill the vacancy created by the resignation of Mrs. Tomljanovich. Carried 3-0. Motion by C. Abercrombie 2nd by C. Shervheim that the council approve the last lot in Meierts Park as a buildable lot and if the building permit meets code it can be issued by the inspector. Carried 3-0. Lotion by C. Watson 2nd by C. Abercrombie to accept the slate of election ;judges as appointed by the clerk. carried 3-0. Clerk to contact Ray Zeller relative to the removal of trees around the village garage. Motion by C. Abercrombie 2nd by C. Shervheim to pay bills. Carried 3-0. Motion by C. Shervheim 2nd by C. Watson to adjourn at 10c5C' PM. Carried 3-0.
