Sewer code to be discussed at early session.
MINUTES OF THE LAKE ET,MO VILLAGE COUNCIL NOVEMBER 21, 1972 pg.1
Meeting called to order at 4:30PM by Mayor Brookman.
Present:Brookman,Abercrombie,Watson,&Shervheim. Friedrich arrived 4:55PM.
Also present:Engineer Bonestroo,Counsel Raleigh,Tre. Park & Clerk Mehsikomer..
Motion by C.Shervheim 2nd by C.Watson that if the members of the I-94 Cor-
ridor study group decide to proceed with the study that the Village of Lake
Elmo would still agree to its original. assessment. Carried 4-0.
Discussion regarding the sewer code requirement of percolation tests.
Engineer will review the code and will make final recommendations at the
council meeting Dec. 5,1972. Engineer also to take a watershed map and
shade all the areas that are in the floodplain that would be potential pro-
blems and the sewer inspector would then be able to advise that a system
would not be approved until. a contour map showing elevations had been pre-
sented to the council.
Itingineer advised that he had discussed the waterline problem at Arndt's on
Lake Elmo Ave. with village employee. Instructions are to insulate the line
from the main to the propertyline..
Motion by C.Shervheim 2nd.C.Abercrombie that counsel be instructed to check
availability of legal student for the summer to review village ordinances
and come up with a system of codification. Carried 5-0.
C.Abercrombie received schedule of sewer rates from adjoining communities
and was instructed to review and make a recommendation on rates to be
charged in the village of Lake Elmo.
Final action regarding a thoroughfare for school, children from the Lake Elmo
School to Lake Elmo Ave. still pending. It is proposed that the village now
acquire area for a walkway in the open area across from the school and XxxXxx
install a 15' thoroughfare which would adjoin the west end of 36th St. N.
Determination to be made on sharing the expense of this alternative.
Clerk instructed to distribute copies of Feb.23,1972 letter from counsel
regarding contribution of cash or property on any development to council.
Meeting recessed at 6:30PM on.Motion of C.Watson 2nd C.Shervheim.Carried5/0.
Meeting reconvened at 7:55PM. by Mayor Br.00kman.
Counsel advised that the correction in the minutes of the Oct.17,1972 mtg
still_ in error word should be review not renew. Motion by C.Shervheim 2nd
by C.Watson that minutes be approved as amended. Carried 5-0.
Pirechief Bjorkman agreed to get plans of hose towers that had been installed)
in.the area and would have for the council at the next meeting along with
a recommendation.on what we needed in Lake Elmo.
Mr. & Mrs.. Harold Iverson took exception to articles that appeared in local
papers regarding past & potential flooding in the T.ri*Lakes Area. They pro-
duced pumping records that showed pumping into Lake in 1'n 1965. They asked
that the council consider requiring that contfol of this pump be put in the
hands of some relaable faction of government such as the council or the
watershed.
Clerk instructed to contact the state of Minnesota Highway Dept. regarding
a review of the speed zone on Hwy 212. Since the installation.of a new store
East of town the council recommends that the 40mph limit be extended 1,000'
further East.
Counsel to get together with clerk and deputy clerk regarding special
permit problems.
