Johnston From: Deborah Steele [dkmacsteele@msn.com] Sent: Tuesday, May 15, 2007 3:19 PM To: deanjohnston@comcast.net; scdelapp@earthlink.net; annjsmith@msn.com; johnsonliz@att.net; nicolepark@comcast.net Subject: tonight's council meeting/ hwy 36 I am very concerned with the new restricted access to Hwy 36 at Keats Avenue, especially with the building of the new church at the southwest corner of this intersection. The only access to the church is a long, winding road to Keats Avenue. Therefore, with the new "3/4 access" intersection, people leaving this large church who wish to go west on Hwy 36 will now be forced to go either east on 36 until they can snake a u-turn, or snake along through a residential neighborhood to get to DeMontreville Trail in order to make a left turn onto 36. This was poorly thought out. Was the purpose of the limited access intended to keep morning commuters in the Lake Elmo neighborhood from joining the flow of traffic onto westbound Hwy 36? I believe there is only low - density housing in this neighborhood, which contributes minimally to the morning commute. And unless we have sold out to the Met Council again, I do not believe any high density housing is planned along Keats Ave. near Hwy 36. So exactly what was the purpose of this restriced intersection? Wouldn't a stop light have been a better solution? Why isn't this project even mentioned on the MINDot website? And what of future closures affecting access to Lake Elmo from Hwy 36? If access is restricted or closed to or from DeMontreville Trail, Highlands Trail, and Lake Elmo Avenue occur, how will people living in these neighborhoods (the vast majority of whom work west of here) be able to travel west without first traveling several miles out of their way west or east to connect with Hwy 36? Please look at the map. There is no access to Hwy 36 from Hilton Trail, which is the closest controlled (stoplight) intersection. We are also part of the Mahtomedi School District. School buses now cross 36 at both DeMontreville Tr. and at Highlands Tr. in order to go west on 36 , then north on Hilton Trail. Will buses have to drive several miles through Oakdale in order to backtrack on 36 to Hilton Trail? I am already greatly concerned with our children's safety in regard to the 65mph speed limit recently (and without notice to Lake Elmo) posted on Hwy 36. Please represent my concerns at tonight's council meeting and in future meetings with regard to these projects. I wanted to make sure that my opinions were shared as part of any discussion of the recent traffic pattern changes caused by construction of turning lanes at Keats and 36. Several quick points: • There was no meaningful advance notice of these changes • Multiple calls to MnDOT have produced no meaningful information, and very limited response (I placed three phone calls to different individuals at MnDOT. One phone message was left for me. The caller left no name or phone number, and provided no information other than that the changes were occurring.) • These changes force residents of the Keats Avenue area who want to go west on 36 to wind through residential streets in the neighborhoods between Keats and Green Acres. Then they face a crossing at DeMontreville, which is more difficult than the one at Keats was! • MnDOT suggests that westbound travelers should head East, and do a U-turn at Lake Elmo Ave. Most people will choose not to add the time and mileage to do this. • Those hauling a trailer west on 36 (as I often do to boat on White Bear) are faced with poor options - a dangerous and difficult U turn at Lake Elmo Ave, hauling my 5 ton truck and boat rig through neighborhoods to cross at DeMontreville (!), or significant (and unlikely) detours southeast toward the old village. It seems that MnDOT, whose expertise is to understand traffic patterns and how to intelligently plan and build road systems, did not even consider the negative safety implications of this unannounced change. To be sure, this intersection was dangerous before the change. MnDOT seems to believe that maintaining the high average speed on Highway 36 is of the highest concern. As the Met Council requires more population in the city, and as MnDOT moved towards a new river bridge in Stillwater, the traffic volume will increase and speeds will be forced to slow. For those of us on Keats, this means that by design, our trips will slow in speed, and be longer in distance by design as a result of these changes. I have been trained that I should never complain without a proposed solution. Therefore, I propose that MnDOT evaluate the feasibility of a frontage road on the south side of 36 to extend from DeMontreville to Lake Elmo Ave to be funded by MnDOT. This should be compared with the feasibility of a traffic signal at Keats/36 to allow for safe crossing. The results should be publicly available before work begins, and the cities of Grant and Lake Elmo should have input in the final decision. I can not believe a state agency would act in this manner. Everyone joined in the Pledge of Allegiance. Present: Mayor Johnston, Council Members DeLapp, Johnson, Park, Smith. Also Present: City Administrator Hoyt, Finance Director Bouthilet, City Attorney Filla, Fire Chief Malmquist, City Engineer Griffin, Assistant City Engineer Stempski, City Clerk Lumby, Recording Secretary Luczak. Approval of Agenda Motion: Council Member Johnson moved approval of the May 15, 2007, agenda as amended Council Member Smith seconded the motion. The motion passed unanimously. Approval of the April 17, 2007 minutes Motion: Council Member Johnson moved to approve the May 1, 2007 minutes. Council Member Park seconded the motion. The motion passed with Mayor Johnston, Council Members Johnson, Park and Smith voting in favor; Council member DeLapp voting against. PUBLIC COMMENTS/INQUIRIES Joan Ziertman, 5761 Keats Avenue, requested a meeting with city council and staff regarding the Ziertman's concerns on their complaints regarding codes and how they affect their property and adjacent property. Attorney Filla stated it would be an open meeting. Motion: Council member Smith moved to direct city council, staff and attorney to meet with the Ziertman's and their attorney when a date is available. Council member DeLapp seconded the motion. Council members DeLapp, Park and Smith voting in favor; Mayor Johnston and Council Member Johnson voting against. The motion passed. Marie Meyer, 5220 Keats Avenue, stated her concerns regarding the U-turns and created safety issues whereas a traffic signal would not appear to do so. Council Member Smith seconded the motion, The motion passed unanimously. • Approve resolution No. 2007-038: Claims in the amount of $144,359.59. • Approve monthly operating report. • Approve Tablyn Park/Lake Elmo Heights well sealing partial payment No. 4, contract A in the amount of $2,565.00, contract B in the amount of $2.621.95. • Approve Tablyn Park/Lake Elmo Heights well sealing contracts A & B, change order no. 1, extending the final completion date from May 1, 2007 to June 15, 2007. • Approve payment in the amount of $47,512.52 for the installation of SCADA system to be paid from the water enterprise fund. • Adopt ordinance no. 97-192 establishing a 25 mph speed limit for new developments PUBLIC HEARING (S) AND RELATED ACTION No hearings were held. REGULAR AGENDA Firewise Prevention program presentation by OakLand Junior High School OLJHS) students Fire Chef Malmquist thanked OakLand Junior High School staff and students, and the Dept. of Natural Resources, for participating in the Firewise Prevention program. The program is strictly an information survey offered by the Department of Natural Resources. The ability to integrate their research, data, and provide positive feedback to homeowners about fire prevention helped the students become more aware of the dangers and hazards. The council thanked the students and staff for their presentation. City Engineer Griffin requested council to consider authorization of TKDA to prepare plans and specifications for the I-94-30th Street Infrastructure Project from the MCES Connection at I-94 (Hudson Boulevard) to Reid Park located on 30th Street. He recommended coordination of all infrastructure improvements — street, trail, storm, sewer, and water main improvements — along Lake Elmo Avenue from 20th Street to 30th Street -- be included in this scope. He also expressed concern about the way the project costs would be charged to property owners. A tentative project schedule and several informational meetings for residents about the process was provided. Funding options for the project are being developed with Ehlers and Associates to bring to the city council for discussion in August. Motion: Council member Johnson moved to approve the authorization for the preparation of plans and specifications for the Lake Elmo Avenue Infrastructure Project 1-94-30 Street (trunk sanitary sewer and water main extension, street reconstruction, trail, and storm sewer improvements) in the amount of $296, 600.00 and further authorize the City Administrator to execute an authorization,for this work by TKDA. Council member Park seconded the motion. The motion passed unanimously. Presentation of transportation plans and projects City Engineer Griffin presented to the council the major transportation plans and specific projects as background for future decisions on roads. Washington County transportation engineers will be attending the June 12, 2007 Council Workshop to present projects, receive input, and demonstrate some recent use of round -a -bouts. City Engineer Griffin stated upon transportation types include: • Manning Avenue and north of Hwy. 36 north of 36 to CSAH 12 (May 2008) • Lake Elmo Avenue and Trunk Highway 36 • Keats (CSAFI 19) Avenue & Trunk Highway 36 Intersection • Demontreville Trail (CSAH 13) turn back and Trunk 36 to 50`t' St • Lake Elmo Avenue turn back from Oth Street to 1-94 • Lake Elmo fTomlOth Street and Highway 5 Doug Schoepke, 51s` and Keats, stated his concerns about the safety and diminished property values as a result of the new intersection design at Highway 36 and Keats Avenue. Elizabeth Meier, 5220 Keats Avenue, asked if cost was a factor between installing a light or a 3/4 interchange. Robert Anderson, 9800 55`h Street North, requested the city to ensure that residents be kept informed. He also asked if the Lake Elmo Avenue stoplight could be adjusted to stay on longer for turning traffic during rush hour. Jonni DelGraico, 9880 59a' Street Court, asked about the possibility of a frontage road from Keats Avenue to Hilton Trail. Len Juran, 9784 57`" Street N., stated his concerns about Keats Avenue and Hilton Trail. He indicated MnDOT needs to ensure safety since increased traffic is coming in anticipation of future growth. Box 9126, North St. Paul, and John Ames, 9799 51 st Street N., expressing concerns regarding the Keats Avenue and Highway 36. Residents Dale Peterson, 5380 53`d Street N. and Doug Chaput, 9829 51st Street N., submitted their concerns to the Mayor. Joan Ziertman, 5761 Keats Avenue, stated that property owners within 350 feet were notified about Rockpoint Church and the Hidden Meadows development and the 3/4 interchange was discussed at that time. Council Member DeLapp gave a historical perspective on Highway 36 and on Council participation in talks about the future of Highway 36. Consider discussion policy guidelines for city council members Mayor Johnston stated that in response to an editorial and in the interest of serving the public in an appropriate manner and efficiently, he wanted to the city council to consider how meeting in a workshop to discuss how they do business together. He explained that the city council had benefited from doing this a few years ago. Councilmember Smith asked that the workshop address topics of how they respect each other, listen to each other and treat the public and partners. Council members concurred and directed the administrator to organize a workshop on this topic. REPORTS AND ANNOUNCEMENTS Mayor Johnston testified at the Minnesota Pollution Control Agency regarding Lake Elmo's experience with 3M. Council Member DeLapp talked with Connie Koslak, Director of Transportation with MnDOT about I-94 and the Hudson Bridge, which has 81,000 vehicles/day. Council Member Johnson attended the Maplewood City Council meeting on May 7, 2007, and presented the City's support for the Tubman Family Alliance. Council Member Park commented about the potential for a frontage road along Highway 36. Council Member Smith reported on the tree planting along Hwy. 5 and Marquess Trail scheduled on Saturday, May 19d'. Residents and MnDOT will be planting trees to help celebrate Arbor Day, with food and beverages available after the event. Administrator Hoyt updated the council on the first meeting of the Alternative Urban Areawide Review process technical team and the rezoning process for the Village and south of 101" Street.
