City Council Workshop Notes
July 18, 2007

Mayor Johnston; Councilmembers DeLapp, Johnson, Park and Smith.
Others: Susan Hoyt, City Administrator, Tom Bouthilet, Finance Director, Jack Griffin, City
Engineer, Jerry Filla, City Attorney, Ben Gozola, City Planner, Kelli Matzek, Planner, Roger
Knutson, Attorney on Development Topics
The workshop was called to order by Mayor Johnston at 7 PM.
City Administrator Susan Hoyt introduced Roger Knutson, whose firm serves as city attorney for
several cities, and who specializes in land use and development law.
Roger Knutson gave a presentation on the types of fees used for development and the legality of
these fees.
Councilmembers asked questions throughout the presentation.
The workshop was adjourned at 8:30 PM.
