HomeMy WebLinkAbout09-27-00 CCMLAKE ELMO CITY COUNCIL WORKSHOP U N. SEPTEMBER 27, 2000 6.3 0- Mayor Hunt called the workshop to order at 5:30 p.m. in the Council chambers. PRESENT: Siedow, Dunn, Hunt, Armstrong. DeLapp, City Planner Dillerud and Administrator Kueffner. Village Commission: Herreid, John, Krueger, Bucheck . Planning Commission: Dreziel 1. AGENDA Reverse order of agenda items and add Discussion on 50'h Street Improvement M/S/P Armstrong/DeLapp — to approve the September 27, 2000 Council workshop agenda, as amended. (Motion passed 5-0). 2. Village Commission: Architectural Guidelines The Council reviewed the proposed guidelines, made some changes and asked the Planner to look at the intent statement to see if it correct. Council member Siedow and Planning Commissioner Dreziel asked why does the City want to get so involved with governmental restrictions and asked who would enforce these guidelines. The business commuity has not been notified of guidelines, except for the two businessmen serving on the Village Commission. Boundaries set in Village Plan: Should include both sides of 30th Street as now it includes the north side but the south side is exempted. Planner Dillerud will bring the Council changes to the Village Commission at its 7 p.m. meeting. The VC will review comments from Todd Williams, and if approved, they will be included in the document. 3. 50'h Street Improvement Mayor Hunt asked that this item be added to the agenda because he thought the Council was in a hurry to do this project which was pushed in too quickly. The City needs to reconsider the design of the center islands, safety, visibility, and speed control. Hunt will bring this item back to the October 3`d Council meeting requesting postponement of the improvement of 50'' Street until the Council could again review the options available for this improvement, as well as reevaluate comments from the public. 4. Personnel Issues and Staff Reviews Administrator Kueffner provided the Council with a confidential memo regarding personnel issues. The Council advised the Administrator to proceed with the direction she had suggested in the memo. Workshop was adjourn at 6:35 p.m.
