Workshop — Appointments to Planning Commission Administrator Kueffner reported that Planning Commissioner Kevin Herber decided to retract his letter of resignation and would thereby complete his term; and, that Commissioner Berg had reported he was very flattered to know that the City Council would amend the Municipal Code which would allow him to continue to serve. Administrator Kueffner asked the Council if the Parks Commission Composition should be amended, as well. She stated that when Commissioner Val Brass resigned, Dianne Taylor was appointed to fill that term, thereby shifting Commissioner Deziel to First Alternate position, and leaving the Second Alternate position vacant. She explained there were vacancies on the Old Village Special Projects Planning Commission, Maintenance Advisory Special Projects Planning Commission, and the Environmental Management Commission. Council Member Delapp expressed his desire to convert all alternate commission positions to full voting member status. Council Member Dunn explained that she served on the Parks Commission nearly 25 years past and was involved in City land acquisition for Parks. She noted that Parks Commissioners also work with residents in the area identifying needs as well as make recommendations to the City Council. Administrator Kueffner said Parks Commissioners also reviews Plats, and the Comprehensive Parks Plan. Planner Dillerud said Old Village Special Project Planning Commission meets the first Monday of each month when current issues are discussed. Currently the OV is working on execution of the previous plan. He explained a purpose of the Old Village Special Projects Planning Commission is to determine how the City could visualize 21st Century new housing in the Old Village area that would reflect the character of the Old Village. He stated a consultant would be hired to assist with this project thru a portion of a Community Development Block Grant. Lake Elmo City Council January 15, 2002 page 1 Mayor Hunt explained that the Maintenance Advisory Planning Commission advises the City Council on matters regarding equipment and Fire Department issues. Applicant Jennifer Pelletier said her young family was new to the area; grew up in a small community, appreciated rural roots; loves the "downtown" Lake Elmo; sees the area as delicate with potential; does not want to see Lake Elmo turn into a Woodbury. Council Member Armstrong thanked Ms. Pelletier, and stated she was glad a young person sees the vision for Lake Elmo. Applicant Julie Ann Bunn stated although she was originally from an urban area, she had spent 15 years dealing with agriculture and environmental issues; complimented the organizer of the current Comprehensive Plan; sees the challenge of village scale housing and life housing; lives in the old village; is more interested serving on the Planning Commission, but cares about the Old Village area; and is interested in providing safe areas for families to bike and walk. Applicant Dean Johnston said he is accustomed to rural life; has been in corporate/business management for years, has time to devote to the city; interested in serving the Planning Commission or Old Village Special Projects Planning Commission. Mayor Hunt reminded the applicants that they could apply to serve on any Commission, and asked them to verbally state their preference. Ms. Pelletier: Planning Commission and Old Village Special Projects Planning Commission. Jennifer: OV, PZ. Ms. Bunn: Planning Commission Mr. Johnston: Planning Commission, Old Village Special Projects Planning Commission, and Environmental Management Commission. Mayor Hunt adjourned the Workshop at 6:55 p.m. City Council Meeting January 15, 2002 7:00 p.m. Pledge of Allegiance 1. MINUTES — December 2, 2001 M/S/P Approve Dunn/Armstrong — to approve the December 2, 2001 minutes, as amended. (Motion Passed 5-0). 3. FINANCE 3.a Claims M/S/P Siedow/Dunn — to adopt Resolution No. 2002-002 approving Claim numbers 21029 through 21062. (Motion Passed 5-0). M/S/P DeLapp/Armstrong - to postpone Annual Agreement for Public Works Storage Rental/Dan Olinger to the February 5, 2002 meeting. (Motion Passed 5-0). Lake Elmo City Council January 15, 2002 page 3 3.b League Of Minnesota Cities Insurance Renewal Finance Director Berg reported the City's insurance policy renews in January. M/S/P Siedow/Dunn — to approve the League of Minnesota Cities Insurance Trust renewal for 2002. (Motion Passed 5-0). M/S/P DeLapp/Dunn — to approve the additional coverage of one million dollars at a cost of $3796.00 (Motion Passed 5-0). Finance Director Berg stated she would provide the Treasurers Report in February. 4. PUBLIC INQUIRIES/INFORMATIONAL PUBLIC INQUIRIES: Dan Rude 3250 Kraft Circle Mr. Rude said he approached City Staff in May of 2001 and made a request to the City Administrator to get on the 201; this had not acted upon; made an additional request 7`h of January, and was told that through an accident, his request had been omitted from tonight's meeting; feels he is getting misleading, inaccurate, and inadequate information from City Staff; plans to go ahead with project, but feels frustrated with the events that have taken place over the past 9 months. Council Member Dunn said the City is not in the process of being a realtor; although this procedure may be "bumpy", hopefully staff will solve the issue quickly. Administrator Kueffner said the issue will be on the February 5`h City Council Agenda; she wants to prepare a historical account of this project, feels the original application had been assigned to other staff; and, possibly the applicant misunderstands the issue. 4.A 2002 Board of Review Mayor Hunt reported that the Lake Elmo Board of Review will meet at City Hall on Wednesday, the 8th of May, 2002, between the hours of 4:00 p.m. and Lake Elmo City Council January 15, 2002 page 4 6:00 p.m. for the purpose of reviewing and correcting the assessment of Real Estate for the year 2002. 4.13 Draft Resolution — Opposing the National Aviation Capacity Expansion Act Administrator Kueffner said she sent the Council an announcement regarding a meeting January 24, 2002 at the Richfield City Hall to discuss opposition to further expansion of reliever airports. She suggested a Council representative attend the meeting. The City Council as a whole did not approve of the language found in the draft resolution. Council Member Siedow said although he does not support zero growth at the Lake Elmo airport and may be in the middle of the issue, he would attend the meeting. 5. ORGANIZATIONAL M/S/P Arm/DeLapp to adopt Ordinance 97-96, amending Section 210.03, Composition of the 1997 Lake Elmo Municipal Code -The Planning Commission. (Motion Passed 4-0). (Exit Mayor Hunt) M/S/P DeLapp/Siedow- to approve the appointment of Jeff Berg, Rodney Sessing, and Todd Ptacek, each to a three year term on the Planning Commission, commencing January 2002 and ending December 2004; and, appoint Dianne Taylor to fill the vacancy of Commissioner Valerie Brass. (Motion Passed 4-0). Administrator Kueffner requested the Appointments to Parks Commission be postponed to the February 5, 2002 meeting. M/S/P DeLapp/Armstrong postpone agenda item 5.11 to February 5'. (Motion Passed 4-0). 5.0 Appointments to the Old Village Special Projects Planning Commission Lake Elmo City Council January 15, 2002 page 5 M/S/P Arm/Siedow - to accept Arlo Frost's letter of resignation from the Old Village Special Projects Planning Commission. (Motion Passed 4-0). Mayor Hunt announced the new Commission members as follows: Julie Ann Bunn - Planning Commission Jennifer Pelletier — Old Village Special Projects Planning Commission Dean Johnston — Environmental Management Commission M/S/P Delapp/Dunn — to rename the Commission from Solid Waste Commission to Environmental Commission. (Motion Passed 5-0). M/S/P Dunn/Armstrong — to adopt Ordinance 97-97, adding Section 800.01 Environmental Management Commission to the Lake Elmo Municipal Code. (Motion Passed 5-0). 6.A CONSENT AGENDA M/S/P Dunn/Siedow - to approve the consent agenda — Sand Creek contract. (Motion Passed 5-0). 7. MAINTENANCE/PARK/FIRE Public Works Supervisor Olinger reported the following problems regarding snow plowing matters: residents should be reminded that parked cars, recycle containers, and other obstacles must be removed from City streets and the right-of-way; contractors vehicles in the new developments are the Public Works Department "worst nightmare", and the crew makes every attempt to locate them and alert them of the problem. He asked that a reminder be posted in the next City Newsletter and website, and that the Deputies be notified of these concerns. Supervisor Olinger also reported that he had received calls from residents wondering why City roads are not bare, explaining to them that Lake Elmo Public Works does not apply pure salt to street, rather uses a salt/sand mixture. 7.13 PARKS Postponed to February 5, 2002. Lake Elmo City Council January 15, 2002 page 6 7.0 FIRE DEPARTMENT Administrator Kueffner reported the Fire Department Committee recommended approval of reimbursement of cellular phone expenses submitted by Chief Greg Malmquist. Council Member Delapp said he does not support this issue, and suggested that Government rates should apply. M/S/P Siedow/Dunn — to approve payment of the 25.00 per month - retroactive to Chief Malmquist for cellular phone expenses. (Motion Passed 5-0). 7.D Building Department Activities Building Official/Code Enforcement Officer McNamara reviewed the Building Department Summary Report. Council Member Dunn inquired as to the status of Complaints. Building Official/Code Enforcement Officer McNamara stated he had not received any report from Attorney Shoeberg. 8. A & B ENGINEER'S REPORT M/S/P DeLapp/Armstrong - to adopt Resolution No. 2002-02, a resolution approving Plans and Specifications and ordering Bids for Pump House #2, to include landscaping. (Motion Passed 5-0). M/S/P Arm/DeLapp — to approve an escrow reduction to Lake Elmo Vista from $223,271.88 to $79,737.50, as recommended by the City Engineer in his January 10, 2002 memo, and approved by the City Planner. (Motion Passed 5-0). 9. PLANNING, LAND USE, ZONING Planner Dillerud presented GIS mapping of the City, and asked for comments at a future meeting. Lake Elmo City Council January 15, 2002 page 7 10. CITY ADMINISTRATOR'S REPORT None 11. CITY COUNCIL REPORTS A. Mayor Hunt: Mayor Hunt and Administrator Kueffner met with Kim Kamper Administrator of Oak Park Heights to discuss common issues and reviewed agenda for the January 22, 2002. Regarding the meeting at the Fire Hall; a long, well attended meeting, which netted progress. Announced a meeting: January 30' Local Mayor's "Care and Feeding of Highway 36", 4:30 p.m. Wednesday. B. Council Member DeLapp Regarding meeting with the Fire Department — he talked with Chief Malmquist and Assistant Chief Winkels regarding sprinkler systems for buildings. He mentioned the negligence regarding the strategic planning process. He talked with MNDoT, whose goals from the St. Croix River to I694 are clear and the signalization should reflect that. C. Council Member Dunn Regarding the Fire Department meeting - glad it went well; sees the importance to have Maintenance Advisory Committee involved; equipment was nice and the City has much to be proud of. Requested the old business list be summarized and presented at the February 5, 2002 meeting; suggested the exploring the idea of the Maintenance Advisory Special Projects Planning Commission become a "free- standing" Commission. Administrator Kueffner reported that Deputy Clerk Lumby has a good start on organizing the "old business" issues, but had been out of the office due to emergency surgery. D. Council Member Armstrong Reported that the reciprocity regarding taxes between Minnesota and Wisconsin was discussed at Met Council; said the street lighting at 15' Street and Inwood Avenue is a good addition and thanked Engineer Prew.
