Mike. Johnson of Lake Elmo Jaycees would like Council°s decision' if Jaycees
could use Village Hall as their meeting place.

Meeting called to order at 5105PM by Mayor Brookman..
Present:Brookman ,Abercrombie,Watson,Shervheim,Friesrich,Park & Mehsikomer.
Also presentiCounsel Raleigh,PZC member Dorothy Lyons & Building Inspector Muetler.
Special guest was Representative Jerry Belisle who,discussed the current session of the
state legislature and asked the council's assistance by advising him of our needs and of
our opinions on items of public interest. Mr. Harland Crump has been hired as a fulltime
employee and will follow thru on any requests in the absence of rep. Belisle.
Motion by C. Abercrombie 2nd by C.Watson that clerk be guided by the following breakdown
in determining compensation due to the various paid inspectors. Less than $5.00 @ 100%,
$5.00 to $500.00 is 2/3 to the inspector and 1/3 to the village. over $500.00 to be
negotiated. Final split will be determined after consulting ttith theLMM. Carried 5-0.
C.Abererombie and clerk are to get together before the next meeting to determine the
sewer rates for the Village as they pertain to users in Section 32.
Clerk instructed to send copy of counsel letter regarding the demolition or burning of
the building on the Huebner property which is considered to be a fire trap and a health
hazard. Permission to destroy building was given by Mr. Huebner.
Council advised counsel to direct a letter to Mr. Frank Leier 8900 Demontreville Trail N.
advising him that he has 30 days in which to remove the building moved on the property
which was not covered by any permit. The building which had no footings is considered a
fire hazard.
Motion by C.Shervheimn 2nd by C.Abercrombie authorizing expenditure of up to $100.00 for
building inspector to join the International Conference of Building Inspectors and to
purchase literature that they have available that would be beneficial to the village.
Carried 500.
Motion by C.Abercromble 2nd by C.Watson that the minutes of the February 6,1973 meeting
be approved as submitted. Carried 5-0.
Motion by C/Shervheim 2nd by C.Abercrombie to open the village council chambers to the
Lake Elmo Jaycees on the 1st and 3rd Thursdays of each month as long as the facilities
are not needed for village sponsored activities. Approval also subject to favorable
reaction from the insurance committee relative to coverage and liability. Jaycees would
not be given a key but would have to arrange for hall before each meeting. Carried 5-0.
Clerk instructed to refer letter from Valley Branch Watershed District regarding the
level oof water in Goosed Lake to village engineer for comments and recommendations.
Carl Berwald North Country Ski Shop asked about the installation of an advertising
sign on his property frontage. After much discussion a final motion was presented
by C.Abercrombie 2nd by C.Fr6edrich to refer the matter back to the PZC to determine
if request met specifications and for the PZC to make a recommendation to the council
on final action to be taken. Carried 5-0.
Clerk instructed to check with Frank Graham of Northern States Power Co. about the
installation of light poles in the Pebble Park recreation area.
Conrad Adams brought new plans for a road into the property south of the intersection
of Washington 17 and 212. The state had recommended that the new road be moved East
of the point where 17 now enters 212. Council referred this matter to the village
engineer for recommendation. If possible request reply for the PZC meeting on Monday
February 26,1973.
Letter from County Auditor regarding burning of diseased elm trees in the village.
Council advised clerk to acknowledge with a recommendation that the sanitary landfill
was a logical place in the area that is already to top level. Council realized that
ordinance on landfill prohibits burning but felt a special variance could be issued.
Motion by C.Shervheim 2nd by CWatson authorizing clerk to renew those Special Use
Permits that were approved by the council . Carried 5-0.
Motion by C. Shervheim 2nd by C.Abercrombie authorizing clerk to proceed with paying
the bills. Carried 5-0.
Motion by C.Watson 2nd by C.Abercrombie a to approve the financial report as submitted
by clerk. Copy to public examiner to point out the fact that what appears to be def
icit spending is not. It appears to be because the village levy from the county were
not available during the calander year. Carried 5-0,
Motion by C.Watson 2nd by C. Shervheim to adjourn at 908PM
