Present:Brookman'Abercrombie,Watson,Shervheim$FriedrichgDark & Mehsikomer., Also present:Counsel Raleigh;Engineer Bonestroo & B1dg.Insp. Mueller. Meeting was held at the activity center at Cimarron and Mr. Tom Backstrom welcomed the council and said, that he hoped: that this may be the first of many meetings that could be held at his facility. Mayor Brookman addressed the more than 50 citizens in attendance and ex- pressed pleasure in having been invited to hold the meeting at Cimarron.. Mayor advised that the first 30 - 45 minutes would be set aside to discuss problems of mutual interest between the residents of Cimarron and the Village. Tom Backstrom advised that the storeage area for golf carts was inadequate ' and they proposed an addition adjacent to the swimming pool for this pur- pose. Motion by C.Shervheim 2nd by.C.Watson to approve the concept but that final approval would be determined by -the building Inspector based on the addition being constructed according to code.. Carried 5-0. Tom Backstrom advised that the Movilla on lot 39 has been used for storeage of materials including siding and that it is beginning to. overflow. Tom requested permission to move the storeage to an area Worth of the present sewage plant building. :Motion by C.Shervheim 2nd by C. Abercrombie to approve .request. Carried 5-0. Discussion regarding the patrolling of dogs in the Village. Mr. Rolland Yaddeau of B&E Patrol was on hand to answer questions. It was pointed out that during February B&E patrolled 10 hours in the village some of which was in Cimarron. It was agreed that two tours a. month would be made of the Cimarron area. One should. be scheduled for a: Friday the other at random. Above action covered in a motion by C.Watson with a 2nd by C.Shervheim. The motion carried 5-0. C.Abercr.ombie explained the current police protection set-up c _ available in the village. He advised that the original police study com- mittee has been reactivated and that they will be checking to see if the present coverage is adequate at this time or'if it can be increased or changed. Provisions were made in budgeting to allow for an increase of coverage if it is deemed necessary. Conrad Adams and his Counsel Bernard Litman appeared relative to the pro- posed building and walkway in the area Southwest of the Lake Elmo Element- ary School. No action was taken on their proposal except to refer them to the village engineer. George Hedges reported on the present status of the Village Petition to the Valley Branch Watershed District. He plans to meet with this group on April 12, 1973 at 8:OOPM and asked for someone from the village to support him by being present. Mayor Brookman & C..Watson will try to attend. Walter Witzel asked about the possibility of building of a light indust- rial buildin on .lots 5&6 (50' x 1001) which lie immediately West of the Wendt Dist.arshouse.The proposed building is a 32' x 88' metal pole bldg. Design is by Lampertlumber. Bldg. Insp;advised that for his business it would require a fireproof typ building.. Butler does make one of this type or he could go to a concrete bldg. with steel joices and a flat roof. Motion by C.Shervheim 2nd by C.Abercrombie that village would go on record as approving the concept providing the bldg. meets all the required codes. Motion carried 5-0. It was pointed out that the plans would have to be signed by a registered engineer. MINUTES OF THE LAKE ELMO VILLAG7t7 COUNCIL MEETING APRIL 39 1973 pg.2 Mr. Kenneth Kamb of Cimarron asked the council for permission to add a screened -in area to his resid&nce. He was advised that the original agree•- ment with Pemtom did not allow for any special structures. The council recommended that Mr. Backstrom review these requests and that he should make a formal request for such structures and present several alternative plans for the council to,review. Mr. Backstrom should be added to council agenda on the 17th of April at 8:30PM to discuss this matter. Carl Olinger and Joe Moris advised that they wanted a permit to build on Olinger lake frontage on bake Jane Trail North. This area is low and is in the floodpl.ain area. Matter to be referred to Valley Branch Watershed Dist. for a dedieion on buildability of lot and amount of fill allowed. Council advised them that this group met on April 12 and recommended that they con- tact Maynard Eder to get on the agenda. C.Shervheim and the wage committee had submitted a proposed plan to the counil at the .last meeting for study. C.Shervheim moved and C.Friedrich seconded approval of this plan with the determination of sick leave accum- ulated to be base on a starting date of January 1, 1971. Motion carried 5-0. Clerk instructed to determine accumulation based on employment records. Motion by C.Shervheim 2nd by C.Friedrich to approve payment of bills submitted. garri.ed 5-0. Minutes of March 20 meeting amended as follows: Page 2 lst paragraph should reference Resolution # R 73 5; Seobnd-!paragrkph�:p.age 3 that the expendit- ures were not firmed up but were recommendations. Motion by C.Abercrombie 2nd by C.Shervheim to approve minutes of the March 26t1973 meeting as amended. Motion carried 5-0.. Complaints of motorcycles in Pebble Park were to be referred to •the Park Study Committee for their action. i B1dg.,Insp. Mueller advised on the condition of the three homes thafi had been moved on to the Haase property. A letter informing Mr. I3aase that lie has 30 days to remove or destroy the houses was sent by counsel. Council requested counsel to send a copy of that letter to Dayton Hudson Company since they are acquiring the Haase property. Mayor. Brockman advised that 3 clean-up days have been established for this spring. April 14, 1973 trailer facilities will be available at Cimarron from 8:OOAM until. Noon. May 50 973 trailer will be parked next to the fire hall from 8:00AM until. Noon, and finally on May 26,1973 the trailer will be located at Pebble Park duringthe same hours. Residents may bring their waste other than tires to any of these locations on the designated dates. Clerk advised that the Washington County Assessors office has set the date for the Lake Elmo Board of Review to hear complaints on Real Estate Assessment Date is June 5,1973 Time from 1:00 to 4:OOPM Location Council chambers. Motion by C.Watson 2nd by C.Friedrich to approve request to have county planner prepare a base village map at a cost not to exceed $200.00. Motion carried 5-0. Councilman Shervheim excused at 10:30PM. Village clerk toy send letter to county commissioners and county surveyor requesting that they prepare i section drawings of the Vil.. of Lake Elmo. Motion by C.Watson 2nd by C.Friedrich to approve the Special: Use Permit for Mr. Salus for a mobile home as per the recommendations of the PZC with a termination date of Oct.1, 1974. Carried 4-0. MINUTES OF THE LAKE ELMO COUNCIL MEETING APRIL 3, 1073 pg.3 Clerk advised that he has received a contract from the US,Censu.s Dept for a village census. Based on a population of 59500 the cost is $2,280.00. Mayor asked the JC°s if they would take on. a project to make an unofficial: census to make a determination if we would exceed 59000 if a census is taken. Expect reply by April 6,1973 re acceptance of project. Action on the contract held up pending decision. Motion by C.Abercrombie 2nd by C.Watson to approve use of the council chambers by School District 834 RecreationDepartment on Saturday April 26, 1973 for the registration.of girls softball and boys baseball applicants. Time from 10200 AM to Noon. Carried 4-0. John. Mueller.,Bldg., Insp.,repo.rted on the proposed move of the Tom Schwartz home from its present location to Lake Elmo Ave & 20th St. North. John recommended a license fee for mover of $25.00; that mover have certificate of insurance in amount of $300,000 .for liability sent to village office; and supply village a $10,000 bond in favor of the village for the days on which the move willactually take place. Motion by C.Watson 2nd by C. Abercrombie that we adopt the regulations recommended for this move. Motion' carried 4•-0. C. Friedrich advised that the cost of the swale being installed on Legion will. be approx., $29235.00 provided we use the village loader.. Motio by C.Watson 2nd by C.Abercrombie that this be approved. Carried 4-0. C.Friedrich asked .for decision on sweeping of village streets. After deter- mining costs a committee of C.Friedrich,C.Watson and C.Sh.ervheim are authorized to make an immediate decision regarding: approval. Requests have been received for approval for special overlimit loads on village roads.. Village will approve no variances. Motion by C.Abercrombie 2nd by C.Watson to approve a street dance for the Lake Elmo Volunteer Fire Department. Carried 4-0. Next meeting is scheduled for the council chambers on April 17, 1973 at 5:OOPM.. Motion by C.Watson 2nd by C.Abercrombie to adjourn at 11:22PM.Carried 4-0.
