Minutes of the Lake Elmo Village Council Meeting - May 15, 1973
Meeting called to order at 5:05 p.m. by Mayor Brookman,
Present: Brockman, Abercrombie, Watson, Shervheim and Mehsikomer.
Absent: Friedrich and Park
Also Present: Counsel Raleigh and Bldg. Insp. Mueller.
'C. Watson presented Resolution R73-14 calling for a 60 day moratorium on
jj new building on all remaining lake shore lots on Lake Demontreville, Lake
Jane and Lake Olson. C. Shervheim seconded the resolution. All present
1 voted in favor of resolution which carried 4 - 0. C. Friedrick absent.
C. Abercrombie presented Resolution R73-15 ordering hearing on proposed
pumping project. Second by C. Watson. Resolution carried 4 - 0. Hearing
set for June 5, 1973 at 8:30 p.m. in council,chambers.
Minutes of May 1, 1973 to be amended as follows: Paragraph 2 page 1 remove
words "and insert requested by attorney".
Motion by C. Abercrombie seconded by C. Watson to approve minutes as corrected.
Motion carried 4 - 0.
Motion by C. Abercrombie seconded by C. Watson to establish a no parking
zone on the West side of Layton Avenue from the South end of the VFW
lot to 36th Street North and no parking in the alley between Layton Avenue
North and Luverne Avenue North running from Hwy. 212 to 36th Street North
New signs (reflectorized) to be installed. Motion carried 3 - 0. C. Shervheim
abstained because of his VFW affiliation.
Motion by C. Watson seconded by C. Shervheim authorizing counsel to issue
a letter of condemnation on burned out home and other buildings on property
rear of Carlson property on Dusty Lane under the delapidated building statute
Carried 4 - 0.
Motion by C. Abercrombie seconded by C. Watson approving the Pet Cemetery
as per policy submitted. Escro policy subject to review of village counsel
before final acceptance. Approval also given for 80'X 120' building for
obedience training subject to facility meeting appropriate codes. Carried 4 - 0.
Motion by C. Shervheim seconded by C. Abercrombie to amend nuisance ordinance
to include flooding as a nuisance item which can be abated under chapter
429. Carried 4 - 0.
Motion by C. Abercrombie seconded by C. Shervheim authorizing payment of claims.
Carried 4 - 0.
Motion by C. Abercrombie seconded by C. Watson to approve the applications
of Universal Sign Co. and Nordquist Sign Co, for licenses as sign installers
in the Village of Lake Elmo. Carried 4 - 0.
Joe Moris and Carl Olinger met with council regarding possible division of,
land into five lakeshore lots. Cooacil mined them of earlier action putting
moratorium on building on lake shore property. It was Mr. Olinger's opinion

that if village would not approve he would go ahead and build anyway.
Council advised that if he did it could necessitate a court order stopping
construction.
Motion by C. Shervheim seconded by C. Watson to approve addition of Douglas
Ooersa, James Schaeffer and Terry Johansen to Lake Elmo Volunteer Fire Dept.
Carried 4 - 0.
Motion by C. Shervheim seconded by C. Abercrombie to accept the recommendation
of Insurance Committee and get our hospitalization - term insurance through
Fidelity Bankers Life Insurance Co. rather than MBA. Insurance Committee
to determine date of changeover. Carried 4 - 0.
Motion by C. Watson seconded by C. Abercrombie that Clerk write Cimarron
relative to a tornado strom warning system asking that they come up with a
proposal in 30 days and that they submit copy of said proposal to village
Council. Carried 4 - 0.
Motion by C. Watson seconded by C. Shervheim to approve proposed improvement
to Pebble Park per plane submitted and approve expenditure of up to �600.00
to accomplish it. Carried 4 - 0.
Motion by C. Watson seconded by C. Shervheim to adjourn at 11:00 p.m.
Carried 4 - 0
