Meeting called to order at 5:02 p.m. by Mayor Brookman
( Present: Brookman, Abercrombie, Watson, Shervheim, Friedrich, and Mehsikomer
(Park at 7:30 p.m.).
Others present: Counsel Raleigh and Park Study Committee Members Trudeau,
Lohue, Dau, Morgan, Mottaz and Neilson.
Park program: General discussion regarding potential village park acquisition.
Motion by C. Shervheim second by C. Abercrombie approving expenditure
of up to $12,000 for options on proposed property (see report from
Park Study Committee in file). Counsel to initiate options with the
council having final vote of approval on cost of each option. Motion
carried 4 - O.with C. Friedrich abstaining because of personal interest
in some property involved.
Pebble Park: Clerk instructed to follow up with Mr. Graham of NSP and determine
Security status of security light.

Pebble Park: Clerk instructed to write village engineer and have him define
Boundaries boundaries of Pebble Park and have it staked if it not at present.
Copies of Clerk to set up to send a copy of council minutes to chairman of
Minutes: Park Study Committee if minutes contained anything of interest to
this group. Chairman of Park Study Committee to be advised if there
is anything on agenda relating to parks.

Braheim Variance -Mrs. Breheim of 8415 38th St. N. appeared regarding a Special Use
Dog Kennel: Permit for a Kennel at stated address.
Motion by C. Shervheim second by C. Abercrombie to approve Special
Use Permit subject to recommendations of PZC in their minutes of
meeting Sept. 11, 1973. Motion does not include advertising sign.
Carried 5 - 0.

Resolution R73-32 presented by C. Shervheim supporting Washington
County Sheriff Ed Westphal's request for grant of a countywide
investigative unit and asked for council approval. Second by
C. Friedrich. Resolution carried 5 - 0.

J.&W. Boat Jim Griffin requested approval for an advertising sign at 9200

sign until completion of conditions spelled out by the building
inspector. Motion carried 5 - 0.
Helmo Ave. Motion by C. Abercrombie second by C. Shervheim approving an expenditure
(damages) of $17,880 to be deposited with the Clerk of Court to guarantee
check 3474: damages re: Dreher land. Carried 5 - 0.
Water Tower Motion by C. Abercrombie second C. Friedrich authorizing clerk to
Protection: enter into a new one year contract (1974) with Wallace and Tiernan
(Penwalt Corp.) to supply Electro Rust Roofing Cathodic Protection
Service at $171.00. Carried 5 - 0.
Tri-Lakes Clerk instructed to send copies to counsel and to Metro Sewer Board.
Sewer Study: Also to arrange for Engineer Bonestroo to bring Mr. Noyer with him
to the next meeting.
Amend pre- Motion by C. Watson second by C. Shervheim to amend the minutes of the
veious min- meeting of Aug. 21, 1973. Resolution #73-30 should be R73-31.

Claims: Motion by C. Shervheim second by C. Watson authorizing clerk to pay
submitted claims. Caried 5 - 0.
Bill Paulson Motion by C. Watson second by C. Shervheim to approve variance for
Variance placement of garage subject to the conditions spelled out in PZC
minutes of their meeting of 8-27-73. Carried 5 - 0.
Ray Anderson Motion by C. Abercrombie second by C. Shervheim to instruct counsel
Defective to file suit against Ray Anderson 2813 Lake Elmo Ave. to have his
Sceptic Sys. defective sceptic system corrected. Carried 5 - 0.
Clean-up October 6 and Nov. 10 at Village Hall October 20 at Pebble Park.

Christ Rubbert Mr. and Mrs. Rubbert request a variance to build a 10' X 24 addition
Variance on the front of their present dwelling at 11328 32nd St. N.
They supplied documents signed by all residents within 250' approving
addition.
Motion by C. Shervheim second by C. Friedrich to approve requested
variance. (See file for drawings). Carried 5 - 0.
Doerfler Const: Clerk instructed to contact engineer requesting a description of property
so that it is on file to check again when mining is completed.
Joe Moris: Asked how the new Ordnance #129 Shoreland Construction affected his
request to build. Advised that he must be 75 away from 928' level.
Botton of sceptic system must be above 932 feet and basement floor
above 731 feet. Asked also if he could put system across road.
Answer yes. What about a retaining tank and a pump system. Recommended

Budget Meeting: Oct. 2, 1973 meeting will commence at 7:00 p.m. The budget will be
discussed starting at 7:00 p.m.
Aircraft on Counsel Raleigh instructed to write letter to Civil Aeronautics
Lake Elmo: Commission requesting prohibiting use of Lake Elmo for aircraft
landings.
Codification of -Clerk instructed to schedule meeting with counsel and student Phil
Ordinances: Nicolai for purpose of reviewing proposed draft. Include on agenda
of October 16, 1973 at 5:00 p.m.
Clifford Adkins -Clifford Adkins 2227 Lake Elmo Ave. N. requested a variance to enable
Variance: him to subdivide Lot A of a meets and bounds tract of Govt lots
3 and 4 Sec. 24, T29N, R21W.
Motion by C. Abercrombie second by C. Watson to approve variance
permitting the sale of meets and bounds lot A as described in application
of Adkins - Hjelmgren provided however that no future subdivision
by Hjelmgren shall be permitted or any additional dwelling built
thereon until said land is platted or the provisions of the subdivision
ordinance are otherwise met. Motion carried 5 - 0.
