Minutes of Lake Elmo Village Council Meeting Sept. 4, 1973
Meeting called to order at 7:30 p.m. by Mayor Brookman
Present: Brookman, Abercrombie, Watson, Shervheim, Friedrich, Park and Mehsikomer
Absent: None
Others present: Bldg. Insp. Mueller, Counsel Raliegh, I94 Study member F. Pott and
at 9.p.m. Engineer Bonestroo.
JOE WEGLEITNER Appeared before coucil as requested
20th Centruy Mobile Homes
Area around his place of business has been cleaned up and resident
trailer moved from premises. Patrolman Neville and Inspector Mueller
agreed work was being done. Mr. Wegleitner advised council that
prior to his having an occupancy on property he had about a
breakin per month. During occupancy no breakins. He will try it
as per special use permit. If he encounters new problems council
suggested he could make application to amend special use permit
to allow a residency trailer.
COPIES OF MOTION by C. Shervheim second by C. Watson to make copies of
MINUTES: minutes of council meetings available to anyone requesting them at
a fee of $1.00 per meeting. Motion carried 5 - 0.
DOG PATROL: F. H. Martinson, Woodbury police chief, advised that Mr. James
Gartner was planning on setting up an animal control facility in
Woodbury. He suggested that possibly the Village of Lake Elmo
might use 20 hours per week of Mr. Gartners time. Council does not
feel we need a 20 hours per week at this time but would buy 5 hours
per week @ $6.00 per hour. MOTION by C. Shervheim, second by C. Watson
to authorize clerk to contact Mr. Gartner and determine if he will
accept 5 hours per week @ $6.00 per hour for the Village of Lake
Elmo. Carried 5 - 0.
OAKDALE MOTION by C. Watson second by C. Shervheim that village counsel
RE. TRI-LAKES be instructed to write Village of Oakdale regarding the sewage
POLLUTION: hookup of Whispering Oaks and determine what current status of
action is. Carried 5 - 0.
PIERRE'S PIER MOTION by C. Abercrombie second by C. Watson that action of council
DON DURAND on August 7, 1973 approving 3.2 "ON SALE" license for Don Durand
3.2 ON SALE for Pierre's Pier at 2880 Lake Elmo Avenue North be brought back
LICENSE: before the council for reconsideration.
Carried 5 - 0.
MOTION by C. Shervheim second by C. Watson to poll council regarding
issuance of 3.2 "ON SALE" license to Don Durand. Voting against
issuance of license were Mayor Brookman, C. Abercrombie, C. Watson
and C. Shervheim.
Voting in favor: None.
Abstaining C. Friedrich
Issuance of license refused 4 - 0.
HAASE-LAND Bldg. Insp. Mueller advised that he had completed inspection of the
REFURBISHMENT homesites and all 3 homes either removed or acceptably disposed
( AND HOUSE of and area cleaned up. MOTION by C. Watson second by C. Shervheim
REMOVAL: to authorize clerk to release deposit of Mr. Haase guaranteeing
completion of work. Carried 5 - 0.
METRO EAST:
Letter received from Metro East regarding questionaire on village
reaction to Metro East statement on growth of eastern suburbs.
Council ordered letter filed with observation that Metro East has
no jurisdiction over Village of Lake Elmo and if their assistance is
required we'll ask for it.
JOHN SKANEN:
Bergman property sold to John Skanen. No detail received by council
but rumor that he plans a riding acadamy. Approximately 400 yds.
of fill has been moved in without approval. This is potential
ponding area. Counsel directed to write letter explaining
situation.
DRAINAGE DITCH
MOTION by C. Watson second by C. Shervheim to instruct counsel to

obtain adequate easements for drainage ditch between Lake Elmo
LAKE ELMO AVE.:
Heating and Egon Lohmanns and also authorize expenditure of
$400 - 500 to have the ditch cleaned out.
Carried 5 - 0.
TRAFFIC IN
C. Firedrich authorized to post the park area in Lake Elmo banning
PARK AREA:
use of motorized vehicles.
BUDGET MTG.:
Clerk requested and received approval for a special budget meeting.
Date set is Tues. Sept. 11, 1973 at 7:00 p.m. in the Lake Elmo
Village Hall.
PARK STUDY
The meeting of Sept. 18,1973 will include the park study committee.
COMMITTEE:
They will be on the agenda from 5 until 6:30 p.m.
PEBBLE PARK:
MOTION by C. Watson second by C. Shervheim to approve expenditure
necessary to complete the second ballfield at Pebble Park. Additional
personnel may be hired to complete project if neseccary.
Carried 5 - 0.
CLAIMS:
MOTION by C. Shervheim second by C. Abercrombie authorizing clerk
to pay submitted claims. Carried 5 - 0.
UTILITY EXPENSE:
Engineer Bonestroo cautioned the council regarding park property
and payment of utility expense. Whenever property is taken for
village purposes the village has to pick up special levies for
utilities which would be estimated at $2 - 3,000 per acre.
DAYTON-HUDSON
Question raised as to whether Dayton -Hudson should arrange for their

own water source or whether it should be done through village.
Definitely through Village. C. Watson and Engineer Bonestroo
to meet with George Hite of Dayton=Hudson and discuss in more detail.
SECTION 24
MOTION by C. Abercrombie second by C. Shervheim instructing PZC
ROAD PLAN:
to make recommendation to council regarding the proposed road
plan for section 24. Carried 5 - 0.
COMPREHENSIVE Engineer requested to prepare map with overlays showing zoning,
( MAP: roads, parks, etc.
Motion by C. Shervheim second by C. Abercrombie to adjourn at
9:50 P.M. Carried 5 - 0.
