Meeting called to order at 7:40 p.m. by Mayor Brookman.
Present: Brookman, Abercrombie, Watson, Shervheim, Friedrich and Mehsikomer.
Absent: Park
Also present: Counsel Raleigh - Bldg. Insp. Mueller - Councilman elect Pott
and Mayor elect Eder.
Dick Lambert Motion by C. Shervheim second by C. Abercrombie to issue the
Pet Cemetary: Special Use Permit issueable only after the recommendations in Mr.
Shervheim's Nov. 30, 1973 report are complied with.
Carried 5 - 0 (Copy attached to file)
Lambert Bob Hoffman requested a building permit for an additional storage
Lumber Ware- building 128' X 60'. Word from Bruce Folz is that PZC has no
house add'n: objection to building if it meets required standards —and is approved
by building inspection.
Motion by C. Watson second by C. Shervheim to approve permit if
it meets the requirements of the building code.
Carried 5 - 0.
Charles Mix: Strong objections were voiced regarding the operation of Mr. Mix
at Lake Elmo Ave. and Lower 33rd St. N. and this disposal of
sawdust and scrap material. Recent fires highlights the problems.
Motion by C. Shervheim second by C. Abercrombie directing counsel
to send letter advising Mr. Mix to cleanup sawdust and other flamable
materials within 10 days. If action has not been taken within
10 days counsel instructed to initiate legal action.
Carried 5 - 0.
Mrs. Sally John Reinberger, Mrs. Herbst and Mr. Weeks appeared regarding
Herbst a variance on lot to permit building a home..Lot 16 & part ofLot 17,
Resolution Berschen Shores.
R73-38: C. Abercrombie presented Resolution R73-38 approving variance
and explaining, why and asked for council confirmation. Second
by C. Shervheim. Resolution carried 4 -1 with Mayor Brookman,
C. Abercrombie, C. Shervheim, and C. Friedrich voting affirmative
and C. Watson opposed.
Midwest Minutes of PZC show their recommendations relative to Midwest
Planners: Planning and Research Inc. proposal for Village of Lake Elmo.
Council requested time to consider proposal and recommendations.
Clerk instructed to include proposal consideration on January 8, 1974

Minutes Motion by C. Shervheim second by C. WAtson to approve minutes of

Claims: Motion by C. Shervheim second by C. Abercrombie authorizing
clerk to pay submitted claims.
Carried 5 - 0.
Police Motion by C. Shervheim second by C. Friedrich authorizing extension
Contract: contract with Washington County Sheriffs Office for police protection
for one full time police officer. New contract cost based on an
increase of 6% over the 1973 contract.
Carried 5 - 0.
Bike Trail: Brian Crombie advised that users of the bike trail thru Lake Elmo
(Washington Cty Hwy. 13) were abusing his property. His wooded
area is like a giant outhouse. Further persons were launching
boats over his property and had become obnoxius when informed
they were trespassing. Clerk instructed to write two letters;
one to the Dept. of Natural Resources reporting the incidents
which have happened and the other to Washington County asking that
they post Washington Cty. Hwy. 13 around Lake Demontreville for
NO PARKING. This action covered in Motion by C. Watson and seconded
by C. Shervheim.
Carried 5 - 0.
Northbrooke Northbrooke Farms was unable to present their request since their
Farms: attorney had gotten tied up in St. Paul by bad weather. Northbrooke
is rescheduled to appear January 8, 1974. Clerk instructed to
resend letters to residents advising them of meeting.

Creek:
Cimarron: Letter from Minnesota Pollution Control Agency regarding violation
of Cimarron in the operation of their sewage disposal system.
Clerk to write letter to Cimarron c.c. to Otto Bonestroo requesting
that matter be checked out and village advised of action taken.
I94 hearing: December 12, 1973 at Oakland Jr. High School at 7:00p.m.
Adjournment: Motion by C. Shervheim second by C. Abercrombie to adjourn at
9:25 p.m. Carried 5 - 0.
