Meeting called
to order at 5:07p.m. by Mayor
Eder.
Park property
Lehart and Frances Friedrich
were on hand
to execute the first

option on proposed park land

behalf and the mayor and the
clerk executing
for the village.
Grader:
Councilman Pott authorized to
investigate
suitable available equipment
(used) in the $20,000 range.
Counsel to
determine method of
handling such a purchase since
it would be
over the $5,000 amount
which requires bids.
Leonard Hanson -Resides in an area which will undergo condemnation as part of the
1809 Kelvin Ave proposed park. Requested a variance for a building permit to
construct a $12,000 pole barn for his horses. Council did not feel
they should approve construction since it would add value to land
scheduled for condemnation.
Motion by C. Watson second by C. Shervheim that the council take
no action on permit until condemnation proceedings resolved.
Further that the clerk write a letter to the county board explaining the
situation and requesting consideration.
Carried 5 - 0.
6:30 p.m. recess - Reconvene 7:50 p.m.
PZC
Motion by C. Watson second by C. Shervheim to appoint Todd Williams
Appointment:
to fill the PZC position vacated by Jack Zignego to expire Dec. 31, 1976.
Carried 5 - 0.
Terms of two earlier ap pDintments clarified. Robert Dreher's term
will expire Dec. 31, 1975 and Richard Johnson's term will expire
Dec. 31, 1974.
Leitte Bldg:
Village council went on record as having no interest in the purchase
of the remaining Leitte property.
Jim Gardner
Mr. Gardner presented himself and related what he was presently
Animal Patrol:
doing for Woodbury under Police Chief Martinson. Mr. Gardner
indicated a desire to assume some animal patrol duties in Lake Elmo.
His approach met with full council approval.
Motion by C. Shervheim second by C. Watson that the Village of
Lake Elmo express interest in assuming approximately 10 hrs. of
service per week. Carried 5 - 0.
Clerk and mayor to discuss matter with Oakdale to determine if
they have interest so possibly Lake Elmo Oakdale and Woodbury
might create a full position for Mr. Gardner under supervision of
Woodbury Police Chief Martinson.

Lake Use Motion by C. Shervheim second by C. Pott to approve committeemen
Study submitted by mayor subject to their acceptance.

Ruth's Since there was a conflict of interest and since he was the requester
Addition: C. Shervheim excused himself from the council on discussion of
Ruth's Addition. The PZC in their minutes for the meeting of

The Washington County Planning Coordinator report dated March 19, 1974
lists several other req-ul-r_ed e-h-angel .
Village engineer in letters dated 3-12-74 and 3-13-74 established
normal high water elevation at 884.0 ft.
Mr. Shervheim agreed to all the stipulations in the above listed
documents.
Motion by C. Abercrombie second by C. Watson to provisionally
accept plat subject to meeting the above conditions (PZC and
County Planner). Carried 4 - 0.
Mr. Shervheim requested approval to sell lot 7 on a meets and bounds
description so lot can be sold and construction started before plat
completed.
Motion by C. Abercrombie second by C. Watson to approve sale of
lot 7 with meets and bounds description provided Mr. Shervheim
files a bond or certified check with the clerk in the amount of
$500.00 guaranteeing completion of plat.
Carried 4 - 0.
Bldg. Ass'n: Motion by C. Abercrombie second by C. Pott that we retain our membership
in the INternational Conference of Building Officials and the state
ass'n until such a time as council decides to cancel.
Carried 5 - 0.
Hammes Motion by C. Shervheim second by C. Pott authorizing mayor to have
Gravel Pit & engineer inspect the Hammes and Richert Gravel Pits.
Fred Richert Carried 5 - 0.

Claims: Motion by C. Shervheim second by C. Abercrombie authorizing clerk
to pay claims 74125 through 74145.
Carried 5 - 0.
March 5, 1974 Motion by C. Watson second by C. Pott to approve minutes of March 5, 1974
minutes: meeting as submitted. Carried 5 - 0.
Watson Clerk read letter from C. Robert Watson resigning from the Lake Elmo
Resignation: Village Council effective April 3, 1974. Discussion on this matter
and replacement will be done at the April 2, 1974 meeting.
Special meeting -A special meeting was scheduled for March 26, 1974 from 7:30 to 9:30 p.m.
March 26, 1974:-to discuss village goals and I-94.
Helmo Ave: Motion by C. Abercrombie second by C. Shervheim authorizing counsel
toiile a Notice of Appeal on the condemnation award for Helmo.
Carried 5 - 0.
Original estimate $17,880. Award $37,000.
Lang Suit: Motion=.by C. Shervheim second by C. Abercrombie to approve stipulation
and settlement in Lang suit. Carried 5 - 0.
Adjournment: Motion by C. Abercrombie second by C. Shervheim to adjourn at
10:37p.m. Carried 5 - 0.
