Pg. 1 Meeting called to order at 7:37 PM by Mayor Eder. Present: Eder, Abercrombie, Shervheim, Pott and Brockman. Also present: Bldg. Insp.Mueller, Counsel Raleigh, Engineers Bonestroo ( 9:OOPM.) and Noyes and PZC members Johnson, Lyons, Sovereign and Williams and Sewer Insp. Wier, Hedberg C. Brockman presented Resolution R74-29 denying variance Resolution from the subdivision and zoning ordinances of the city R74-29 for the purpose of building on the North half of Tract A, Registered Land Survey 46 and asked council agreement. Carried 5-0. Jim Griffin J&W Boat Works: Wants to remove excess soil which was stockpiled when the building was originally built. Mr. Griffin claimed that after excess was removed property would be graded from 0 level to 20 ft. and slope seeded. Mayor Eder advised Mr. Griffin to stop at City Office on 9/4/74 and obtain an outline showing all the questions he will be required to answer. He can pay the required $25.00 fee and set up to be on the PZC agenda. Copy of proposal. to Engineer Bonestroo Septic Tanks There -are still 23 septic systems in the trouble area.in Tri-•Lakes Tri-lakes. Motion by C. Shervheim 2nd by C. Brookman authorizing fNspector Wier and Engineer Noyes to evaluate and recommend a system they feel will work. The tough ones should be directed back to the city council. System to include, if necessary, maintenance and testing requirements. Carried 5-0. Tony Friedrich -White Hat Restaurant--- 3.2 and setup license. .Conrad Adams owner of property did not object to license.. Building has facilities in the basement to accommodate up to 60 people. Use of license would be for private parties only. Question raised regarding distance of restaurant from school. Motion by C. Shervheim 2nd by C. Brookman to withhold action until counsel has determined if restaurant is too close to school but to indicate a tendency to approve i_g cleared by Liquor Control Commission. In favor Abercrombie, Shervheim,. and Brookman. Against C. Pott. Mayor Eder abstained. Carried 3-1. Tree Inspector -Gerald Beach-- Requests council to make decision on the recommended control zones. Council will act on it at next meeting. Dick Johnson advised he had read council minutes of Augt. 20, 1974 and objected to the city considering land- fill. as a site for storing or disposing of diseased trees. Mr. Beach requested and received approval. to meet with council at the first meeting of the month only. MI.NU,TBS Or THE LAKE ELMO CITY COUNCIL MEETING SEPTEMBER; 3, 1974. Use of Bruce Kuettner requested use of hall on Sept. 11, 1974 -City- Hall at 7:30 P.M.. Request refused as hall is scheduled for use by city. School District 834 requested use of hall on Tuesday afternoons from 1:30 to 3:00 p.m. from October 1 thru Nov. 19. Use approved as long as it does not conflict with any city function. Adjournment Motion by C. Shervheim 2nd by C. Brookman to adjourn at 12:07 A.M. - 9/4/74. Carried 5-0.
