Midwest Planning Contract-- $7500.00. Discussion about I-94 Route. Please note: Meeting for public input on Comprehensive Plan will be held on Thursday, February 6, 1975 at Oakland Jr. Iligh, at 7:30 P.M. MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING FEBRUARY 4, 1975 pg. 1 Meeting called to order at 7:30 PM by Mayor Eder. Present: Eder, Abercrombie, Shervheim, Pott & Lyons. Also present:Bldg. Insp. Mueller, Counsel Raleigh & Engineer Bonestroo. Minutes: Minutes of the meeting January 21, 1975- Pg.l subject,"Engineer" line 4 remove first word,"other". Pg.2 Subject,"Appointments"- Health Inspector is Dr. Van Meier- remove mayor & clerk. Motion by Councilman Abercrombie 2nd by Councilman Shervheim to approve minutes of the January 21, 1975 meeting as amended. Carried 5-0. J & W Boat: Jim Griffin submitted new sketch for grading based on recommendation of city engineer. Grading levels all tied to present building level. Mr. Griffin advised that the hearing on his ticket for illegal mining is scheduled for February 18, 1975. He requested that since he is following council's orders that the council consider dropping the charge. Griffin file to be referred to the PZC for their meeting February 11, 1975. Motion by Councilman Pott 2nd by Councilman Shervheim to authorize the mayor and assistant mayor to review the action of the PZC and make a decision regarding dismissal of the ticket. Carried 5-0. RR Crossing:Councilman Pott received complaint that there was no warning sign at the RR Crossing at 31st. St. on the south to north approach. Councilman Pott will pursue getting the RR crossing sign installed at this location. Engineer: Motion by Councilman Shervheim 2nd by Councilwoman Lyons that council set aside action taken during the January 21, 1975 meeting and reappoint Bonestroo,Rosene,Anderlik & Assoc. as Engineers for the City of Lake Elmo for 1975. Voting in favor -Councilman Shervheim, Councilwoman Lyons & Councilman Abercrombie. Voting against were Mayor Eder and Councilman Pott. Motion carried 3-2. Mayor appointed a committee of Councilman Pott and Councilman Aber- crombie to meet with engineer and counsel to draft a new engineering contract for 1975. Twin Point:Norm Schwartz requested permission to open Twin Point Tavern on Sunday at noon during February and March to accommodate snowmobilers. This does not interfere with church services in the immediate area. Motion by Councilman Shervheim 2nd by Councilman Pott to approve an early opening for the months of February and March. Carried 5-0. Dog Catcher:B & E Patrol has increased prices effective March 1, 1975. Bob Connally of Bayport is a possible replacement. He submitted a proposal with a rate of $6.00 per hour with him supplying the truck. Lake Elmo would have to bear the cost for some supplies such as heavy duty gloves, wire cages (dogs & cats ), uniform, CO2 gun etc. Motion by Councilman Abercrombie 2nd by Councilman Shervheim author- izing Councilwoman Lyons and Counsel Raleigh to draft a contract with mr. Connally for council approval. Carried 5-0. Meeting recessed at 8:32 PM in favor of Helmo Hearing. Meeting reconvened at 9:23 PM. MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING FEBRUARY 4, 1975 pg. 2 Richert Mining Permit:Council reviewed the new proposed contract with Mr. Rudy, who represented Shafer Contracting. Several residents were present and asked questions regarding the operation and seemed satisfied that it would not be objectionable. Motion by Councilman Abercrombie 2nd by Councilman Shervheim to approve S.U.P. for gravel mining on the Wilbur & Lydia Richert property thru December 31, 1975 based on the recommendation of the PZC and subject to the same conditions as specified in the 1974 permit. Carried 4-0 with Mayor Eder abstaining. Water school:Motion by Councilman Abercrombie 2nd by Councilman Shervheim to send Elmer Richert to Basic Water School and schedule him to take a Class C operators exam. Also to reimburse him $10.00 which was the fee for a special course that he is taking at St. Paul Technical School. Title of course math & hydralics. Carried 5-0. Midwest Planning:Motion by Councilman Shervheim 2nd by Councilman Pott to authorize mayor and clerk to sign the amended December 30, 1974 contract with Midwest Planning for services. Amended per recommendation of counsel in letter dated January 21, 1975. Carried 5-0. Motion by Councilman Shervheim 2nd by Councilman Pott to authorize mayor and clerk to sign contract dated December 31, 1975 with Midwest Planning as amended by counsel. Carried 5-0. Claims: Motion by Councilman Shervheim 2nd by Councilman Abercrombie to approve payment of claims 75069 thru 75107. Carried 5-0.
