St. No. MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING MARCH 18, 1975 pg. 1 Meeting called to order at 5:03 PM by acting Mayor Abercrombie. Present: Eder (5:05), Councilmen Abercrombie, Shervheim (5:03 to 6:32 PM) and Pott and Councilwoman Lyons. Also present: Bldg. Insp. Mueller and Counsel. Raleigh (5:03 to 6:32 PM). Minutes: Motion by Councilman Abercrombie 2nd by Councilwoman Lyons that minutes of the March 4, 1975 meeting be approved as submitted. Carried 5-0. Metropolitan Waste Control Commission: Councilman Shervheim Presented Resolution R75-11 endorsing Calvin J. Brookman to fill the vacancy on the Waste Control Commission created by the death of member Vernon Stensing. 2nd by Councilwoman Lyons. Unanimously endorsed by the full council. Mayor will also follow up and get the support from Washington County and surrounding communities. Derrick: Question of land use and zoning continues to be discussed,at different meetings, on the Derrick (Crombie) Property. Letter should be directed to Derrick advising them to make formal application for rezoning so matter can be resolved officially. Building Permits -Farm Property:Motion by C. Shervheim 2nd by Councilman Abercrombie that we adopt counsel recommendation to require building permits for buildings on farm property to assure that buildings are safe and to esablish a minimum permit fee of $25.00 until the matter is completely resolved. Carried 5-0. Building INspector:John Mueller has completed the Building Inspector Course pre- viously approved by the council. He now is attending a course"Plan Review- Non -Structural". Fee is $28.50 which he would like the council to reimburse him for. Motion by Councilman Pott 2nd by Shervheim to approve reimbursement of the $28.50 fee. Carried 5-0, Insurance Committee: The question of having a committee made up of insurance agents only was discussed. Councilman Pott stated he felt it would be in the best interest of the city to get broader input by appointing some mem- bers who are interested but not insurance oriented. Clerk instructed to advise the news media that we will be appointing a new committee and anyone interested in serving on this committee should advise the city office. Meeting recessed at 6:32 PM. Meeting reconvened at 7:45 PM. Cimarron SUP:Motion by Councilman Pott 2nd by Councilman Abercrombie to renew SUP for Cimarron for the balance of 1975. Carried 4-0. Councilman Shervheim absent (excused). Inspection tour required by Ordinance will be scheduled as soon as the weather warms up. Animal Patrol:Motion by Councilwoman Lyons 2nd by Councilman Pott to proceed with investigating possibility of contract with Mr. Connelly and if everything is in order, prepare contract, with counsel assistance. ( Carried 4-0. MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING MARCH 18, 1975 pg. 2 Eldon Loescher:Appeared relative to building a four-plex and a karate school on 34th St. North next to present four-plex. Mayor advised that the present building was approved prior to the current regulation. A multiple resid- ence is not a permitted use under the present zoning. Council attempted to discourage on the grounds that it probobly would not be approved but advised Mr. Loescher that if he still wanted to proceed with the rezoning request he should make application thru the city office. Traffic: Officer Furstenberg asked that the council consider posting speed zones and/or children at play signs in the Hidden Bay Area. Children are beginning to play in the streets and traffic is speeding up. Council- man Pott will handle the posting. Forester: Gerald Beach reported he was meeting with Mr. Benson and Mr. Auger on Friday March 21,1975 to discuss the tree chipping operation. These gentlmen should be advised to attend the next council meeting to dis- cuss plans of operation with the council. They will be scheduled for 8:00 PM on April 1, 1975. Tree Disease Control: Motion by Councilman Pott 2nd by Councilman Abercrombie to publish the Lake Elmo Diseased Tree Control Policy. Carried 4-0. Claims: Motion by Councilman Pott 2nd by Councilwoman Lyons to approve payment of claims 75153 thru 75174. Carried 4-0. Motion by Councilman Abercrombie 2nd by Councilman Pott to approve an expenditure of $18.60 for the 1975 Dodge Guide for Estimating Public Works Construction Costs. Carried 4-0. Census: Motion by Councilman Abercrombie 2nd by Councilman Pott authorizing Mayor & Clerk to enter into a contract with the Commerce Dep't for a new census at a cost of $2,605.00. Carried 4-0. W.Lundquist:Councilman Abercrombie presented Resolution R75-10 commending Mr. Wm. Lundquist for his time and effort as Chairman of the Lake Elmo PZC and asked council endorsement. 2nd by Councilwoman Lyons and carried unanimously. Olinger Pla :Because of the fog Olinger's decided not to appear. They will ask to be rescheduled at a later date. Correspondence:Letter from the county auditor requesting that Lake Elmo advise their office when clean-up days are scheduled so they can arrange to have the landfill open on Saturday. This indicates that the landfill is still scheduled to be operational in May. Mayor Eder will pursue this with the county and advise. Letter from Mr. Champion advising that the police contract will be acted on by the county board on April 7, 1975. Suggested that we hold up payment until we receive a contract. Letter from Thomas Scheuerman complying with Minnesota and DNR reg- ulations to advise local unit of government of any change to shore- line. Mr. Scheuerman has made application to DNR for a channel into his property between lots 7 & 8 Ruth's Addition.
