Mr. Robert Burns represented the Washington County Assessor at this meeting.
Assessor Wm. Park -and Clerk Mehsikomer were present for entire session with members
of the council in attendance periodically but not continuously.
1.Walter Ahola - explanation of market value and relationship to tax value
sufficed.
2.Brian Crombie Plate 37004-0012 Estimated and limited value shown as $59,030.
Building in area zoned agricultural requiring 5 acre lots. Lot valued at
$3,000/acre. Offered a number of sites that he had compared to his and he felt
that his were the highest. Claims to have a comparable house in Oakdale that he
built and which was built during the same time period and that house is valued
at a lower rate than Lake Elmo. (Duane Grace is the Assessor for Oakdale.)
✓3.F.G.Isakson - Valued at 3 buildable lots but there is really only two lots and
some swamp property. Claims that part of property was deeded to East Oakdale
but it has never been taken off his roles so he has been paying taxes on the
property all along. Assessor Park to review this swamp area. One suggestion
made is that since they are senior citizens that they apply for freeze.
4.Leon Shriner 9441 Jane Court N.(Dawcin Acres) did not get statement.
5.Tom Armstrong - Claimed that -the hearing did not meet statue since he'did not
receive his notice the required 10 days before the hearing. Recorded conver-
sation. Requested breakdown of evaluation. 10 acres valued at $1,110/acre.
Property now in green acres, as of May 1. 1973 value $5,000. Personally has
10 acres, 8 agricultural and 2 residentila for building site. Assessor gave
breakdown floor by floor and item by item. Building value $65,010. Mr. Armstron
concluded his hearing with the comment that if he was not satisfied that we
may be hearing from him again. No further action at this time.
6.John Kleis - general explanation sufficed.
7.Rosalie Wahl - 10231 47th Street North. Plate #37011-2550. Reiterated the
words of Mr. Armstrong regarding inadequate notice. No action.
8.Swager - explained that the statement received was 1975 evaluation not 1975
taxes. Assessor Park will handle.
te'"9.Conrad Adams - Requires some changes and a recommendation from the assessor.
Plate 37135-2950 delete buildings from this plate and set land value at
$2,500. Original land value $5,000.
37135-2000 add building value of $29080 to this plate making a total value
of $39,990.
IO.Wm Lehman (recorded)37036-3350 asked for breakdown on evaluation. Land value
148,600 or 40 acrea at $1,215 per acre. Building value increased by 57 from
$88,696 to $93,130. Ultimate value increased by 10% from $403,230 to$428,000.
Apparantly he was satisfied with the explanation.
ll.Fred Primol 7680 50th St. 37880-1975 1974 value $19,000. 1975 value $37,880.
Added bldg.for power tools valued at $15,950 plus land value increase.
Apparantly satisfied with information.
12.Mary Hubenette - had not received notice. Plate 37456-3650 1974 lot value
$5,610 to $6,200 in 1975. House value from $$21,225 to $23,445. Total value
increased from $26,835 to $29,445. Not happy but satisfied.
13.F.How lots 361-365 Lanes Demontreville Country Club. No basic problem.
Suggested that since he was a senior citizen that he make application for
senior citizens credit.
14.Dorthea Arndt.37445-2606 Lots 168-177 Lanes Demontreville Country Club.
Accepted expanation of evaluation increase not tax increase.
15.Howard & Gaylen Springborn - Asked why forms had been sent to Ziton. Since
Ziton is th owner of record he would receive the forms. Requested information
on the values established by the assessor. Seemed satisfied.

16.Robert Vener 37750-4050 Asked the basis for the evaluation. Advised that
land was valued at $4,250 and buildings $26,255 for total of $30,505.
17.Gary & Sharon Heulsman 37405 - 2350 Increase from $32,370 to $34,865 was
for a driveway. In 1972 this was not included it has now been added. Again
accepted the answer but were not exactly happy.
�,18.Don Delander Has a Wausau Home. 37015-4000 House cost him $26,491. New
value has house at $26,525 and land at $5,600. Assessor agrees that the land
value is high. Recommends that we decrease land value from $5,600 to $4,500.
19.Ellen Clagett - expanation of evaluation seemed sufficient.
r.,IO.Robert Charboneau 37445 -2690 lots 186-200 & 207-215 Lanes Demontreville
Country Club Questioned land value and 2 buildable lots on property. He main-
tained that a great share of it was low land.
Assessor recommends that the land values be reduced by $3,265 to a new value
of $1,360.
21.0ames Gergen-Asked how market value was arrived at.Seemed to be satisfied.
p22.Jim Olson - 37036-2850 Land value established as $18,000. Claims that he
would sell for $9,000. It is 1 acre commercial property.
Assessor recommends that land values be adjusted with a reduction of
$6,690 to a new value of $11,650.
23.Alice Schiltgen-Requested expanation of the form that she had received. She
was not in disagreement with the values established and seemed satisfied.
24.Delores Tacke- Same explanation and results as in #23.
25.Joe Moris- Explained the agricultural evaluation. No further questions.
!A26.John Leslie - 1972 received and filed a court order changing the name on
the description to only John Leslie. Latest statement still received showing
both Mr. & Mrs. Leslie. Unhappy with the change of value from $28,500 to
$39,800. It is an all electric home and John feels that it is not worth it.
Assessor explained the method of arriving at market value..This answered Mr.
Leslie but did not satisfy him.
27.Audrey Olson -Complained bitterly that she had just received her notice in
the morning mail of the day of the hearing and felt that this was not legal:
Her values increased from $29,050 to $32,915. She was not happy and advised
that she would discuss the matter with her husband and if they were not
satisfied with the explanation they would be back.
28.Jess Mottaz General explanation.of the meaning of values and an opportunity
to®express his feelings seemed to satisfy Mr. & Mrs. Mottaz.
i/29.W Baber - 37036-2750 Property valued at $6.900. It is a commercial piece
of property on Highway 12 next to Drive -In Theatre. Claims that the property
is not worth that since it is landlocked and he does not have any access.
Mr. Baber to check deed and determine if he has any access and report back.

O.Constance Smith - 37440-2000 Asessor to recheck.
31.Warren Johnson - 37750-4500 1975 value increased by $3,500. No action.
32.Alfred Zuercher - Explained the market value. Section 11, house valued at
$5,100 and 4 acres of land at $2,000/acre.
33.Robert Olson - Explained breakdown. Lot value increased from $3,000 to
$4,200.
34.George Ringwelski - 37014-3000 Meadowlark Lane Explained breakdown. 2 1/2
acres of land valued at $9,425. No further action required.
�5.Bob Dreher- 37032-3350 Maintains that he is being billed or taxed or valued
for an unbuildable swamp lot. Assessor agrees. Recommends that the land
value.be decreased from $17,510 to $9,140; a reduction of $8,370.

36.Donald Nelson — explanation of values seemed to satisfy inquiry.
37.Janet Sovereign - Asked for and received a breakdown of building appraisal
from the assessor.
38.Mrs. Doris Bubere - 37002-2800 on Keats Ave. No action required.
39.Mrs. Helen Fisher - Listed as a dual owner of property. Explained the
meaning of the 5% increase as it relates to the total market value.
1zlO .Gary Baker - 37445-7990 Lots 12-26 Lanes Demontreville Country Club Wants to
be treated comparable to adjacent property owners. Has 200' lot @ $7.20 or
$14,400. He feels that $9,075 is more realistic. To be reviewed and brought
up at the June 4,1975 hearing resumption.
41.Gailen Smith- 37095-2700 Increased 25% last year. Assessor advised that
this was for the addition of a garage. Cost $1,700 but Market value of
addition was $6,000. Estimate $32,415 Ltd. $32,225
42.Mrs. R. F. Miller - 37065=2300 Arvold Acres 1974 value $46,783 new value
$49,765. Land value $6,600 to $8,450. New value should be 49,122.
43.Rube Gustafson - 37547-3300 Oace Acres Maintains that part of the lot will
be roadway and that lot is valued too high.
MEETING RECESSED AT 8:15 PM with a schedule to reconvene on June 4� 1975 at 3:00 PM
and to remain open until 7:30 PM or until everyone had a chance to be heard.
v�1.3M represented by Wm. Langlois and John Leslie. 37025-2050 $46,000 added for
lights on ballfield. Ball diamond installation was originally valued at
$85,000. This was appealed and reduced to $25,000. Although the cost of the
lights was more than value listed it does not represent the value added.
Assessor advised that he had used the figures for electrical additions. Also
advised that the open space regulation applied to land only not to other im-
provements, this was verified in discussion with Wayne Carlson,State of Mn.
37025-21.00 $90,000 added for golf course ($5,000 per hole - 18 holes) plus
t 2 wells at $12,000 each. Increased by 10% for inflation.
37025-2500 2 wells at $12,000. Requests that we reconsider the evaluation.
V'r2.John Leslie - 37024-2750 150 ft lot adjacent to the lot that has his house.
Lot is 6 ft below the road level. Acreage at $3,000/acre. Lot valued at
$10,000; this is for lot with house and house is valued at $28,792.
Feels that land value is too high, should be comparable to Lake Jane Hills
that are valued as $6,600 for a lot.
Cy 3 Mrs. Delbert Harrington - 37035-2100 & 2050. 2100 is lot only and was
=necessitated because the owner could not sell the lot at one time since it
was location of the old school. This value was $2,788 now valued at $5,285.
2050 land is valued at $8,325 compared to 1974 value of $4,389. House was
valued at $9,652 increased to $13,510 for 1975. The two lots together make
up about one acre. House is about 90 years old.
Assessor advised that he felt lot was valued too high.
v 4.Robert Ross - 37008-2150 4555 N. Olson Lake Trail. Also plate 37008-0380.
Actually this is a single lot; claims that in 1970 he was told that it would
be considered a single lot. 1975 values of the combined plates is $9,900.
This is $825 over the amount charged for a lakeshore lot and should be
adjusted.
iZ 5.Mr. & Mrs. Everett Holt - House is assigned to wrong lot. Paid $8,500 for lots.
Land value increased from $11,100 by 10% to $12,210. Claims that we are
driving him off his property because of taxes. Questioned 2 building sites
and land values.

6.Dennis Anderson - 37549-3200 Lot 6 Block 2 Oaces 5th Addition.Built and
moved into house in 1973. Land value set at $6,600 actually paid $7,000.
House was $25,000 on partiallycompletedbuilding. Actual building costs
$38,000 did own plumbing. Value $35,247.
�7.Dick Lambert 37013-2120 Kennell land valued at $900/acre in 1974 and at
$1,110 in 1975. (Correction -plate listed is for grain elevator). Kennell
area is on plates 37016-2545 and 2400. 2545 is 2.1 acres and 2400 is 3.7 acres.
Maintains that a good share of this property is swamp and not useable. This
/. area to be reviewed before decision to determine possible value.
f 8.Dick Baber - 37036-2750 His dad, actual owner of the property appeared on
May 22 and was to check on access. Maintained that land is landlocked and
advised that value too high. Would be willing to offer the land for $2,500.
/'9.Thomas Lindbeck - 37085-3550 Land valued at $4,200 claims to have paid only
$2,500 for it in 1972. House is 1048 Sq. ft. and he paid $32,700. House
is valued at $35,545 plus $4,200 for lot for total of $39,745.
Requests a reduction of $5,000 in total market value. Request that his gar-
age be classified as a shed and valued accordingly.
IO.Thomas 5weno - 37406-2000 Kennridge Addition Lot value increased from
$1,000 to $4,760. All lots in this addition treated the same. Actually paid
$6,900 forlot.
ll.VFW 37015-2090 was $70,905 increased to $74,450 for buildings. With land
the new value is $81,050. Land valued at $55/ft. Ballfield valued at
$36/ft. Total value now $97,655. Taxes paid in 1974 amounted to $4,030.94
Advised that we are forcing them to close up that they can not keep up with
the increasing tax load.
12James Bolger 37036-3000 Lot 19 Oares 3rd Addition. Has total of 1800 sq. ft.
including basement. Land valued at $6,200 and house at $36,270 for a total
of $42,470. House built in 1971 for $30,000 and purchased by Mr. Bolger
,,for $56,000, Complained about comparable assessment values in the area.
t= 13.Len Kervida 37032-3200 on Green Acres. 38 acres value increased from
t'.,,;$33$000;to $70::000.`Land valued at $1,110/acre. Claims that a good share of
this land is swamp land and should not be valued at full value. Assessor to
reevaluate this and make a report.
14.Dean Hedberg 37672-2000 & 2150 Reg. Land Survey 46. Was valued at $1,800
by court order. 1975 value to $2,000. New values on both lots will increase
to $2,250.
15.Gary Schmidt - 37155-2650 Land value of adjacent lot increased by 100%.
Approx. 1 acre. All lots in Panasow Plat valued at $6,600. Actually paid
only $3,400 4 years ago. Feels lot overevaluated.
16.Mrs. Jerome Raleigh 37002-2450,2500 & 2550. Explained the values and the
Green Acres regulation. Seemed to be satisfied.
1_='17.Dayton-Hudson 37027-2150,2200 & 2250 2150 Water 2200 2.8 acres. Card
shows 4 acres Value was $13,275 recommend $4,605 2250 house removed
Value $21,115. 37024-2000 77 acres, of this 39 acres are under water.
New value is based on 77 acres at $1,110/acre. Old rate was 50-60 bucks
per acre. Request that we consider this for value reduction.
