MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING, FEBRUARY 17, 1976.
Meeting called to order at 5:15p.m., by Mayor Eder.
Present: Mayor Eder, Councilman
and Councilwoman Lyons.
Also present: Counsel Raleigh and
Abercrombie, Shervheim and Pott
Engineer Noyes.
Grader: Motion by Councilman Shervheim 2nd by Councilman Pott
authorizing sale of Allis-Chalmers Grader 'including wing,
to the City of Bayport for $1,500.00. Clerk to direct
letter to Councilman Peterson. Carried 5-0.
Interim -plan: Engineer Noyes reported that survey on all lakes,
except Eagle Point, has been completed. DNR is behind
schedule and they want to coordinate operation. A Semi-
final report of the Interim Drainage Study will be avail-
able week, of February 23rd. A special meeting is called
for Thursday, February 26, 1976 in the Council Chambers
at 8:00 p.m.
Ebertz: Mayor Eder briefed the council on the Ebertz request to
rezone WI/2-SEl/. 4-SEl/4 of S 34, T29N, R211^7. He suggested
that council review so they are prepared to make decision
after PZC has studied and made a recommendation.
Demontreville Highlands: Motion by Councilman Abercrombie 2nd by
Councilman Shervheim to approve realignment o:7 the major
north -south road westerly to the top of the ridge line in
accordance with Exhibit A, dated February 17, 1976, on
file in city office. CArried 5-0.
5 year Capital Improvement Committee: Council will name a 5-7
member committee to prepare a five year capital improve-
ment recommendation. Among names suggested for membership
on the committee were Dennis Geiger, Paul Emerson, Earl Goerss,
Lawrence Kleis, Gaylen Springborn, Ed Stevens and Robert
Ziertman.
Recess at 6:30 P.M. Reconvene 7:35 P.M.
Insurance Committee: Clerk instructed to send letter to potential
members of insurance committee to determine if they will
accept position on committee. It is hoped to have them
together for initial briefing in the next two weeks.
Metropolitan Animal Patrol Service Inc: MAPSI. Mr. Sockish briefed
the council on what services his firm could offer. These
included patroling by the hour, issuance of tickets to
violators, housing and disposal of animals caught and not
picked up by owners. A copy of a contract was referred to
counsel with instructions to make sure it is acceptable -to
both Lake Elmo and r4APSI. Because of the large number of
complaints recently, added effort will be given to help
relieve the situation.

Lake Jane Hills: Bruce Folz explained the 2nd. Addition and asked
approval of preliminary plat. The question of park
dedication was raised. Mr. Folz explained that in the
original proposal for 100 acres in Lake Jane Hills a
7-1/2 acre site was suggested for dedication. Counsel
to review file and relay findings to Par}: Advisory Board.
Motion by Councilman Shervheim 2nd by Councilman Pott
to give preliminary approval of plot plan subject to
comments from Park Advisory Board, counsel and planner.
Carried 5-0.
Claims: Motion by Councilman Shervheim 2nd by Councilman Pott
to approve payment of claims 76102 thru 76118.
Carried 5-0.
Minutes: Motion by Councilman Shervheim 2nd by Councilman
Abercrombie to approve minutes of February 3, 1976
meeting of the council as submitted. Carried 5-0.
Berschen Shores: Motion by Councilman Shervheim 2nd by Councilwoman
Lyons to approve plat for Berschen's Shores, 2nd.
Addition. Carried 4-0, Mayor Eder abstained.
Adjournment: Motion by Councilman Shervheim 2nd by Councilman
Abercrombie to adjourn at 9:26 p.m. Carried 5-0.
