Carried 5-0. Welcome Wagon: Mayor advised he had been approached relative to establishment of a Welcome T,7agon in bake Flmo. nuesti on was raised as to what businessmen would. they r.enresent. It was suggested that any request for a T-7elcome TTaaon should come from the local businessmen and not Welcome r•Tagon Hda. Mayor Eder will review. Special Ilse Permits: Councilman Shervheim offered Pesolution P76-7 covering annual renewal rates for Special Use Permits. $7.50 for signs and $25.00 or actual costs whichever is greater for all others. Carried 5-0. 2nd. by Councilwoman Lyons. Carried_ 5-0. White Nat Game Room: Request from Tom Olson to transfer the licenses and operation of. White ITat Game 'Room to himself_ from Sarah Adams. Motion by Councilman Pott that council approve reissuance of licenses to Mr. Tom Olson an-i cancel the licenses issued to Sarah Adams subject to a written request from the owner, Sarah Adams. A rebate of 509 of the unused balance of license fee will be made to owner and new operator will be billed for the new licenses with the fee prorated for the balance of the year (9 months--75°; of fee). Carried 5-0. Minutes: Mayor advised that adjournment of meeti_na of Tlarch 2, 1976 meeting occurred before clerk advised he was resianincr effective April 1 and minutes be adjusted accordingly. Motion by Councilman Shervheim 2nd by Councilwoman Lyons that minutes of March 2., 1976 meeting he approved as corrected. Clerk Resignation: Clerk advised that he still planned to resign. He agreed to extend the cute but advised the council_ they should be looking for a replacement. Recess 9 6:30 p.m. Reconvene 7:35 p.m. MINUTES OF TIIE LAKE ELMO CITY COUNCIL MEPTING, March 10, 1976-- Page 2. 3M-Tartan Park Pumping: Motion by Councilman Abercrombie that council approve engineer recommendation for pumping on 3M property as long as they conform to the approval permitted by Va11_ev Branch Watershed District. 2nd by Councilman Shervheim. Carried 5-0. Planners: Councilman Abercrombi_ advised that he had met with P7C Chairman and Planner Licht and a copy of the proposal has been distributed.. Motion by Councilman Pott 2nd by Councilman Ghervheim to approve a 30 day extension of contract with Midwest P.lanninq with council to review planner Proposal for future contract consideration. Carried 5-0. Richard Grossman: Engineer Noyes has reviewed the drainage problem at 7990-50th. St. North. Engineer recommended installation of a cross culvert between T,7oods and Grossman, clean up and improve ditch and install culvert at Wood Driveway. estimated cost if city employees do work is 5320.00. A second alternative is to raise the blacktop so drainage is tapered away from the residences. Estimated cost $7,300. Fnai_neer recommended. installation of culvert at 928.5elevation. Ne aareed that this would not solve problem in times of high water. Top 20• A1r. Nordlina_ and. Mr. Folz. Reduested council. approval of. preliminary Plan. Mr. Folz advised that property was surrounded by park. He asked council if they would consider blacktop on the additional 150' of Parkland Ave. (27th. Ave. "To.) . Council advised that at time Tahlyn Park was hlacktopped residents did not want this area bl_acktonped. r)uestlon raised .r_olative to zoning. Council advised that they had no thoughts of r_ezoni_na. Discussion whether the proposed loon road is actually a dead. end road.. Mr. Folz contended it was not. question of road grade limit being maintained. Mr.. Folz again said it was his opinion they would be within maximum limits. Council did not give approval of this concept. Interim Drainage Plan: Engineer Noyes updated council on Interim Plan. Counsel advised that he had been in touch with DNn and they_ are ready to go public. Tentative elate of March 30th. set if agreeable to DNR. (DN" not available --rescheduled for Monday, April 5, 1976). Counsel. will arranae for publication of meetinc notice. DNR advises we can anticipate a reply within 2 weeks after meetina. The Valley branch !Watershed District wants to reply first before DNR issues permit. Brian Crombie express�:d opinion that this was a natural phenomenon and city should take no action. N. Scotty Lyall suggested that council should adopt specific alternates relative to movement of water .from high water area. Motion by Councilman Shervheim that Mayor Fde.r_ and Engineer Noyes review detail and prepare a recommendation for Vallev Branch Watershed District to supply the information they had. requested. 2nd. by Councilwoman Lyons. MINUTES OF THE LArE ELMO CITY COUNCIL MFETING, March 16, 1976-- paae 3 Interim Drainage Plan cont'd: Anticipate report out by 3/2.3 so VBI^'S will have prior to their meeting March 25, 1976. Counsel to check easement status on various proposals. Motion by Councilman Pott 2nd by Councilman Shervheim to authorize estimates on raising houses affected by High Water. These to include Grossman., Wood, Brown, Sinaer_, Or.borne, Iijelmgren, Keane and Berringer. This will be held up for two weeks and each resident giv,^n notification so they can get their own estimate. Council restated its position to get all septic systems up to code. Charter: Motion by Councilman Shervheim 2nd by Councilman Pott to set Charter election for Tuesdav, April 27, 1976. Fours 12:00 noon to 8:00 n.m. Ruthmary Logue was appointed to head up election judges. Approval for 8 judges for election. Carried 5-0. Claims: Motion by Councilman Shervheim 2nd by Councilwoman Lyons to approve payment of claims 76145 thru 76164. Carried 5-0. SUP:-- Cimarron: Motion by Councilman Shervheim 2nd by Councilman Abercrombie to approve renewal_ of S.U.P. for Cimarron for another year. Carried 5-0. Plats: Motion by Councilman Pott 2nd b-7 Councilman Shervheim to take following action relative to incomplete plats. 1. Oace--Advise Mr. dace that he owes city 5M0.00 for finishing work on road done by City. irpon payment of this amount the orictinal.. deposit of 5500.00 will be released. 2. Emersons check should be returned since he is now fully covered by bond. 3. Francis Fder--Delmer Fder should he informed to supply a transparency for city files. When received, $1,000.00 117ill be released. 4. Pearl Patterson is a legal problem and placed in the hands of counsel to resolve. 5. Lund.holm to be advised that they still owe city a registered survev or certificate of survey. If not received city will obtain required document and bill the Lundholrns . When completer) $500.
