PI. by Mayor T'der. . Present: Mayor Fder, Councilmen Shervheim and Pott and Councilwoman Lyons. Absent: Councilman Ahererorbie. Also Presnet: Building Inspector "dueller, Counsel Raleigh and Fngineers Noyes and Ponestroo. John "dueller: Lake Elmo Elementary School Sewer System. John advised that excavation required for the school addition removed part of the old drainfiel.d. He felt that material hauled out was decomposed waste. John asked to have Pnaineer Noves review the school system and determine if it is an acceptable plan7 if not to come up with a recommendation. Council directed Fnaineer Noyes to perform the requested review and advise the City of his findings and recommendation. Council meeting recessed for supper at 6:35 P.M. Meetina reconvened at 7:34 P.M. Washington County .Library -Loading Zone: Letter received from James Wells - Director of the Library asking permission for a loading zone in front of 3459 Lake Elmo Ave. No. to facilitate l.oaOing and unloading the bookmobile vehicle. The T^7ashinaton County Highway Department advised that approval of City of Lake r'lmo was necessary. "one would be required from 8:10-10 00 A.M. Councilman Shervheim offered Resolution R76-28 estahlishina a 3 way stop at the intersection of Jamley and 31st St. No. Second by Councilwoman Lyons. Carried 4-0. Lake Access -Lake Elmo: A group of citizens appeared to protest any support of lake access on Lake Elmo. Councilman Shervheir. .. gave detail on what hannened at the meeting of the Park. Advisory Board. He stated that it was a conceptural plan and the council 77ould take no action until a formal r.eRuest was submitted to the council. Tom Yeller expressed his disatis- faction at any, consideration of such an access and stipulated reasons why. Bob Peterson expressed his disatisfaction in the Water Surface Study Committee not being advised that this was on the agenda. Mears Property: Councilman Shervheim offered Resolution R76-2.9 directed to Washington County Board of Commissioners relating to Lake Elmo Metropolitan nark and askec' council approval. 2nrd by Councilman Pott. Carried 4-0. I-94: Councilman Shervheim offered Resolution R76-30 confirmina support for location of I-94 on the so-called "Northern Route" and urging immediate completion thereof and requested council approval. 2nd by Councilwoman Lyons. Carried 4-0. Clerk directed to send ccpies to James *Tarrincrton and Vlilliam rlerritt of the Minn. Ilw.y. Dept. and also to the Mayors of Woodbury and Afton. Newspaper Boxes: Councilman Pott advisee? that he would include as part of right of way policv a recommendation for a single pedestal for both the mail box and paper box and a color restriction on the napes box. Metro Council: Councilman Shervheim offered Resolution R76-31 expressing Lake Elmo's Position relative to location of IIUSA line, and requested council to approve. 2nc' by Council- woman _Lyons. Carried 4-0. Minutes: A2otion by Councilman Shervheim, 2nd. by Councilman Pott to approve minutes of .Lake Elmo City Council "leetinrr of September 7, 1976 as submitted. Carried 4-0. Eagle Point Fork: Engineer to reviel-T to determine if seconds were available for pipes and if the supplier would set them in place if the City has the ditch ready when they deliver. pipes. Engineer to report back at October 5th meeting. Newsletter: Discussion regarding next issue of newsletter. Approval requested and granted to hire someone to assemble the ne�,7S- letter ("flollie Hedges suggested) at a cost not to exceed $150.00. Items to be included are: Charter, Clean LTp Days, 'Metro Park, Dudaet, Lake Access, Doct ordinance, Funtinc, Ordinance and any other pertinent items that are newsworthy.. Correspondence: Letter from engineer_ advising status of Eden park regarding development contract. He will advise amount of required bond which clerk will relav to T?r. Emerson. Letter received from Ponestroo, Rosene, Anderlik and Assoc. along with a contribution of. $250.00 to he used for park development. Mrs. Norton requested clarification on her position relative to drainage ditch thru her property. Counsel was unable to September 21, 1976 Council ^^inutes - Page 3 locate any easement for the ditch. Counsel will prepare an easement for signature of the Nortons which will hold the PTortons harmless should an accident occur on this property. Letter from Mr. and Mrs. Carl Paul explaining that they could not financially handle any rebuilding of a new septic system. Budget: Discussion on budget not completed, will be rescheduled for September 24, 1976. �/J 7 Wages: Mayor Eder submitted ordina ce adjusting salary of Mayor from $1,800 to $2,000 and salary of members of the Council from$1,200 to $1,500. 2nd by Councilwoman Lyons. Carried 4-0. Claims: Motion by Councilman Shervheim, 2nd by Councilwoman Lyons to approve payment of claims 76839 to 76842 and 76904 to 76943. Carried 4-0. Sewer: Motion by Councilman Shervheim, 2nd by Councilman Pott directing clerk to write a letter to Engineer Noyes reguestinc7 status report on sewer problems and a determination when this project will be completed. Carried 4-0. Joe Rogers: Traffic thru park property from Joe Rogers narking lot. Counsel Raleigh agreed to contact Joe Rogers regarding a stipulation in the purchase agreement that he install a barricade.
