Pre -council interview with "r. Lawrence 'R. 14hittaker and mer,bers
of Mahtomedi City Council. Mr.Whittaker is the individual hired
by Mahtomedi as City Administrator. The intent is that Lake Flmo
participate and pick up approximately 50% of the time and effort
available from Mr_. Whittaker. L.,'aRe offer from Mahtomedi is 515,n00
plus fringe benefits with a review scheduled in 6 months.
Council meeting called to order at 7:30n.m. by *flavor Armstrong.
Present: Mayor Armstrona, Councilwoman Lvons and Councilmen
Shervheim. and Morqan
Absent: Councilman Pott.
Also Present: Counsel R. Marshall and Planner -. Loucks.
Shared Administrator: Councilman Shervheim offered the followina
resolution and requested council approval. Tt is
resolved that the City of Lake Flmo is interested
in joining with the City of Pyahtomedi to hire a
shared administrator, provided that an Tnter
Governmental Personnel. Grant is available to assist
the two cities. Seconded by Council -man r"oraan .
Carried 4-0. Councilman ^ott absent.

Lions Club Pancake Breakfast: Motion by Councilman Shervheim 2nrl
by Mayor Armstrong to approve request of Lake Elmo
Lions Club to use the fire hall for a pancake break-
fast on May 1, 1977. Carried 4-0.
Lake Flmo-Oakdale joint liason planning committee .re: III development.
Motion h};, PTayor_ Armstrong 2nd by rouncil.woman Lyons
that the Mayor and Councilman Morgan w ll represent
the city council and Duane Grace and Dick Johnson
will represent the PZC on the joint liason Plannina
committee regarding T-I development project.

Poo ice : Sheriff Ed Tt'estphal introduced the two deputies
who will serve Lake Tlmo. Pale rurstenbera who
has had the .Lake Flmo area and Gary Swanson the
new patrol officer. officer Swanson has been on
duty since April 1, 1977. Contradts will be. mailed
out shortly. Estimated cost for 1977 is fi35,nn0.

Reviewed the proposed layout for the council and
interested citizens. Requested city council to
consider and approve proposal by mic' summer.
The decision on the Southern route is irrevocahle.
Mr. Lindsev suggested that the council review the
plan with the city engineer and determine what
changes are requested that can be considered.
Highway Department will keep in touch with City
on the I94 project.
Jess Mottaz: Mayor Armstrong offered a resolution amending
chapter 402 of the Municinal_ rode relating to
Mobile Domes. Chanter 402.n21--The provisions of
Section 402.010 and 402.010 shall not rrohihit
temporary use of a mobile home as a sinc*le family
residence, during a Period not to exceed ten months,
while the family occupying the same is constructing
a residence on the lot on which the mobile home is
located.. Provided, the owner of such lot shall
first secure a building permit for_ the nermanent
residence on said lot and a Permit for termnor. ar. v
use of a mobile home as provided herein. `T'h(� hui_ld-
incr official may issue a hermit for ternorary use
of a mobile home for a period not to exceed ten months
from the date of issuing of the Permit for the
permanent residence provided the owner shall enter
into an agreement with the city, in a form satis-
factory to thecity attorney, agreeing to remove the
mobile home from the said lot no later than ten
months from the date of issuance of the permit for
the permanent home. Said agreement shall provide
that in the event the owner fails to remove the
mobile 'some in accordance with the provisions of
his permit, city may cause the mobile home to he
removed and stored in a suitable place at the owner's
expense.
The owner's performance of the said agreement will
be secured by a boned or a cash deposit filed with
the clerk in the amount of S11000. TTe requested
council approval. Second by Councilman rlorgan.

Councilwoman Lyons to approve preliminary Plat
(lot shown on proposal as PARE: will he established
as an outlot or attached to lot 1) subject to Pzr
recommendation proposed in their minutes of February ?8,
1977 meetin_a except that the easement for access ho
eliminated. Any easement reauirecl by ennineer for
utilities would he apnroved. Carried 4-0.

DFmontreville Highlands —Fourth Fourth Addition --Storm Sewer.
Discussion dial not result in any action except
that further consideration will he coven but no
encouragement one way or the other.
Rear_ina pond and Lake Demontreville access acquisi-
tion was given general discussion. Councilman "oraan
plans to meet with DNR and discuss alternatives.
Systems Statement --Ron Nelson expressed concerns over statements
regarding Tri-Lakes status (also stated in his
letter of 4-2-77). Suggested that statement be
made that at this point there no evidence that
sewerina is requireO either from a ecological or
health standpoint as he feels this is the fact.
Copy of Nelson letter be sent to engineer request-
ing that he respond to council.
Civil Defense: Mayor received letter of resignation from Don Olson
as Civil Defense Director.
Motion by Councilman Shervheim 2nd by Councilwoman
Lyons to appoint fire chief as temporary civil
defense director until a replacement is names.
Carried 4-0.
Junker Solid Waste Haulers License: Motion by Councilman Shervheim
2nd by "ayor Armstrong to approve application as
long as Proof of insurance has teen received and
license fee paid. Carried 4-0.
Copies of city documents: Motion by Mayor. Armstrona 2nd by Council-
man Morgan to make copies of minntes, agendas etc.
at a cost of 5.10 per_ page plus mailing cost. A
deposit of 210.O0 would be required and records
maintained. When balance reaches 51.00 citizen
will be ac'visef to resubmit an additional deposit
of $10.00. Carried 4-0.
Board of Review: Board of Review for City of Lake Elmo will be held
on Wednesday, June 8, 1977, 9:00 All to 3:00 P.M.
at Lake Elmo City Fall.
Claims: motion by Councilman Morgan 2nd by Councilman Shervheim
to approve claims 75366 thru 77402. Carried 4-0.
Comprehensive Plan: Motion by Councilman Shervheim 2nd by mayor
Armstrong to approve recommendation of counsel to
change the front cover of the "Comprehensive Plan"
to "Comprehensive Municipal Plan" and chancre date
from 1975 to 1976 in accordance with Resolution R76-18
Carried 4-0.
Adjournment: Motion by Councilman Morgan 2nd by Councilman Shervheim
to adjourn at 11:52 P.M.
