Meeting called to order at 5:12 pm by Playor Armstrong.
Present: Mayor Armstrong, Councilwoman Lyons, Councilmen Shervhei.m (5:30),
Pott and Morgan (5 - 5:55).
Also present: Counsel Raleigh, Lawrence Whittaker and Eng. Tom Noyes(9-9).
Roy Lohmann: Mr. Lohmann & Mr. & Mrs. Markgraf appeared at the request
of the council to discuss access to Lal:e Flmo through his
property. Officer Furstenberg had suggested that was
causing, a traffic problem. Mr. Lohmann advised that this
was not a public access and was used basically by his friends
Two things will be accomplished to help alleviate the
problem. Mr. Lohmann will clear away some of the growth
along_ the roadway and the city will request the State
Hwy. Dept. thru the county, to consider reduced speed
zones on Lake Elmo Ave. from 20th. St. No. to the current
30 MPH zone.
Fred King: Variance on sewer system on Lot 2, Pabst Lake Jane Lots,
Second Division.
Motion by Councilman Morgan 2nd by Mayor Armstrong to
approve variance subject to receipt of complete list of
signatures of landowners within 350 ft. of property line
or the hearing which will be scheduled for June 7, 1977
or subject to meeting criteria established by counsel.
Carried 5-0.
Reid Property Draft: Motion by Mayor Armstrong 2nd by Councilman Morgan
to approve the draft for acquisition and advise counsel
to proceed as necessary. Carried 5-0.
Systems Statement: Mayor Armstrong will review the original proposed
statement amending the sewer portion as originally dis-
cussed and will have the revision ready for council action
June 7, 1977.
Retired Firemens Appreciation: Firemen Robert Dennis and Raymond Sachs
will be retiring May 24, 1977, the 20th. anniversary of
the Lake Elmo Volunteer Fire Dept. They should he presented
at the earliest possible date with an appreciations award
plus their original gear with a special badge inscribed.

service in the Lake rlino Volunteer Fire Dept.
Council Advisory Committee: Councilman Morgan distributed a brief
description of composition and objectives of such a
committee and asked council to review it and consider it
for discussion at next meeting.
Recess at 6:30 p.m. -- Reconvened at 7:34 p.m.
Speed Zones --Councilman Shervheim presented Resolution R77-4 reauestina
the Minnesota DOT to review certain speed zones in the
City of Lake Elmo and requested council concurrence.
Second by Councilwoman Lyons. Carried 4-0.

Minutes: Motion by Mayor Armstrona 2nd by Councilman Shervheim
to approve minutes of Council meeting of May 3, 1977 as
submitted. Carried 4-0.
Motion by Councilman Pott 2nd by Councilman Shervheim
to approve minutes of Special Meeting of the Lake Flmo
City Council May 12., 1977 as submitted. Carried 4-0.
PZC Replacement: Council interviewed Donald Moris, Richard Hesse,
Howard Michels and Nancy Prince relative to appointed
to the PZC to fill out the unexpired term. of Tom Torseth
(Dec. 31, 1978). Decision on final appointment deferred
to June 7th. meeting.
Sewer Proposal --old City of Lake Flmo--Engineer Tom Noyes delivered
10 copies of the "Renort on old Village Area Sanitary
Sewer Service for Lake Elmo, Minn. 1977".
Copies to mayor, council, Larry rahittaker, Ann Skinner,
Mollie Hedges and Don Raleigh. Two copies placed in city
office ---Additional 15 copies were reauested. of these two
will go to HTAshington County Library and the balance to
the Sewer Study Committee and balance to pzc.
Engineer Noyes outlined the proposal on a sewer system and
explained the variations presented in the report. Total
estimated cost $1,399,400. About 20 interested citizens
were on hand and offered encouraaement to the council to
proceed as quibkly as possible on an affirmative plan.
Members of the Sewer Studv Committee to be contacted to
determine their willingness to serve and then any vacancies
would be filled so this committee can study this proposal
and offer comments.
Motion by Councilman Shervheim 2nd by Mavor Armstrrona to
proceed with the recommendations of the Fngineer. Counsel
and City Administrative Assistant to coordinate the efforts
to determine what funds are available and to determine
which applications for funding should be pursued first.
Also to proceed with recommendations on page 13 of engineer
report. Carried 4-0,
VBVTD--------- Managers A. Dornfeld and A. Horninq apneared to discuss
the communications problems between city and board. Before
discussing, Mar. Dornfeld presented the city with a check
for $500. in appreciation for use of city hall over the last
few years.
Managers agreed to expedite distribution of their minutes
so the council. would be aware of current decisions of VB10D.
City agreed to send copies of minutes to VRr,,TD so they were
aware of city action on matters of common concern.
Claims: Motion by Councilman Shervheim 2nd by Mayor Armstrong
authorizing payment of claims 77464 thru 77490, Carried 4-0.
Administrative Assistant: Motion by Councilman Shervheim 2nd by Mayor
Armstrong to approve title of Administrative Assistant for
Mr. Lawrence Whittaker. Carried 4-0.
Clerk to arrange for name plate for Mr. V.1hittaker.

Correspondence: Received copy of "Thoroughfare Plan Implementation
Program" dated February 1977 from Washington county
Engineer
Members of council will advise if they received cony.
If not, they will advise clerk's office so copies can
be obtained.
Petition: A number of individuals submitted a petition requestina
that city take action relative to a duck and pigeon
coop located. at 11316-30th. St. No. Counsel advised
he would contact owner.
Adjournment: Motion by Councilman Shervheim 2nd by Councilman Pott
to adjourn at 10:50 n.m. Carried 4-n.
