HomeMy WebLinkAbout10-04-77 CCMMinutes --Lake Elmo City Council Meeting, October 4, 1977. Meeting called to order at 8:37 p.m. by Mayor Armstrong. Present: Mayor Armstrong, Councilman Pott, Morgan and Shervheim and Councilwoman Lyons. Also present: Adm. Assistant Whittaker, Bldg. Insp. Mueller, Counsel Raleigh and Engineer Noyes. 27th. St. Motion by Councilman Morgan 2nd by Councilman Pott not to extend 27th. St. beyond the East extremity of Tablyn Park 2nd. Addition. Carried 5-0. Lake Jane Hills-3rd. Addition: Motion by Councilman Shervheim 2nd by Councilman Pott to approve the final plat. Carried 5-0. "Jesse's Hideaway" - Development agreement to exclude any reference to 50th. St. Agreement to be reworked and presented for approval. Linda Larson -Variance: No one present. Council tabled. Mr. Whittaker will advise the requestor of the councils decision. Louise Bahneman: 8410 Hudson Blvd., requested council permission to increase the size of her advertising sign for her antique shop. Her sign is currently approved on a SUP. Council requested that Mrs. Bahnemann determine specifically what she is requesting and then she should apply for amendment to the SUP thru PZC. 42nd. St. -Lake Jane Trail Intersection: Engineer submitted the three bids which he had received. Pine Bend Paving Inc. --- $ 9246.70 T. A. Schifsky & Sons,Inc.-- 13750.00 Tower Asphalt, Inc. ------- 6891.00 Low bidder could start work 10/11/77 but we will not be able to arrange to get the power poles removed in time. Motion by Councilman Shervheim 2nd by Councilman Morgan to accept the low bid and proceed with project. Carried 5-0. During project,signs should be posted for local traffic only. 1st.-Ideal-Immanual--Engineer reported he had met with residents and explained alternatives but left the meeting with no final policy. Water surface plan: Engineer Noyes explained different plans they had put together. Maple Grove est. $40,000 Woodbury 20 sections $20,000 Northfield $16,000 proposed-1000 acres of Lake Elmo $3,500. Whittaker, Counsel Raleigh and Engineer Noyes to prepare a resolution representing Lake Elmo's concerns as to sewer for council to act on at special meeting October 11, 1977. I-94 Frontage Rds.--Motion by Councilman Pott 2nd by Councilman Shervheim authorizing engineer to proceed with drawing up some alternatives for attached and detached frontage roads for I-94. Estimated cost $200. Carried 5-0. Lanes Dem. Country Club Motion by Councilman Morgan 2nd by Councilman Shervheim to turn the problems of the L. D. Country Club plat to Tri-lakes Association to study and make a recom- mendation. Carried 5-0. Clerk instructed to order 6 copies of plat. Schaefer: Motion by Councilman Shervheim 2nd by Mayor Armstrong to approve the severance of 2 acres of land from the 3 acre lot at 3280 Klondike Ave. subject to a form acceptable to city counsel. Carried 5-0. Auxiliary equipt. for new fire truck --Two bids received for identical equipment. -- Don Streicher Guns, Inc. $527.54 Air Comm Motion by Councilman Pott 2nd accept the low bid of $527.54 and authorized clerk to place 952.00 by Mayor Armstrong to from Don Streicher Guns, Inc. order. Carried 5-0. Minutes: Motion by Councilman Morgan 2nd by mayor Armstrong to approve minutes of September 6, 1977 meeting as submitted. Carried 5-0. Minutes Sept. 20, 1977 -- Page 2 - I-94 amend as follows: Line 5-Elmo and ratify the actions previously taken relative to the I-94 challenge. Motion by Councilman Morgan 2nd by Councilman Pott to approve minutes of meeting of September 20, 1977 as amended. Carried 5-0. Motion by Councilman Pott 2nd by Councilman Morgan to approve minutes of special meeting of September 26, 1977 meeting as submitted. Carried 5-0. Chicago-N. W. Rwy: Motion by Councilman Pott 2nd by Councilman Morgan to put matter of CNW Resolution on agenda of meeting October 18, 1977. Carried 5-0. Claims: Motion by Councilman Shervheim 2nd by Councilman Pott to approve payment of claims 77774 thru 77819. Carried 5-0. Snow Plowing: Motion by Councilman Pott 2nd by -authorizing clerk to request bids for and also bids on salt -sand. Carried Request quotes from County, Olinger, Councilman auxiliary 5-0. Shervheim snow plowing, Oehlke & Friedrich. Minutes --Lake Elmo City Council Meeting, October 4, 1977 --- Page 3 Drainage thru Lions Park: Motion by Councilman Shervheim 2nd by Council- man Morgan to approve necessary expense to shoot elevations of drainage area to determine amount of excavating necessary to open so water can follow its natural drainage. Carried 5-0. Snowmobiles: Motion by Councilman Pott 2nd by Councilman Morgan to authorize mayor to sign a letter approving trails the same as approved for 1976-7. Carried 5-0. Engineer rates --Letter received from Bonestroo, Rosene, Anderlik & Assoc., with rates for service for 1978. Principal Engineer $30.00,. Registered Engineer $25.00, Asst. Eng. $20.00, Senior Technician $16.00, Junior Technician $13.00 and Clerical $10.00. Mileage at $.15/mile. Other expenses at cost. MWCC - Letter requesting any reports of damage or problems that may have resulted from excess rains. 4 League of Cities meeting - notice - October 18, 1977 at Ham Lake Weed report -- To be prepared for signature. Administrator's Report: Advised that cost of maps would be $3,215 slightly more than the $3,000. estimate. Maps will be completed in 30-60 days.
