Because of the Christmas Holiday the regular PZC Meeting of December 26th, will not be held. Minutes of Lake Elmo City Council :Meeting, December 20, 1977. Meeting called to order at 5:11 p.m. by Mayor Armstrong. Present: ,tayor Armstrong, Councilmen Shervheim, Morgan & Pott (7:001-)m) and Councilwoman Lyons. Also present: Adm. Asst. 14hittaker, Counsel Raleigh, Bldg. Insp. Mueller. Claims: Motion by Councilman Morgan, 2nd, by Councilwoman Lyons to approve payment of claims 77970 thru 77990. Carried 4-0. Councilman Pott not present at vote. '•tinutes: Motion by Councilman Morgan 2nd by ltayor Armstrong to approve ninutes of Council Meeting of December 6, 1977 council meeting as submitted. Carried 4-0. Speed zones --Cimarron: A petition was received from a number of con- cerned citizens relative -to continued enforcement of speed regulations in the Cimarron development. A list of comments from citizens on both sides of the issue was also received and is on file in the city office. Councilman Shervheim offered Resolution R77-16 request- ing that the question of speed lir"_ts in Cimarron be directed to the State Highway Dep't. requesting that they make a determination of appropriate speed zones for Cimarron. 2nd by Councilman Morgan. Carried 4-0. Meeting recessec' at 5:30 p.m. in favor of hearinq on reallocation of Federal Revenue Sharing Funds expended in 1976. leeting reconvened at 5:40 i).m. Maintenance Bldg.: Council approved installation of necessary wiring at Landfill site, necessary for welder. Insurance: Letter received from Aetna Insurance Co. Accident and Loss Control Division. They made 2 recommendations: 1. That the bench grinder be equipped with proper tool rests, and 2. That pre -employment physicals be required of all new employees. Item one will be corrected, item 2 will be considered but Lake Elmo has no immediate plans to hire additional personnel Mobile Homes --Clerk reported that he had been contacted by the sales- man from Cimarron relative to the possibility of moving 27 mobile homes into Lake Elmo, possibly the Iiammes Pro- perty, for short term storage. He wants them all at one location for display and supposedly quick sale. Clerk advised him that he would have to make proper application through the city office and in all probability go to a hearing before the pzc. Councilwoman Lyons confirmed the request and advised that she had referred the individual to the mayor. Cimarron Report from Cimarron that population as of December 1, 1977 in Cimarron was 1,222. 485 units are now occupied. School children grades 1-12 is 212 pg. 2 IZini!tes of Lake Elmo City Council Meeting, December 20, 1977 Christmas Light Donation: VFW"? Donation of $100.00 received to help cover costs of new Christmas Street Lights. Lawcon-- Offer for grant for park funds (Reid Park) State $24,000, Federal $48,000. This is not guaranteed but odds are greatly in favor of it being approved. Sug- gestion by clerk that contact be made by Eugene Kindler. Total Lawcon grants possible in 1978 is $105,000. Ken Brackee--White Bear Lake Forester: Mr. Brackee verLal offer to Larry Whittaker is substantially less than the amount budgeted for 1978 for equivalent services from PIr. Beach. This was a question and answer approach which culminated in Mr. Brackee promising to send in a written proposal for council to re- view and make a determination on whether to stay with Mr. Beach or contract with Mr. Bracker. Recessed at 6:00 p.m. Reconvened at 7:15 p.m. John Mueller: Suggested that city consider 300 sq. feet of drainfield as a minimum requirement on any building area. Proposed state and county code calls for only 100 sq. st. per bedroom. Once the state code is adopted this will be the minimum but we can require a larger minimum. A proposed ordinance should be put to- gether by Adm. Assistant for consideration at council meeting January 17, 1978. Records: Bldg. Insp. suggested that city consider the possibility of having all plans microfiched. Possibly use a service and have only a reader available at city office for reviewing plan if necessary. This should be explored as to costs. MIISA-Resolution R77-17: Draft of resolution was considered and amended. Paragraph 1, section 1, line 4 insert "on site" after the word adequate. Line 5 same paragraph insert "on the lots" before in the Old Village Area. Paragraph 2 line 1 remove word "only" after word solved.. Motion by Councilman Pott 2nd by Councilman Shervheim to adopt Resolution R77-17 as amended. A Resolution addressed to the Metropolitan Council describing sewer problems as they exist in the City of Lake Elmo. Carried 5-0. Mayor Trmstroncr voted in favor of resolution but wanted it understood he was not endorsing sewer for Old Village. He voted for it with the under- standing he could review thg })roposal that the "4etro Council sends back to City. Private parties serving any type of ]seer or Liquor whether purchased or dispensed free will be required to obtain a license from the city (fee $10.00). There are certain obligations which the licensee must accept when he applies for a license. Resolution R77-18, Councilman Pott offered Resolution R77-18 requesting a set of free Bocce Balls from"Governor's Bocce Ball Program" 2nd by Councilman Morgan. Carried 5-0. Request in letter is that they receive report bar December 30, 1977. Council directed "Ir. Whittaker to communicate with him and advise him that council will consider at its meet- ing January 3, 1978.
