Meeting called to order at 5:06 p.m., by Councilman Pott. Present: Mayor Armstrong (St12-6s00.14 30). Councilwoman Lyons and Councilmen Morgan, Pott and Shexvheim. Also present: Adm. Asst. Whittaker, Counsel Marshall (605-7:40). Bldg. MINUTES OF LAKE ELMO CITY COUNCIL MEETING, Babruary 210 1978. SUP-Vali Hi; Motion by Councilman Shervheim 2nd by Mayor Armstrong to approve issuance of -SUP to Vali-Hi Drive In Theatre. Carried 5-0. Councilman Shervheim offered Resolution R78w1.2, A Resolution Opposing Proposed Legislation to Expand the Washington County Board from Five to Seven Members (SF 1966 & TIP 1740) and moved for its adoption. 2nd by Councilman Pott, Carried 4-0. with Mayor Armstrong abstaining. Financial report has been distributed to the council for review. if any member of the council has any questions they should direct them to the clerks Minutest Motion by Councilman Morgan 2nd by Mayor Armstrong to approve the minutes of the February 7, 1978 meeting of the council as submitted, Carried 5�0. R. J. Connors --application to bring 250 yda, of sand fill on his property ,at 9250 Lake Jane Trail. City approval and Valley Brand Watershed District are required. Motion by Councilman Morgan 2nd by Mayor Armstrong to authorize clerk to co- ordinate response with VBWD an4 sign application, Carried S-ot Water System --Reports received from the Minnesota Department of Health giving the Lake Elmo System a rating of 93 and Cimarron A rating of 97, In both oases, one recommendation for im- provement stands out, that of having a second well and a second storage facility, Polioet Gary Swanson, local patrol offi'oer, reported that an accident had occurred in the city parks. A Woman, cross country skiing, broke her leg. There was a slight delay because of availability of rescue equipment, Suggestion was made that the Fire Department be equipped to handle such emer- gences. Clerk instructed to convey this request to the Fire Department, Claimst Motion by Councilman Shervheim 2nd by Councilwoman Lyons to approve payment of claims 78111 thru 78130. Carried 4-1, Mayor Armstrong voiced objection to $100. in the engineers file for i94 consultation. Parks; Councilman Morgan advised that the Park Advisory Board had re- ceived quotations from Kirsoht & Associates.to draw up proposed layout for Tablyn and Lions Park. Quote dated January 27, 1978.. Motion by Councilman Morgan to accept quote of Kirscht Associates, Inc. of $4,000. to prepare plans for Lions Park and Tablyn Parka.2nd,.�. by Councilman Shervheim. Carried 5-0. Motion by Councilman Morgan, 2nd by Mayor Armstrong -to appoint Diane Trudeau as the Representative for the City of Lake Elmo on the County Park Commission. 1st. alternate Sue Dunn. Carried 5-0. Animal Controlo Hope to have reply by March 7# 1918. Personnel Policies L. Whittaker to make copies of various policies to be available for the wage -employee policy committee to review. Deadline for adoption in oud of May 1918.
