are meeting at 7:30 P.M.,~Wednesday, May 31, 1978,

Minutes of Lake Elmo Special City Council Meeting - May 31, 1978
Meeting called to order at 7:15 P.M. by Mayor Armstrong.
Present: Mayor Armstrong.
Also Present: Duane Grace, Donald Raleigh and Bruce Folz.
There was no quorum present at the meeting. The question considered
was the street access on Dempsey Road in Lanes-DeMontreville Country
Club Addition. A Building Permit had been requested by Allen Siedle
for a home to be placed on Lot C of a resurvey by the Top 20 Investment
Club. Bruce Folz, the surveyor, was present and explained the present
configuration of lots. The lot itself met City standards, but its only
access was on Dempsey Road, which is a 40 foot wide public road in the plat.
This road has never been improved and has not been accepted by the City.
After consultation with Duane Grace, the Chairman of the Planning Commission,
and Donald Raleigh, City Attorney, Mayor Armstrong ordered the Building
Permit to be issued. It was explained to Mr, and Mrs. Siedle that they
were building their home on a dedicated street that was not improved and
would not be maintained by the City. Siedles were informed that they
and their neighbors could petition the City to improve the street at a
later time but that this would be accessed back against the owners.
/ Adjournment: The meeting was adjourned by Mayor Armstrong at 7:30 P.M.
